This trade war news update for November 1, 2026, covers a light weekend: the Group of 20 meeting in Atlanta closed with a chair’s statement on energy, food and supply chains, South Korea posted record exports, and Russia extended its diesel export ban.[1][2][3] It follows the October 31 trade war update; see the War Room and the Trade War News Hub.
G20 and Quad
The G20 foreign ministers ended their Atlanta meeting without consensus on key issues and stopped short of naming China over export restrictions.[12] The chair’s statement, issued by the US presidency, called for “secure, resilient, and uninterrupted energy flows, including safe navigation and transit passage through international waterways,” and said trade in food and agricultural products “should not be used as a tool for economic or political coercion.”[13] The chair’s statement from the meeting named the Straits of Hormuz and the Bab al-Mandab among the geopolitical tensions ministers discussed.[14] On critical minerals, it urged governments to partner with the private sector on processing, refining and recycling.[15]
The Quad foreign ministers of the United States, Australia, India and Japan met in Atlanta on October 31 and “expressed grave concerns regarding economic coercion, including through arbitrary export restrictions.”[16] They announced a first Quad Business Leaders’ Forum and said their export credit agencies will meet in Tokyo on November 18.[17] The Quad also pledged to map semiconductor supply chain chokepoints and to secure undersea data cables.[18] Asked whether the statement was aimed at China, Rubio said the Quad “is not an anti-anybody” but that the behaviors of concern “are coming repetitively from one country.”[19] Today’s China Taiwan News report covers the security side of the Quad meeting.
Energy and Shipping
Russia’s government extended its general ban on diesel exports by producers until the end of January, saying the aim is to keep the domestic fuel market stable, Bloomberg reported.[20] Deputy Prime Minister Alexander Novak said exemptions are being prepared for some suppliers, and that Russia plans to export about 2.15 million tons of diesel in November after about 510,000 tons in October.[21] Today’s Ukraine War Update covers the war around Russia’s refineries.
Bloomberg reported that shipments through the Strait of Hormuz are at about 80 percent of prewar levels, but that the risk of attack has inflated insurance costs and kept fuel prices high.[22] It counted at least 28 open-source reports of damage to shipping in the strait in October, and Bloomberg Economics said a surge in fighting could push oil to $120 to $130 a barrel.[23] Rubio said in Atlanta that the amount of fuel getting through “is comparable with what was coming out before the conflict,” though US forces defend ships “almost every single night.”[24] Today’s Iran War Update covers the latest tanker attacks.
Asia Exports and Chips
South Korea’s exports rose 93.7 percent from a year earlier to a record $115.3 billion in October on chip sales, Yonhap reported.[25] Semiconductor exports rose 259 percent to $56.4 billion; shipments to the United States rose 185.8 percent to $24.9 billion and those to China rose 133.6 percent to $26.98 billion.[26] Japanese memory maker Kioxia forecast an operating profit of ¥2 trillion for the current quarter, short of estimates, and said its flash memory price rises slowed to the mid-20 percent range in the July–September quarter from 70 percent.[27]
China Markets
HKT confirmed that a US Federal Communications Commission order requiring it to justify its US operations had “ceased,” after reports that it agreed to wind down its business there.[28] China’s banks and regulators are reported to be meeting on Monday on a lending facility meant to support stock prices through buybacks and stake increases.[29] President Trump is scheduled to meet Xi Jinping at the November 18–19 APEC summit in Shenzhen.[30]
Domestic Affairs
United States
Bloomberg reported that high fuel prices tied to the Hormuz attacks are stirring a political backlash ahead of the November 3 midterm elections.[31]
South Korea
Industry Minister Kim Jung-kwan said many small and medium-sized firms face difficulties from rising protectionism and supply chain shifts, and that the government will work to remove export barriers.[32]

What to Watch
- Whether Chinese regulators announce the stock-support lending facility after Monday’s reported meeting.[36]
- How much Russian diesel reaches world markets under the planned exemptions in November.[37]
- Whether the Quad’s November 18 export credit meeting in Tokyo produces specific deals.[38]
- What trade terms emerge from the Trump-Xi meeting at the APEC summit in Shenzhen.[39]

Analysis
Deals & Agreements
No new trade deal was signed in the window; the G20 produced a chair’s statement rather than an agreed text, which signals that members still disagree on causes and remedies.[40] The Quad’s business forum and export credit meeting are early steps toward deals, not deals themselves.[41]
Imbalances & Impact
South Korea’s $42.5 billion monthly surplus shows how much the artificial intelligence buildout is pulling chips from Asia, with US-bound shipments almost tripling.[42] Kioxia’s outlook suggests the memory price surge behind those numbers may be cooling.[43]
Chokepoints & Dependencies
Hormuz traffic is flowing, but every cargo carries attack risk priced into insurance, and Bloomberg Economics put the downside at $120 to $130 oil.[44] The Quad’s plan to map chip chokepoints is an admission that supply risks remain largely unmapped.[45]
Negotiating Power
By keeping China unnamed while condemning “arbitrary export restrictions,” the Quad left room for the Trump-Xi talks in Shenzhen.[46][47] Russia’s diesel exemptions give Moscow a supply lever it can loosen or tighten.[48]
Policy & Economics
The chair’s statement put food coercion and energy transit on the G20 agenda, but it binds no member.[49] Russia’s export ban puts its own fuel prices ahead of export revenue.[50]
Bloc Competition
The Quad is building its own minerals recycling and finance channels to reduce reliance on any single supplier, a clear reference to China without naming it.[51]
