Official counts, October 27, ~7:30 AM ET, to October 28, ~7:30 AM ET.

Riyadh debris damaged a building, a construction site and a vehicle; the hit on the tanker is Iran’s account. The coalition’s two Riyadh interceptions and the Houthis’ claimed Defense Ministry hit describe the same attack from opposing sides and should not be added. Central Command and Israel released no strike counts in this window.[21]

In this October 28 Iran war news update, Washington was reported to have warned Gulf states of a possible new campaign against Iran after the US midterms, Tehran rejected Qatari ideas for a deal, Houthi missiles were fired at Riyadh and Taif, and Israel’s election count left neither bloc with a majority (see yesterday’s Iran war update and the War Room).[1]

Washington Signals New Strikes as Qatar’s Channel Stalls

The biggest development was a reported US warning to Gulf allies. Washington told several Arab states in the Persian Gulf to prepare for a possible short, intense military campaign against Iran after the elections, according to a US newspaper report relayed on October 28.[22] The report said a Patriot system is moving from Texas to the region, troops have left vulnerable bases, and an additional carrier strike group and a Marine expeditionary unit are expected to join about 20 US warships next month. The White House declined to discuss “sensitive military plans that may or may not exist,” saying Trump “keeps all options on the table to ensure that Iran can never have a nuclear weapon.”

Trump did not rule out strikes. Asked at Joint Base Andrews whether he planned to attack Iran after the November 3 midterms, he said, “I can’t tell you that. But anything is possible.”[23] Pentagon data showed the war has cost more than $47 billion, including more than $29 billion to replace munitions, a wire report said.[24] This is an update to the $37.5 billion figure given in July.

The Qatari channel showed strain. An unnamed Iranian official told a wire service that Qatar had presented ideas that were unacceptable rather than a new proposal and that Tehran would show no flexibility on the nuclear issue.[25] Another official said the Qatari draft sets a seven-day timeline of daily confidence-building steps, with a response expected by the end of the week. Qatari Foreign Ministry official Ibrahim Al-Hashmi said Iran must “stop threatening countries of the region, and reopen the Strait of Hormuz.”[26] Iran’s Foreign Ministry spokesman for public relations, Mahmoud Maleki, answered that Qatar should refrain from “allowing aggressor parties to utilize their territory and facilities” against Iran.[27]

Saudi Arabia kept its own channel open. Crown Prince Mohammed bin Salman’s cabinet reviewed Monday’s Tehran talks and reaffirmed “Saudi Arabia’s commitment to establishing security and stability,” state media said.[28] In Moscow, Putin told Pezeshkian that Russia is fulfilling its commitments on Iranian projects, including the Bushehr nuclear plant, and that trade rose 10.4 percent in the first eight months of the year.[29]

Houthis Fire at Riyadh, Taif and Air Bases

Houthi fire was reported over Riyadh and Taif in this window, and the Houthis claimed strikes on two southern air bases. Saudi air defenses intercepted and destroyed two ballistic missiles launched toward Riyadh on October 27, coalition spokesman Maj. Gen. Turki al-Malki said in a statement published at 8:38 AM ET.[30] Fragments damaged a building, a construction project and a vehicle, and no casualties were reported, according to Civil Defense.[31] Early on October 28, the coalition said it intercepted a ballistic missile fired toward Taif, while emergency alerts sounded in Jeddah and Yanbu before an all-clear.[32]

The Houthis described the same day differently. Military spokesman Yahya Saree said a ballistic missile scored a “direct” hit on the Defense Ministry in Riyadh, a claim the coalition’s interception statement contradicts.[33] He also claimed two ballistic missiles hit Saudi military cargo planes at Najran Airport and King Khalid Air Base in Khamis Mushait.[34] Saudi Arabia has not confirmed any of these hits.

The Houthis also claimed the dawn attack on the Ras Tanura refinery, which the coalition said yesterday was three missiles intercepted over the Eastern Region. A maritime security firm reported a fire in the Ras Tanura area that was “reportedly contained,” with any effect on oil loading unclear.[35] This updates yesterday’s report, which listed no damage. On October 28, Saree told people at Aden airport, in the city that serves as seat of Yemen’s recognized government, to “immediately evacuate,” citing a Saudi military cargo plane.[36]

New evidence pointed to outside help. A Geneva-based geospatial firm said Russian government and military satellites orbited over the targets of all 40 Houthi and Iraqi militia attacks on Saudi Arabia it examined between July 1 and October 19.[37] Saudi deputy minister Rayed Krimly said Iran and the Houthis receive intelligence from “elements in Russia and China,” and Russian officials had no immediate comment.[38]

Iran Says a Tanker Hit Mines Near Hormuz

Iran’s army said on October 27 that an oil tanker “in breach of regulations” switched off its tracking systems, entered a prohibited area east of the Strait of Hormuz and “struck naval mines, causing damage and a fire.”[39] The tanker was not named, and no independent confirmation was available by the cutoff.[40] Iran has reported several such incidents since the war began on February 28.

Tehran tied the strait to its top leadership. Supreme Leader Mojtaba Khamenei met security chief Mohsen Rezaei to discuss “safeguarding national and regional security through the management of the Strait of Hormuz,” his office said, in their first publicly announced meeting.[41] Foreign Minister Abbas Araghchi warned that any Israeli escalation in the Persian Gulf could severely hit international markets.[42]

Israel’s Count Leaves Neither Bloc a Majority

Israel’s October 27 election produced no clear winner. With more than 84 percent of ballots counted, Netanyahu’s Likud-led bloc had 54 seats, the Eisenkot-led bloc 49 and Arab parties 17, with 61 needed for a majority.[43] An earlier count at 50.1 percent had the blocs at 56, 49 and 15, so the partial figures are still moving.[44] Turnout was the highest in over a quarter-century, and exit polls suggested weeks of negotiation could follow.[45]

Netanyahu ruled out relying on Arab parties. “We must establish a strong, right-wing, nationalist government,” he said,[46] and he called it “forbidden” to form a government resting on Arab parties.[47] Trump said his endorsement “had helped him a lot.”[48]

Outside the region, Serbia’s police killed a minor who attacked a guard with two knives outside the Israeli Embassy in Belgrade just after midnight on October 28. Interior Minister Ivica Dacic called it a “terrorist attack” and said the attacker supported the Islamic State.[49]

Lebanon, Syria and Jordan

Israeli artillery shelled Majdal Zoun, al-Mansouri and Zawtar al-Sharqiyeh on October 28, after detonations overnight in the border towns of Khiam, Tallousa and Bani Hayyan.[50] Sources close to Hezbollah told a Saudi-owned channel that Iran had not asked the group to join any upcoming war, but that “Hezbollah will not stand idly by if Israel crosses the current lines.”[51] The sources were not named, so the account is unverified.

Syria and Jordan eased their dispute over Jordan’s October 26 strikes. Syria reopened the Nassib crossing, its main crossing with Jordan, on October 28, with normal movement restored, a Syrian customs official said.[52] Jordan said on October 27 that it had “great respect” for Syria and expressed regret for civilian casualties, while Damascus called the strikes an “unacceptable violation.”[53]

Domestic Affairs

No killings of Revolutionary Guards, Basij, Quds Force or regular army personnel were reported in the sources checked for this window. Air defense chief Brig. Gen. Alireza Elhami inspected units in the southeast and on the three Persian Gulf islands, state media said.[54]

Job losses are the newest sign of strain. Deputy labor minister Malek Hosseini said 1.2 million to 1.4 million people could leave the labor market this year if the economy shrinks by seven to eight percent, with about 2.5 million already unemployed.[55] Caretaker oil minister Hamid Bovard rejected US Treasury Secretary Scott Bessent’s warning of winter fuel shortages, saying Bessent “should worry about its price for his own people.”[56] A Persian-language opposition outlet reported, citing documents it said it reviewed, that Revolutionary Guards intelligence moved to take control of Iran’s sanctioned oil trade; the claim is unverified.[57]

We assess that the job-loss warning from a serving official shows sanctions pressure now acknowledged inside the government.

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

UN human rights chief Volker Türk said Israel’s operation in Hebron since October 23 has forcibly displaced over 2,000 Palestinians and destroyed homes and businesses, and that it must end.[58] The UN agency for Palestinian refugees said more than 3,000 have reportedly been displaced.[59] With yesterday’s local counts of about 3,171 to 4,000, estimates now range from over 2,000 to about 4,000, depending on the source.

In Gaza, a Palestinian was killed and several were wounded in an Israeli drone strike in al-Mawasi, north of Khan Younis, on October 28, the Palestinian news agency reported.[60] A Palestinian commission documented 13 attacks on West Bank olive harvesters in 12 hours on October 27, including assaults on farmers and foreign activists.[61] These figures do not distinguish combatants from civilians, and Israel had not commented in the sources checked.

What to Watch (Assessment)

  • Iran’s answer to the Qatari draft, expected by the end of the week, and whether it moves on the nuclear issue.
  • US force movements, including the Patriot battery and the extra carrier group, before and after November 3.
  • Houthi follow-through on the Aden airport warning and further fire at Riyadh, Taif and the air bases.
  • The final Israeli count and whether either bloc reaches 61 seats.
  • Any shipping confirmation of the tanker Iran says hit mines near Hormuz.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

Houthi fire now reaches Saudi Arabia’s capital, its western mountains at Taif and, by Houthi claims, its southern air bases, so few parts of the kingdom are outside the threat area.[2] Iran’s army says the Strait of Hormuz east of its approved route is mined, which keeps the world’s main oil chokepoint contested.[3]

Military & Security

A newspaper report relayed on October 28 said the United States moved a Patriot battery from Texas, shifted troops from vulnerable bases and expects another carrier group in the region next month.[4] Saudi air defenses reported intercepting three Houthi ballistic missiles in all during this window, two over Riyadh and one toward Taif, while the Houthis claimed hits on Riyadh and two air bases (see Munitions Count).

Alliances & Diplomatic Networks

Qatar told Tehran “the ball is now in Iran’s court,” and Iran’s Foreign Ministry replied that Qatar should stop letting “aggressor parties” use its territory.[5][6] Pezeshkian met Putin in Moscow, where Putin said Russia is meeting its commitments on Iran projects, including the Bushehr nuclear plant.[7]

Economic & Industrial Power

Pentagon data relayed by Iranian state media put the US cost of the war at more than $47 billion, up from a July estimate of $37.5 billion.[8] In Iran, a deputy labor minister warned that up to 1.4 million jobs could be lost this year.[9]

Technology & Critical Infrastructure

A geospatial intelligence firm said Russian satellites passed over Saudi targets before and after all 40 Houthi and Iraqi militia attacks it studied from July 1 to October 19.[10] Russia gave no immediate comment, so the link rests on the firm’s data and officials’ accounts.

Domestic Politics & Information

Israel’s count left Netanyahu’s bloc short of a majority, and he ruled out a government resting on Arab parties, which points to long coalition talks (see Israel’s Count Leaves Neither Bloc a Majority).[11] Netanyahu said Israel must form a right-wing government and “remove the existential threat from Iran.”[12]

Strategic Leverage & Outcomes

Washington’s leverage is the threat of renewed strikes, now reported in detail, plus the blockade; Tehran’s is Houthi fire and its claim over Hormuz.[13] Trump said “anything is possible” after the November 3 election, while Iran said it would show no flexibility on the nuclear issue, according to an unnamed official.[14]

Strategic assessment

Relative advantage
The United States holds the military and economic initiative as it builds up forces in the region.
Critical vulnerability
Saudi cities, air bases and oil sites remain exposed to Houthi missiles.
Decisive uncertainty
Whether Iran answers the Qatari draft before a US decision after November 3.
Likely trajectory
More Houthi fire and sharper US signaling through the midterms.
Strategic outcome
Not yet determinable; diplomacy is active but stalled on the nuclear issue.
