State of play, September 30, 2026

  • Gaza: Israel killed Izz al-Din al-Beik, head of Hamas’s armed wing in northern Gaza, in an airstrike on Sep 29, and Israeli strikes killed at least six more Palestinians on Sep 30, according to Reuters and Gaza health officials. Hamas confirmed al-Beik’s death. Israel says Hamas is rearming in violation of the ceasefire that took effect last October; Hamas denies this and accuses Israel of undermining the deal, per Reuters.
  • Toll: Gaza health officials say at least 1,400 Palestinians have been killed since the truce began, and Israel says four of its soldiers have died. Reuters put the overall Palestinian toll above 73,000 and Al Jazeera above 74,000. Hamas-led fighters killed about 1,200 people in southern Israel on Oct 7, 2023. Reconstruction has barely begun, Reuters said.
  • Lebanon: The New Arab, citing information it obtained, reported that Washington told Lebanon its steps to bring Hezbollah’s weapons under state control are “not enough.” That report rests on unnamed sourcing; neither Washington nor Beirut has confirmed the wording. Hezbollah has not accepted disarmament.
  • On the ground: UNIFIL spokeswoman Kandice Ardiel said nearly 30 Israeli positions sit inside southern Lebanon, per The National. Israel’s Defense Minister Israel Katz said the offensive will continue until Hezbollah is cleared south of the Litani River.

Gaza: a ceasefire with continuing strikes

The Gaza war followed Hamas’s Oct 7, 2023 attack on Israel. A U.S.-brokered ceasefire took effect in October 2025, according to Reuters, and a zone of Israeli military control, known as the Yellow Line, remains. Negotiators have not agreed terms for Hamas to disarm or for Israeli troops to withdraw. The Israeli military says it has killed at least 20 Hamas figures this month; it describes such strikes as responses to imminent threats and ceasefire violations, which Hamas rejects. Israeli Finance Minister Bezalel Smotrich said on Sep 27 that he wants annexation “at least as far as the Yellow Line in Gaza and as far as the Litani River in Lebanon.” That is his position, not cabinet policy, according to our report.

Lebanon: a framework that is not holding

On June 26, 2026, the United States, Israel and Lebanon signed a 14-point trilateral framework agreement in Washington, according to our report on its implementation. It envisions verified disarmament of non-state armed groups and a phased Israeli withdrawal. Lebanon’s army deployed in two “pilot zones” in July, but implementation has stalled since, Asharq Al-Awsat reported. Prime Minister Nawaf Salam says the framework is “not bilateral but trilateral,” with obligations for all three sides. Meanwhile Israeli strikes, shelling and demolitions continue in southern Lebanon and Hezbollah has launched drones at Israeli troops; the UN Secretary-General condemned Israeli operations around Nabatieh on Sep 8, with OCHA estimating about 20,000 people displaced. Israeli officers say Hezbollah is shifting to guerrilla tactics, per our report. Accounts of individual strikes and casualties vary by outlet, so we attribute them.

  • Dec 31: the UNIFIL mandate expires for the final time under Security Council Resolution 2790, followed by a one-year withdrawal, per UN press.
