Americas security news, October 27, 2026: Washington laid out Venezuela’s transition timetable, with a new Supreme Court targeted by mid-December and a six-month election period to follow.[1] Flávio Bolsonaro dropped his bid to annul Brazil’s runoff, and Cuba takes its embargo resolution to the UN General Assembly today.[2]
This follows yesterday’s Americas security update; see the War Room for the other theaters.
Venezuela
Washington published its most detailed timetable yet for Venezuela’s political transition. After the fourth round of talks, a senior State Department official said the opposition’s 2015 National Assembly and the ruling party, represented by Jorge Rodríguez, each named members to a nominating committee that will pick 32 new magistrates for the Supreme Court of Justice.[4] The National Assembly must then approve the slate, and the official said the goal is “by mid-December, have a new TSJ in place.” A reformed National Electoral Council with new members would follow “very shortly thereafter,” without needing Assembly ratification.
The sequence matters because it sets the path to a presidential vote. Once both bodies are in place, the official said, Delcy Rodríguez will have to declare a permanent vacancy in the presidency, which “triggers, under their existing constitution, a six-month period for new elections.”[5] Secretary of State Marco Rubio said the interim authorities have met “every one of the timelines” so far, that oil now sells at market rate into a Treasury-controlled account, and that Iranian and Cuban influence is “substantially diminished, if not eliminated.”[6] He also said Venezuela remains heavily sanctioned and operates under waivers and general licenses.
The talks now face a new political test. María Corina Machado, the Nobel Peace Prize laureate, re-entered Venezuela on October 25 after ten months abroad and appeared in Lara state before travelling to Caracas, an event not covered in our earlier reports.[7] Her ally Edmundo González confirmed the return, and an adviser had said in September that she was denied seven earlier attempts.[8] Rubio said she “had no issues and no problems” getting in, but he warned that “you’re not going to street-protest your way into a democracy.”[9]
Caracas answered on Monday. Rodríguez said at a military hospital that she hopes the dialogue gives “a space where all voices can be heard,” and that those “who called for sanctions and external aggression” feel “some remorse and regret.”[10] Washington backs a negotiation that does not include Machado’s Vente Venezuela movement.[11]
Cuba
Cuba’s grid stayed in crisis as its UN vote arrived. The Unión Eléctrica’s Tuesday morning report put available generation at 850 megawatts and the generation shortfall at 1,363 megawatts, and it said the longest deficit cut lasted 21 hours and 26 minutes, ending at 6:23 a.m.[12] These are morning figures; yesterday’s report gave the utility’s forecast for the evening peak, so the two are not directly comparable. Provincial utilities reported cuts across Havana, while Holguín reported a 127-megawatt deficit cut at 6 a.m.
Havana sharpened its message before the General Assembly takes up the 34th resolution against the US embargo on Tuesday and Wednesday. UN Ambassador Ernesto Soberón said Washington is “trying to change historical positions at gunpoint” and accused the State Department, its UN mission and US embassies of lobbying to weaken support.[13] The resolution is nonbinding, and last year’s text passed with 165 votes in favour, seven against and 12 abstentions, according to official figures.
Washington kept up pressure. Asked about Cuba during remarks on Venezuela, Rubio said “we think Cuba needs very dramatic change,” calling it “a totally different case from Venezuela.”[14]
Colombia
Dissidents struck a populated district in Cauca. The armed forces command said troops found a dump truck abandoned in the El Porvenir district of Miranda by the Dagoberto Ramos structure, loyal to the dissident leader known as Iván Mordisco, after the fighters set off two devices and fled.[15] Bomb-disposal teams neutralized 12 improvised explosive devices carrying more than 250 kilograms of explosives, and about 100 people, including children, were evacuated for more than four hours. The army called the attack an indiscriminate use of explosives in a populated area.
The army reported more finds on Monday. Troops of the 12th Brigade destroyed 13 improvised explosive devices in La Montañita and Solano, Caquetá, which intelligence linked to the Rodrigo Cadete structure of the dissident faction led by alias Calarcá, the brigade commander said.[16]
At sea, the navy and the US-led Joint Interagency Task Force South intercepted a boat west of Chocó carrying 1,250 kilograms of cocaine and arrested three Colombian crew members.[17] The armed forces estimated the seizure kept about $58 million from traffickers.
Brazil
Brazil’s post-election crisis eased. Flávio Bolsonaro withdrew his request to annul the runoff on Monday and said he will lead the opposition, declaring that “the elections are over, but the struggle for a different country continues.”[18] His Liberal Party said in a statement that “we recognize the presidential election results, as proclaimed by the Superior Electoral Court.”[19]
The fight moves to the courts. Bolsonaro now plans to seek the disqualification of Lula and Vice President Geraldo Alckmin for alleged abuse of economic power.[20] His original case rested on a voting extension, but the late votes numbered only about 34,000 to 35,500 against Lula’s margin of more than 4.4 million, according to electoral court data and a g1 survey.[21] Separately, Supreme Court Justice Alexandre de Moraes barred Bolsonaro from leaving the country and federal police ordered him to surrender his passport within 24 hours, as part of a money-laundering inquiry into a lawyer close to him.
Beijing weighed in on Washington’s claim. Asked about President Trump’s statement that the election was rigged, China’s Foreign Ministry spokesperson Guo Jiakun said, “We respect the independent choice of the Brazilian people.”[22]
Argentina
President Javier Milei stayed silent on Lula’s win, and the official minutes show Monday’s cabinet meeting did not discuss Brazil’s runoff.[23] He had backed Bolsonaro, and he is the only leader in the region who has not congratulated Lula, according to the same report. The government also approved Agua Rica, a copper, gold, silver and molybdenum project in Catamarca, under its large-investment incentive regime, with planned investment of more than $6.3 billion.
Congress takes up a bill with US stakes today. A joint committee of the Chamber of Deputies is set to meet at 4 p.m. Buenos Aires time on a revised Malvinas sovereignty bill, which would punish companies working on Falklands oil, fishing or mining without Argentine permission.[24] The ruling party narrowed the draft after Washington voiced concern for US companies, exempting small shareholders and passive funds and cutting the minimum prison term for suppliers from five years to two. Governors and allied blocs are still pressing for funds in the 2027 budget, and the ruling party may not have the signatures for a committee opinion on either bill.[25]
Domestic Affairs
Domestic politics drove both major stories this window. In Venezuela, Machado’s return puts a popular opposition leader inside the country while a different opposition faction negotiates with the ruling party, building on the talks above.[26] In Brazil, the party recognition ends the annulment threat, but the court challenge and the travel ban keep the Bolsonaro family in legal conflict with the Supreme Court.[27]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
The Colombian Army said the Miranda devices were planted in a busy residential district, and it urged human rights bodies to speak out against the use of explosives in populated areas.[28] This is the army’s characterization; no independent account or response from the dissident group was found.

What to Watch (Assessment)
- The General Assembly’s embargo vote on October 27-28, and whether US lobbying cuts Cuba’s margin from last year’s 165 votes.
- The first meeting of Venezuela’s judicial nominating committee and the next round of transition talks.
- Machado’s public events and any response from the interim authorities.
- Bolsonaro’s disqualification filing with the electoral court, and whether Washington issues a statement on Brazil’s result.
- The Malvinas bill committee session in Buenos Aires today.
This analysis uses Peter’s World’s seven lenses.[34]
Geography & Strategic Position
Venezuela’s oil and its position on the Caribbean make its transition the hemisphere’s main strategic question this week. Cuba’s isolation shows in its grid figures, while Colombia’s Pacific coast remains a trafficking route that the navy and the US task force patrol together.[35]
Military & Security
Colombia’s dissidents are using explosives in towns, as the Miranda case shows, while the army reports a steady run of finds.[36] The joint interdiction off Chocó shows how closely Bogotá’s forces work with US Southern Command.
Alliances & Diplomatic Networks
The UN vote tests how many governments will move under US pressure on Cuba.[37] China’s comment on Brazil lines Beijing up behind the result, while no State Department statement on it appeared in the department’s press feed by this report’s cutoff.[38]
Economic & Industrial Power
Rubio’s account puts Venezuelan oil revenue under a Treasury-controlled account, which gives Washington direct leverage over the transition.[39] Argentina’s Agua Rica approval adds to the region’s copper and lithium pipeline.
Technology & Critical Infrastructure
Cuba’s grid remains the region’s weakest system, with a 21-hour deficit cut reported on Tuesday morning.[40]
Domestic Politics & Information
Machado’s return and Bolsonaro’s retreat both test how opposition movements adapt to new realities. Rodríguez’s call for “remorse” frames the opposition abroad as responsible for sanctions.[41]
Strategic Leverage & Outcomes
US interests are best served if the Venezuela timetable holds, because a credible election would cement the gains Rubio described against Iranian and Cuban influence.[42] A Brazil that accepts its result reduces the risk of a crisis in the largest South American economy.
Strategic assessment
- Relative advantage
- Washington in Venezuela, where it controls oil revenue and the talks’ pace.
- Critical vulnerability
- The Venezuelan transition’s exclusion of Machado’s movement.
- Decisive uncertainty
- Whether the Supreme Court slate is approved by mid-December.
- Likely trajectory
- A large UN majority for Cuba’s resolution, possibly with more abstentions.
- Strategic outcome
- Not yet determinable; the court timetable and the UN vote are the next tests.
