State of play, September 30, 2026
- Diplomacy: Iran said on Sep 30 it had received Washington’s reply to its seven-day plan for reopening the Strait of Hormuz. An official briefed on the talks told Reuters the main disagreement is the order of steps, according to our report. Government spokeswoman Fatemeh Mohajerani did not disclose the contents, Anadolu reported.
- U.S. position: UN Ambassador Mike Waltz said on Sep 27 that Washington rejected Iran’s proposal because Tehran wanted sanctions relief “up front”; President Trump called the plan unacceptable. Iran’s Foreign Minister Abbas Araghchi says Iran’s conditions are “reasonable” and that Iran is prepared for war to resume while open to diplomacy.
- Nuclear file: the IAEA Board of Governors referred Iran’s safeguards non-compliance to the UN Security Council on Sep 9, by a 23–3 vote with eight abstentions, according to our report. Iran called the move politicized.
- Sanctions: on Sep 29 the U.S. Treasury sanctioned 10 individuals and companies for allegedly procuring weapons for Iran’s armed forces, and the State Department designated a Russian aircraft maker and a shipping firm, according to official statements.
Why Iran is in the news
The current crisis traces to February 28, 2026, when the United States and Israel launched strikes on Iran, according to our earlier reports. Iranian President Masoud Pezeshkian told the UN General Assembly on Sep 23 that Supreme Leader Ayatollah Ali Khamenei was killed in a joint U.S.-Israeli strike at the start of the war. Washington says its operations target military and IRGC sites. A UN-backed fact-finding mission said on Sep 17 that there are “reasonable grounds” to believe U.S. forces committed war crimes in a strike on a school in Minab and an attack in Lamerd. It also made findings against Tehran of crimes against humanity. U.S. Central Command denies targeting civilians. These are findings by an investigative body, not court verdicts.
A June 2026 memorandum of understanding, known as the Islamabad memorandum, briefly eased fighting. Its published text, which we carry in full, calls for an end to military operations, a phased end to the U.S. naval blockade and safe commercial passage through the Gulf. Implementation stalled over security in the waterway, Anadolu reported, and U.S. and Iranian accounts of who failed to perform differ.
The Strait of Hormuz and the energy fallout
Iran has kept the strait restricted, and the U.S. has run a naval blockade of Iranian ports. CENTCOM said on Sep 14 that U.S. forces had redirected 101 ships under the blockade. Brent crude was reported near $100 in early September and briefly traded below that mark after the New York talks, according to our reports. Traffic estimates vary by source: the Wall Street Journal, as cited by Iran International, put shipments through the strait and alternative routes at nearly 80% of pre-war regional levels, while CENTCOM said on Sep 17 that only a handful of commodity vessels were transiting. We have not independently reconciled the two.
The Red Sea has become a second pressure point. The Associated Press reported that IRGC advisers helped Houthi forces seize Yemen’s Red Sea coast; Iran has not accepted that account. The G7 has demanded the Houthis halt shipping threats near Bab al-Mandab.

Is the Strait of Hormuz open?
It depends on the source and the day. Iran says it is restricting passage and the U.S. maintains a blockade of Iranian ports; CENTCOM and industry data show reduced but non-zero traffic. See our latest Hormuz reports above for current figures.
Are the U.S. and Iran negotiating?
Indirectly, mainly through Qatari mediators. Officials from both sides met for roughly three hours on the sidelines of the UN General Assembly, according to our reports, and Iran has now received a U.S. reply to its seven-day plan. Neither government has publicly accepted the other’s sequencing.
What did the IAEA decide?
The IAEA Board referred Iran’s safeguards non-compliance to the UN Security Council on Sep 9, the first such referral in two decades, according to our report. The Agency says it has been unable to verify the status of declared nuclear material since the 2025 strikes. Iran says attacks on safeguarded sites disrupted verification.
