Cuba news today, October 25, 2026: US Southern Command joined the CIA’s appeal for Cuban informants, and Cuba’s largest power plant, Antonio Guiteras, dropped off the grid on October 24.[1] An ELN commander was confirmed among nine killed in a Colombian bombing on October 22, and Brazil is voting.[2]
This follows yesterday’s Americas security update; see the War Room for the other theaters.
Cuba
US Southern Command posted on X on October 24 a message from its commander, General Francis L. Donovan, telling Cubans that “now is the time,” and the post shared the CIA’s earlier Spanish-language appeal (see Statements).[12] An exile outlet called it the command’s first explicit role in such a recruitment call. The same day, the CIA posted a seven-step Spanish guide on Instagram advising Cubans to use a device not linked to their identity, a VPN based outside Cuba, Russia, Iran and China, and a disposable email account.[13] Miami-based opposition leader José Daniel Ferrer urged Cuban soldiers, police and officials to take up the offer.[14]
The grid worsened. The Unión Eléctrica said the Antonio Guiteras plant in Matanzas, the country’s largest, disconnected at 8:11 PM on October 24 because of turbine vibrations.[15] That morning the utility had forecast a maximum evening cut of 1,865 megawatts, in line with yesterday’s expectation of a shortfall above 1,800, and the October 25 grid report had not been posted at the cutoff. A joint note from the energy and labor ministries said Cuba will keep summer time until November 7, 2027, saving 126 megawatts at the evening peak, and will delay school and work start times from November 1.[16]
The informal dollar closed October 24 at 834 pesos and the euro at 925, the exile outlet’s index showed.[17] Update: that index now gives 830 for October 23, not the 828 in yesterday’s report. A deportee told the same outlet that at least 85 Cubans were flown, shackled, from Alexandria, Louisiana, to Bangui in the Central African Republic.[18] A Cuban human rights group’s report, carried by an Italian news agency, said Italy paid €25.7 million in base salaries for 333 Cuban doctors in Calabria through March 2025, but Cuba’s state medical company passed only about €6.2 million, or 24%, to the doctors.[19]
Venezuela
Interim President Delcy Rodríguez said on October 24 that the Petrozamora joint venture in Zulia state reached a record 115,000 barrels a day and expects 120,000 by December, according to state radio.[20] She tied the gains to 17 hydrocarbon agreements signed with the United States in August and to a national target of 1,252,000 barrels a day. The output figures are the government’s own and have not been independently confirmed.
The same day she launched the Plan Venezuela Alimenta food program at the 250th site of the state Mercal and PDVAL retail networks in La Trinidad, Caracas, where the presidency said national producers supply more than 90% of staple goods.[21] It said ten more state supermarkets opened at the same time across the country. The program, first announced on October 12 at a United Nations food forum in Rome, is the government’s main social initiative alongside the oil opening.
Colombia
Update: the identity of ELN commander Neftalí Riascos Alegría, alias Marcos Pacífico, was confirmed among those killed in the October 22 bombing, a Colombian broadcaster reported on October 24, ending the wait for fingerprint confirmation noted in yesterday’s report.[22] Forensic teams were still identifying the eight others killed. Colombian police intelligence sources told a Colombian magazine that US remotely piloted aircraft monitored the camp for weeks before the strike.[23] De la Espriella has called him the military chief of the ELN’s Southwestern War Front, and the magazine counted more than 126 recent attacks attributed to him in Nariño, Valle del Cauca and Cauca.
Colombia also extradited Willinton Henao Gutierrez, alias “El Mocho Olmedo,” leader of the FARC dissident Frente 33, to Miami on October 22, the Justice Department said.[24] He is charged with conspiring to import cocaine into the United States and with money laundering, and faces a mandatory minimum of 10 years if convicted on the drug charges. Colombian police said he was handed over with six other people wanted in the United States.[25] De la Espriella said the dissident leader is accused of recruiting minors, forced displacement and murder.
Brazil
Brazilians began voting at 8 AM Brasília time on October 25 in the presidential runoff between Senator Flávio Bolsonaro and President Luiz Inácio Lula da Silva, with polls closing at 5 PM.[26] About 158.7 million people are eligible to vote, and voters in Acre, Amazonas, Espírito Santo, Rio Grande do Norte, Tocantins and the Federal District also choose governors. Bolsonaro led the first round with 47.03% of valid votes to Lula’s 45.16%.
On the final campaign day, October 24, Bolsonaro held events in Belo Horizonte and Rio de Janeiro, while Lula campaigned in Rio and São Paulo. Electoral court president Kassio Nunes Marques said in a national address on October 24 that the electoral courts were mobilized to guarantee a free vote (see Statements).[27] No results had been released at the cutoff, and the count begins after polls close.
Argentina
President Javier Milei said in a radio interview on October 24 that he is “supertranquilo” about his chances of re-election in 2027 and does not see Argentines voting to go back.[28] He said country risk could fall to 200 basis points and the economy could grow 7% to 8% a year, and that his lawyers would weigh legal action over the $LIBRA case.
Court records show Judge Marcelo Martínez de Giorgi issued the October 23 dismissal reported yesterday, and that it also cleared Milei’s sister Karina Milei and US businessman Hayden Davis.[29] The judge wrote that investor losses and the token’s price swings were insufficient to establish fraud. Milei said he had faced false accusations for one year, eight months and nine days, and he described the media coverage as an attempt at a coup.[30]
Haiti
Bukele said on October 24 that four bodies handed to Salvadoran forces at the Port-au-Prince airport were not the four air force technicians missing since an ambush on October 18.[31] He said the remains included a child, a man much taller than the technicians and a person in part of another country’s military uniform, and he shared photos of a Chadian soldier’s identification.[32] The search for the four continues.
Domestic Affairs
In Cuba, relatives and a pro-government social media profile said several people in Santa Clara were sentenced to four to five years in prison for selling Starlink satellite internet antennas, though no court ruling has been published.[33] Article 295 of Cuba’s Penal Code sets three to eight years for selling unauthorized satellite equipment, the outlet noted. In Colombia, the extradition and the ELN strike show De la Espriella’s government pressing armed groups on two fronts.
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
Bukele said the remains handed over in Haiti included those of a child, and the sources reviewed did not say how the child died.[34] The sources reviewed carried no new claim of civilian harm from Colombia’s October 22 bombing. These are allegations and casualty reports, not legal findings.

What to Watch (Assessment)
- Brazil’s runoff result on the night of October 25 and whether both campaigns accept it.
- The UN General Assembly debate on Cuba’s embargo resolution on October 27-28.
- Whether the Antonio Guiteras plant returns to service and how deep the evening cuts run.
- Forensic identification of the eight other ELN dead in Cauca.
- The search for the four missing Salvadoran technicians in Haiti.
Geography & Strategic Position
Cuba remains the focus of US pressure in the hemisphere, while Colombia’s fight with the National Liberation Army (ELN) is concentrated in the southwest, where Cauca meets Nariño (see Colombia).[3]
Military & Security
The war.gov feeds showed no new US strike, deployment or operation in Latin America in the window, but the US military’s regional command added its voice to the CIA’s recruitment push (see Cuba).[4] Colombian police intelligence sources said US remotely piloted aircraft helped watch the ELN camp before the October 22 bombing.[5]
Score 2/5Evidence confidence: MediumTrend: Stable
Alliances & Diplomatic Networks
Colombia handed a FARC dissident leader to US custody on October 22, the latest sign of close security ties with Washington under President Abelardo de la Espriella (see Colombia).[6] The State Department’s release feed carried no new Western Hemisphere item in the window.[7]
Economic & Industrial Power
Venezuela’s interim government said the Petrozamora joint venture reached a record 115,000 barrels a day, a gain it links to its 17 oil agreements with the United States.[8] In Cuba, the informal dollar rose to 834 pesos (see Cuba).
Score 2/5Evidence confidence: MediumTrend: Stable
Technology & Critical Infrastructure
Cuba’s grid lost its largest plant to turbine vibrations on the evening of October 24, and the government kept summer time to save 126 megawatts at the evening peak (see Cuba).[9]
Domestic Politics & Information
Brazil’s runoff between Senator Flávio Bolsonaro and President Luiz Inácio Lula da Silva opened on October 25, and Argentina’s President Javier Milei said he expects voters to back him again in 2027 (see Brazil).[10]
Strategic Leverage & Outcomes
Washington is pressing Havana in public and working with Bogotá and Caracas on security and oil, which serves the US interest in a stable, US-aligned hemisphere. Assessment: Cuba’s leverage keeps shrinking as its grid fails, but the open recruitment campaign gives Havana material for the UN embargo debate on October 27-28.[11]
Score 3/5Evidence confidence: MediumTrend: Stable
Strategic assessment
- Relative advantage
- Washington, with active security and oil channels in Bogotá and Caracas.
- Critical vulnerability
- Cuba’s grid, now without the Antonio Guiteras plant.
- Decisive uncertainty
- The result of Brazil’s October 25 runoff.
- Likely trajectory
- More public US appeals to Cubans before the UN embargo vote.
- Strategic outcome
- Not yet determinable; Brazil’s count and the UN debate are the next tests.
