All Houthi figures are their own claims. Israel and Central Command released no strike counts in this window, and the coalition gave no figure for the Houthi attacks it did not report intercepting.

In this October 30 Iran war news update, Washington offered Tehran a face-to-face meeting as Qatari mediators flew back in, a tanker leaving Hormuz was bombed from a small boat, Houthi missiles drew Saudi fire over Riyadh, and Israel’s final count left no majority (see yesterday’s Iran war update and the War Room).[1]

Vance Offers to Meet Rezaei as Qatar Returns

Washington moved from a letter to an offer of direct talks. Vice President JD Vance has offered to meet Mohsen Rezaei, secretary of Iran’s Supreme National Security Council and a former Revolutionary Guards commander, a US newspaper reported, citing a US official, who said Istanbul or Doha could host a meeting if both sides agree.[23] The letter Vance sent last week said Washington’s main aim is to stop Iran from getting a nuclear weapon, while recognizing Tehran’s interest in rebuilding its economy, and asked Iran to name negotiators with authority over its nuclear program. This updates yesterday’s report, which described the letter but not an offer to meet.

Qatari mediators returned to Tehran on October 30, coordinating their work with Washington, according to an official briefed on the talks.[24] Iranian media said the delegation is led by a senior adviser to Qatar’s prime minister and foreign minister.[25] A senior Iranian security source told the Fars news agency on October 29 that Tehran had not yet answered the Vance message.[26] Parliament Speaker Mohammad Bagher Ghalibaf wrote that talks can progress only if Washington accepts Iran’s seven conditions.[27]

Outside pressure for a settlement grew. Speaking in Seoul, German Chancellor Friedrich Merz said, “This conflict cannot be resolved by military means.”[28] Secretary of State Marco Rubio is chairing a meeting of G20 foreign ministers in Atlanta on October 30 and 31, with freedom of navigation in the Strait of Hormuz, the Red Sea, the Black Sea and the South China Sea at the top of the US agenda.[29] Today’s Trade War report covers the shipping side of that meeting.

US Buildup and a Fired General’s Leaks

The military track kept pace with the diplomacy. A top US commander briefed President Trump on military options against Iran, and 10 US military transport planes landed in Israel as the regional buildup continued, an Israeli news site reported.[30] Central Command and war.gov released no Iran statement in the window.[31] In Tehran, newspapers debated whether a new war is coming; one analyst told an economic daily that a fresh conflict would not end in a few days and could become an 8- to 12-month campaign of strikes and sanctions.[32]

At the Pentagon, a leak case touched the Iran war. Army Lt. Gen. Brett Sylvia, fired this week as the Joint Staff’s director of strategy, plans and policy, admitted leaking classified information about Iran and Ukraine to two reporters, according to an internal investigation report described by a US news site.[33] That account said he failed four polygraph tests; another report, citing a Pentagon official, said three.[34] Pentagon spokesperson Sean Parnell said the dismissal followed an extensive Air Force Office of Special Investigations inquiry. Today’s Russia-Ukraine report covers the Ukraine side of the case.

Hormuz: A Bombed Tanker and a Jet Claim

A tanker leaving the strait was attacked in a new way. Britain’s maritime trade office first reported an outbound vessel on fire 25 nautical miles northeast of Khasab, Oman, then said a verified report showed that a small boat approached the tanker and attached two explosive devices to its hull above the waterline.[35] The blasts set the engine room on fire and briefly disabled the ship; the fire was put out, the crew was safe, there was no environmental damage and the vessel continued its voyage. Iranian state media described the ship as hit by an unidentified projectile, an account that differs from the maritime office’s.[36] No one claimed the attack. This is a separate incident from the ship fire 9 nautical miles north of Khasab reported yesterday.

Iranian agencies also reported action in the air. The Revolutionary Guards’ aerospace force intercepted a “hostile” fighter jet near Qeshm Island and forced it to leave, Tasnim and Mehr reported, citing sources, without naming the aircraft or its country.[37] Fars reported explosions off Sirik and Qeshm and said some were warning shots fired at ships moving without Iranian permission.[38] None of these reports had official confirmation by the cutoff.

Houthis Fire at Riyadh and the West

Saudi Arabia came under repeated fire. Saudi Civil Defense said debris from two Houthi ballistic missiles intercepted over Riyadh slightly injured one Saudi citizen and damaged a home and a vehicle.[39] Earlier on October 29, it issued emergency warnings for Riyadh, Al-Kharj and Najran.[40] Early on October 30 local time, coalition spokesman Turki al-Maliki said air defenses destroyed a Houthi cruise missile aimed at western Saudi Arabia.[41] He later said a Houthi drone was downed over the Mecca region; Houthi spokesman Yahya Saree denied any attack on Saudi territory that day.[42]

The Houthis claimed six operations on October 29 with ballistic missiles and drones, naming the Ras Tanura and Rabigh refineries, Aramco’s Abqaiq facility, King Khalid International Airport in Riyadh, King Fahd International Airport in Dammam and a command site in Najran.[43] Saudi Arabia did not confirm any hits.

Inside Yemen, the government’s Dawn of Yemen offensive continued. Army spokesman Majid al-Nuzaili claimed 324 Houthi fighters were “neutralized” in 982 operations over 24 hours in Taiz, Marib, Al-Jawf and Al-Bayda, a figure that could not be verified.[44] The Defense Ministry said it is investigating reports that Houthi shells in Taiz carried toxic substances (see War Crimes and Civilian Harm).[45]

Israel’s Final Count Leaves No Majority

Israel’s election ended without a winner. With special ballots from soldiers, prisoners, diplomats and hospital patients counted, the Central Elections Committee’s tally gave Netanyahu’s bloc 53 seats, opposition parties 48 and Arab parties 19, from 5,564,764 valid votes.[46] This confirms yesterday’s projection; within the bloc, Likud rose from 26 to 27 seats and Shas fell from seven to six. Any government needs at least 61 of the Knesset’s 120 seats.[47]

Coalition talks are expected to take weeks. Opposition leader Yair Lapid wrote, “Now comes the truly hard part,” and asked Israelis for patience.[48] He also said Netanyahu has no path to a majority, while Netanyahu assured allies that the right-wing bloc will hold together, an Israeli news site reported.[49] Separately, a month after an attack on a flydubai flight was thwarted, Israel ordered all airlines to submit crew details 48 hours before departure.[50]

Lebanon: A US Message and Hezbollah Strain

Beirut focused on keeping Lebanon out of any new Iran war. Washington told President Joseph Aoun that Israel will not widen its operations beyond its security zone unless Hezbollah attacks first, the Nidaa al-Watan newspaper reported.[51] Speaker Nabih Berri is trying to keep Hezbollah out of such a war, the same paper said, and broadcaster Al-Jadeed said Hezbollah has made Berri no promise.[52] A senior political source told the same paper that a statement by Hezbollah leader Naim Qassem on October 28 kept decisions of war and peace outside state institutions.[53]

Shelling continued in the south. Israeli artillery hit the area between Mayfadoun and Zawtar al-Sharqiyeh on October 29, after overnight detonations in Deir Mimas and strikes near Kfar Tebnit and Barashit, the National News Agency said.[54] In the north, General Security seized explosives, detonators and weapons in Tripoli’s Bab al-Raml area and arrested suspects, one of whom a television channel linked to the Islamic State group.[55]

Domestic Affairs

No killings of Revolutionary Guards, Basij, Quds Force or regular army personnel were reported in the sources checked for this window. In Sistan and Baluchestan, the provincial intelligence department said it broke up four “terrorist cells” linked to the United States and Israel and arrested 16 people, some of whom it said took part in killing police officers in Iranshahr.[56] The claims could not be verified.

The courts kept up pressure on dissent. A cleric and former Guards member arrested in the January protests was sentenced to death twice, once with two other protesters on charges including working for Israel and once for apostasy, the rights group HRANA reported.[57] A Baha’i photojournalist serving 26 years can appeal only to the Supreme Court, a family source said.[58] Foreign Ministry spokesperson Esmaeil Baghaei called the latest UN rights report on Iran “deeply misleading.”[59] Treasury’s most recent Iran sanctions, on October 21, targeted the shadow-fleet shipping networks behind Tehran’s revenue.[60]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

In Gaza, an Israeli helicopter fired at least one missile at an apartment in Gaza City’s Sheikh Radwan neighborhood early on October 30, lightly wounding two Palestinians, medical and local sources said.[61] Witnesses said Israeli forces also fired toward displaced people’s tents south of Khan Younis. The evening before, strikes destroyed homes in Safatawi and the Bureij camp after evacuation warnings that gave residents only minutes, displacing dozens of families.[62] Israel had not commented in the sources checked.

In the West Bank, Israel’s operation in Hebron entered its eighth day, with raids in the Jilada and Ain Deir Baha neighborhoods and dozens of residents ordered out of their homes, local sources said.[63] Israeli police are investigating a suspected settler arson attack in the southern West Bank overnight.[64] In Yemen, the Defense Ministry asked for an urgent inquiry into reports of suspected poisoning and suffocation among civilians and fighters in Taiz.[65] These are allegations and counts from parties to the conflicts; no competent body has made findings on these incidents.

What to Watch (Assessment)

  • Whether Rezaei accepts a meeting with Vance, and what the Qatari mediators bring back from Tehran.
  • Any claim of responsibility or flag-state statement on the tanker bombed off Khasab.
  • More Houthi fire at Saudi cities and oil sites, and Saudi or coalition strikes in Yemen.
  • The first coalition talks in Israel, and whether opposition parties open talks with Arab-led parties.
  • Whether the G20 meeting in Atlanta produces any shared language on Hormuz shipping.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

The strait’s southern exit stayed the most dangerous water in the region, with a new attack 25 nautical miles northeast of Oman’s Khasab.[2] On land, Houthi fire again reached Riyadh and western Saudi Arabia, including the Mecca region, so the kingdom’s capital and its holy cities both sit inside the Houthi threat area.[3]

Military & Security

Central Command released no strike statement in this window, and war.gov posted no Iran item.[4] The US buildup continued, with more airlift into Israel and a military briefing for the president (see US Buildup and a Fired General’s Leaks).[5] Saudi defenses reported downing two ballistic missiles, a cruise missile and a drone (see Munitions Count).

Alliances & Diplomatic Networks

Qatar resumed its mediation in Tehran, coordinating with Washington, according to an official briefed on the talks.[6] Germany’s chancellor urged a diplomatic end to the war, and Iran’s president argued that regional states can secure the Gulf without the United States.[7][8] In Lebanon, Speaker Nabih Berri is trying to keep Hezbollah out of any new Iran war, a Beirut daily reported.[9]

Economic & Industrial Power

A Reuters investigation found that more than 5,000 agencies tied to Iran’s Defense Ministry imported at least $2 billion in equipment, explosives and heavy trucks since January 2025, despite sanctions and the naval blockade.[10] If accurate, that network helps explain how Iran has kept rebuilding its missile and drone production during the war.

Technology & Critical Infrastructure

The Houthis said they fired at the Ras Tanura and Rabigh refineries, Aramco’s Abqaiq site and two major airports, claims Saudi Arabia did not confirm.[11] Iran’s Revolutionary Guards said their aerospace force chased a “hostile” fighter jet away from Qeshm Island, but they named no aircraft or country and issued no official statement.[12]

Domestic Politics & Information

Israel’s final count gave no bloc a majority and opened weeks of coalition talks (see Israel’s Final Count Leaves No Majority).[13] In Iran, rights groups reported two death sentences for one protest-era cleric and tighter limits on a Baha’i journalist’s appeal, while the Foreign Ministry attacked a UN rights report (see Domestic Affairs).[14]

Strategic Leverage & Outcomes

Washington is offering talks at the top while its forces build up, and Tehran says progress depends on its seven conditions.[15] We assess that the next few days, before the November 3 US midterms, will show whether the Vance offer becomes a meeting or the buildup becomes strikes.

Strategic assessment

Relative advantage
The United States controls the timing of both talks and any new strikes.
Critical vulnerability
Shipping in Hormuz and Saudi oil sites remain exposed to attack.
Decisive uncertainty
Whether Rezaei accepts a meeting with Vance in Istanbul or Doha.
Likely trajectory
Continued Hormuz incidents and Houthi fire while mediators work in Tehran.
Strategic outcome
Not yet determinable; diplomacy and escalation are both live.
