In this November 1 Iran war news update, Washington said talks with Tehran never stopped while Israeli media reported that strike options had reached President Trump, Iran listed Britain’s navy and air force as terrorist groups, and a Qatari gas carrier disclosed a hit (see yesterday’s Iran war update and the War Room).

Talks Continue as Strike Options Are Briefed

Speaking in Atlanta after the G20 foreign ministers’ meeting, Rubio said: “There are multiple talks; talks have actually never stopped.” He added that the president “hasn’t made a decision” on military action and would prefer a diplomatic outcome that meets US security concerns[23]. The chair’s statement from the meeting named the Straits of Hormuz and the Bab al-Mandab among the geopolitical tensions ministers discussed[24].

Foreign Minister Abbas Araghchi said Iran has no plans for talks with US officials, that a message from Vice President JD Vance to security chief Mohsen Rezaei is under review, and that contacts continue through Qatar and Pakistan. On the Hormuz proposal, he said: “The Qatari side had requested that the time needed to implement our proposal be reduced to five days. At this stage, a proposal to shorten that period to two days is under discussion”[25].

Rezaei told state television that Washington has made three proposals and that the strait “cannot reopen unless Iran’s seven conditions are met.” He also said no decision has been made to change Iran’s nuclear doctrine and that a new US letter has not yet been answered[26][27].

Yedioth Ahronoth reported, citing unnamed political sources, that Adm. Brad Cooper presented strike options to Trump with Defense Secretary Pete Hegseth and Gen. Dan Caine present, and that Israeli jets had rehearsed routes over Syria and Iraq more than once. The report has not been confirmed by US officials[28]. Trump later said US forces could strike the remaining sites, including Pickaxe Mountain, “in ten minutes,” and spoke by phone with Prime Minister Benjamin Netanyahu, The Jerusalem Post reported[29].

Tehran Repeats Its No-Limits Warning

Armed forces chief of staff Maj. Gen. Ali Abdollahi, Revolutionary Guards spokesman Brig. Gen. Hossein Mohebbi and Defense Minister Mehrdad Akhlaghi each said Iran’s response to any new attack would have no geographic limits, according to Mehr[30][31][32]. Mohebbi said the Guards are identifying new targets in new areas. Separately, Guards spokesman Gen. Mohammad Akraminia told Tabnak that Iran will receive Russian Su-35 fighters after the war[33].

Iran Lists British Forces

Iran’s Foreign Ministry designated the Royal Navy and Royal Air Force as terrorist organizations and MI6 as a hostile group under a Supreme National Security Council resolution. The ministry called it a reply to Britain’s July 13 designation of the Guards under the State Threats Act 2026 and accused London of providing bases for the war[34]. No British response appeared in the sources checked by the data cutoff.

Gulf Shipping Incidents

Nakilat said in a Qatar Stock Exchange filing that Al Mayeda was struck by “unidentified objects” on Friday evening, with no crew injuries or environmental impact, and that the vessel remains operational[35]. The company did not say where in the Gulf it was hit.

The Guards’ navy said a supertanker struck a mine in an “unsafe” area east of the strait and caught fire, without naming the ship or giving casualties, and urged vessels to keep tracking systems on[36]. It was not clear whether this was the same incident as the mine strike Iran claimed on Saturday morning, and no owner or maritime agency had confirmed it.

Yemen and Saudi Arabia

Mehr reported a large fire at an industrial facility in Dammam “following a reported Yemeni attack”; Saudi authorities had not confirmed an attack in the sources checked[37]. In northern Yemen, an army field commander said government forces took the Huwayshian mountain range east of Al-Hazm from the Houthis with air support, and that the operation continues[38].

Israel, Lebanon and Syria

Lebanon’s National News Agency said Israeli forces are building roads linking their posts in the south, including near Maroun al-Ras and Naqoura[39]. Lebanon’s military court charged 13 Hezbollah members over a seized shipment of about half a ton of explosives, The Jerusalem Post reported[40]. Al-Mayadeen reported strikes by unidentified warplanes south of Al-Sukhnah in Syria’s Homs countryside; no government claimed them[41].

Domestic Affairs

Iran’s Statistical Center put year-on-year inflation at 88.7% and the annual rate at 76.8%, and residents described cutting back on basics, Iran International reported[42]. A court sentenced protester Omran Amani, 21, to death, according to the outlet’s sources; Iranian authorities had not commented[43]. In Israel, thousands rallied in Tel Aviv, Jerusalem and Haifa for a government that includes Arab parties, while right-wing activists called for a new election[44]. Eisenkot said that until a new government forms he would support military action only in response to a direct and immediate threat[45].

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Two infant girls, aged two months and seven months, died after a cooking fire in a tent in al-Mawasi, west of Khan Younis; relatives blamed shortages of cooking gas under Israel’s blockade[46]. Yemen’s human rights minister said UN human rights office employee Mohammed Ibrahim al-Shami died after more than two years in Houthi custody[47]. A Palestinian commission counted 344 Israeli demolition or stop-work notices in the West Bank in the first nine months of 2026[48]. These are allegations by the named parties; no court has ruled on them.

What to Watch (Assessment)

  • Whether Washington replies to Iran’s latest position, and whether the two-day Hormuz timetable is agreed.
  • Any US confirmation or denial of the reported strike briefing ahead of Tuesday’s midterm elections.
  • A British government response to Tehran’s designation of its armed forces.
  • Identification of the tanker in the Guards’ mine claim, and Nakilat’s damage assessment.
  • Saudi confirmation or denial of an attack in Dammam.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

The day’s incidents were spread across the Gulf rather than packed into the strait itself: a gas carrier was hit in Gulf waters, Iran claimed a mine blast east of Hormuz, and an Iranian-aligned outlet reported a fire in Saudi Arabia’s Eastern Province[1][2][3]. Doha remained the hub for indirect contacts[4].

Military & Security

Both sides described readiness rather than action. An Israeli newspaper reported that Central Command had briefed strike options and that Israeli jets rehearsed routes over Syria and Iraq, while three Iranian commanders said any reply would have no geographic limit[5][6].

Alliances & Diplomatic Networks

Qatar and Pakistan remain Tehran’s named mediators, and Rubio said contacts run “directly but often through intermediaries”[7][8]. Iran’s listing of the Royal Navy and Royal Air Force widens its quarrel with London, which Tehran accuses of lending bases to the war[9].

Economic & Industrial Power

Iran’s Statistical Center put year-on-year inflation at 88.7%, and the rial traded near 2.72 million to the dollar, according to Iran International[10]. Rubio said fuel moving through Hormuz is now comparable with pre-war levels[11].

Technology & Critical Infrastructure

Energy shipping and plant remained exposed. Nakilat said its carrier stayed operational after the hit, and the claimed Dammam fire has not been confirmed by Saudi authorities in the sources checked[12][13].

Domestic Politics & Information

Israel’s post-election coalition fight spilled onto the streets, and Gadi Eisenkot said he would back military action before a new government forms only in limited circumstances[14][15]. Iranian courts are still handing down death sentences in protest cases, Iran International’s latest report shows[16].

Strategic Leverage & Outcomes

Tehran ties any reopening of Hormuz to its seven conditions, while Washington keeps the strike option openly on the table; neither side signaled movement on the core demands in this window[17][18].

Strategic assessment

Relative advantage
The United States holds the timing of any strikes and still escorts most traffic through the strait.
Critical vulnerability
Gas and oil carriers in the wider Gulf remain open to unclaimed attacks.
Decisive uncertainty
Whether Washington answers Iran’s latest position before or after Tuesday’s US midterm elections.
Likely trajectory
More threats and indirect contacts, with sporadic attacks on shipping.
Strategic outcome
Not yet determinable.
