Americas security news, October 28, 2026: Brazil’s defeated presidential candidate Flávio Bolsonaro left the country through Argentina and was flying to Miami this morning despite a Supreme Court order barring him from leaving.[1] The UN General Assembly votes today on its 34th resolution against the US embargo on Cuba after a heated debate, and Venezuela’s acting president warned “radical sectors” after Machado’s return.[2] It follows the Oct 27 Americas update.
Brazil
The biggest development in the region overnight was the departure of Flávio Bolsonaro, the Liberal Party candidate who lost Brazil’s October 25 runoff. Argentina’s migration authority said he, his wife and two daughters crossed the Tancredo Neves International Bridge from Foz do Iguaçu into Puerto Iguazú at 10:50 PM local time on October 27 (9:50 PM ET), then left immediately on a private jet for Guayaquil, Ecuador.[3] Flight-tracking data showed the plane leaving Guayaquil at 5:22 AM ET on October 28 for the Opa-locka Executive Airport in Miami, due around 9:40 AM ET, without crossing Brazilian airspace.[4]
He left despite an order by Supreme Court Justice Alexandre de Moraes on October 27 that barred him from leaving Brazil, required him to hand over his passports and cancelled all Brazilian passports issued in his name, including diplomatic ones. He also holds an Italian passport issued in 2023.[5] In a video, Flávio Bolsonaro said federal police served the order at his door and asked, “Is that a reason to take my passport? Is that justice?”[6] The US government said on October 27 that it would issue visas to him and his family, as reported in Brazil.[7] Argentine authorities said no arrest warrant or legal bar at the border stopped his entry.[8] This updates the October 27 report, which said he would lead the opposition after dropping his bid to annul the result.
Cuba
The UN General Assembly holds its 34th vote today on a resolution calling for an end to the US embargo, after a debate that opened on October 27.[9] On October 27, Cuba’s Foreign Minister Bruno Rodríguez Parrilla raised a point of order during the US statement, asking the Assembly President to call the US speaker to order. Members of the Cuban delegation approached the podium, the US representative told them to “back off,” and the session was briefly suspended before resuming.[10] US Ambassador Mike Waltz said “there is no blockade,” citing more than $876 million in US exports to Cuba in the first eight months of 2026, and urged delegations to “vote no on this resolution.”[11] Speaking for Southeast Asian nations, Singapore cited shortages of more than 60 percent of essential medicines and a fall of more than 50 percent in food production over five years.[12]
The resolution is non-binding. Support peaked at 191 votes in favor in 2015, 2016 and 2017; UN records note a recent decline in support alongside more votes against and abstentions.[13] The UN’s resident coordinator in Cuba has warned that tighter US measures have led to an energy crisis and possible humanitarian collapse.[14]
The grid shows that crisis. Cuba’s national utility forecast a maximum shortfall of 2,045 megawatts at Wednesday’s evening peak, 55 megawatts more than its forecast for Tuesday, with 885 megawatts available against expected demand of 2,900 megawatts.[15] These are evening-peak forecasts and are not directly comparable with the 850-megawatt morning availability figure in the October 27 report. In Holguín province, some circuits had been without power for more than 18 hours by 7 AM.[16]
Venezuela
Acting President Delcy Rodríguez answered María Corina Machado’s return with a tour of her own. Speaking to a crowd in Aragua state on October 27, Rodríguez said “let no one meddle” in the country’s “tranquility,” “stability” and “economic growth,” without naming Machado. She said she hoped “radical sectors” would abandon violence, as protests over power rationing spread.[17] Rodríguez began the tour in the same states Machado crossed after arriving in Barquisimeto on October 25 and travelling about 400 kilometers by road to Caracas with thousands of supporters, many of them calling for a presidential election.[18]
Rodríguez called Machado’s journey a “show” and said some people are “hungry for power.”[19] Rodríguez governs under strong pressure from Washington after Nicolás Maduro’s capture in January.[20]
Colombia
US and Colombian troops are starting a joint training exercise at Tolemaida, the army base in Nilo, Cundinamarca. Colombia’s armed forces said more than 300 US soldiers from a mountain infantry battalion will train with Colombia’s Counter-Narcotics Battalion No. 1 from October 27 to November 11, covering drug trafficking, illegal mining, drone threats and medical evacuation. The program opens on October 30 with an air medical evacuation drill from Tolemaida to Bogotá.[21] The details differ from US Southern Command’s October 26 announcement, which named the exercise Southern Vanguard 2027, put its start on November 2 and listed about 350 US troops; together, the two sources put US participation at more than 300 to about 350 troops.[22]
Argentina
Argentina’s ruling party won a committee report for its National Sovereignty bill, known as the Malvinas bill, on October 27, gathering 60 signatures in a joint committee session. The changes add oversight rules for the National Security Council and followed President Javier Milei’s meeting with US Deputy Secretary of State Christopher Landau at the Casa Rosada on October 23. US Ambassador Peter Lamelas also played a role in the talks.[23] The government aims to bring the bill to the floor on November 12.[24] Under the changes, the Security Ministry becomes a permanent member of the council and a congressional committee will oversee its decisions.[25] The government said it did not help Bolsonaro’s departure.[26]
Milei arrived on October 27 in Catamarca province, where he was due to visit a lithium operation at the Hombre Muerto salt flat on October 28 with Governor Raúl Jalil.[27]
Domestic Affairs
In Brasília, President Luiz Inácio Lula da Silva met Defense Minister José Múcio Monteiro on October 27. Múcio does not want to stay in the post in Lula’s fourth term and will have a say in choosing his successor, as reported in Brazil.[28]
Elsewhere in the region, in Panama, Secretary of State Marco Rubio spoke with President José Raúl Mulino on October 27 about recovery from the October 9 earthquake, regional issues and the election of the next UN secretary-general. Rubio noted that US food, water and search-and-rescue teams reached affected communities within 24 hours.[29]

What to Watch (Assessment)
- The General Assembly vote on October 28, and whether support keeps falling from its 2015 to 2017 peak.[35]
- Whether Brazil’s Supreme Court issues an arrest warrant for Flávio Bolsonaro after his departure.[36]
- The October 30 medical evacuation drill opening the US-Colombian exercise at Tolemaida.[37]
- The Malvinas bill’s floor session, planned for November 12.[38]
Geography & Strategic Position
Flávio Bolsonaro’s route through the Iguazú border and Ecuador avoided Brazilian airspace and showed how quickly a political figure can leave through neighboring states.[39]
Military & Security
The Tolemaida exercise keeps US troops training in Colombia on drones and counter-narcotics, while the two governments describe its dates differently.[40]
Alliances & Diplomatic Networks
US involvement in Argentina’s Malvinas bill and the visas for Flávio Bolsonaro show Washington’s ties with right-leaning partners in the region.[41] At the UN, Washington is working to cut support for Cuba’s resolution.[42]
Economic & Industrial Power
Cuba’s evening shortfall now exceeds two-thirds of expected demand.[43] Milei’s lithium visit points to Argentina’s push for mining investment.[44]
Technology & Critical Infrastructure
Power rationing drives protests in Venezuela as well as outages in Cuba, so grids are now a security issue in both countries.[45]
Domestic Politics & Information
Rodríguez’s tour answers Machado’s return with crowds of her own, while in Brazil the defeated candidate who said he would lead the opposition is now outside the country.[46]
Strategic Leverage & Outcomes
Washington shaped Argentina’s sovereignty bill this week, but visas for a Brazilian politician who left in defiance of a court order could complicate ties with Lula’s new government.[47] Assessment: US interests are best served by a smaller UN majority against the embargo and by a Venezuelan transition timetable that includes Machado’s movement.
Score 3/5Evidence confidence: LowTrend: Stable
Strategic assessment
- Relative advantage
- Washington, with influence over Venezuela’s transition and Argentina’s sovereignty bill.
- Critical vulnerability
- Cuba’s grid, short of more than two-thirds of expected peak demand.
- Decisive uncertainty
- How Brazil’s courts and government respond to Flávio Bolsonaro’s departure.
- Likely trajectory
- A large UN majority against the embargo and continued blackouts in Cuba.
- Strategic outcome
- Not yet determinable.
