This Americas security update for October 23, 2026 covers Cuba’s warning that it may lose votes at the UN, Venezuela’s first nationwide opposition march in almost two years and new US visa curbs in Colombia.[1] It follows the Oct 20 Americas security update; see the War Room, the Middle East war update and the Africa security update.

Cuba

President Miguel Díaz-Canel said on his Radio Rebelde program on October 22 that some countries will change their vote on Cuba’s UN resolution against the US embargo because they are intimidated by US pressure.[16] He called Washington’s campaign an unprecedented diplomatic and media offensive and accused Secretary of State Marco Rubio of pressing heads of state directly. His remarks followed a forum titled “Free Cuba: The Oppression Havana Hides,” which the US mission held at UN headquarters on October 19 and 20 with former Cuban political prisoners among the guests.

Cuba’s UN ambassador, Ernesto Soberón Guzmán, called that forum a sham event held in breach of the rules on the use of UN premises, and said the General Assembly will take up the embargo resolution on October 27 and 28.[17] Organizations in Mexico, including an association of Cubans living there, accused Rubio of using threats of sanctions and tariff promises to sway governments.[18] In Miami, more than 130 former Cuban political prisoners presented a declaration on October 22 saying that all political prisoners must be freed and dissent decriminalized before any negotiation with Havana.[19]

The grid kept failing. At 6 AM on October 22 the national system had 995 megawatts available against demand of 2,231, and the operator forecast an evening peak of 2,900 megawatts against 1,045 available, a 1,885-megawatt cut.[20] The October 21 peak cut reached 1,891 megawatts at 7:30 PM. Units 1 and 2 at Santa Cruz, 2 at Felton and 3 and 6 at Renté were broken down, and solar parks peaked at 648 megawatts. No October 23 report had been posted at retrieval.

The fuel shortage is also crippling transport. The transport minister told a US wire service that bus routes nationwide fell from more than 100 to 21 and that national freight will drop from 70 million tonnes in 2025 to about 20 million this year.[21] The informal dollar closed October 22 at 827 pesos, up 4 in a day, and the euro reached about 915.[22]

Venezuela

Interim President Delcy Rodríguez received Dinorah Figuera, head of the opposition delegation in the reconciliation talks, at Miraflores Palace on October 22, the first such meeting, with National Assembly President Jorge Rodríguez present (see Statements).[23] The meeting came a day after the two sides closed their third round of talks in Caracas. The State Department said the round produced an agreement to review several repressive laws, further progress toward choosing 32 new Supreme Court judges and, over the course of the talks, restored access to more than 70 blocked websites.[24]

Thousands marched the same day in Caracas, Valencia, Maracay, San Cristóbal and Maracaibo to demand a presidential election, in the first nationwide opposition protest in almost two years, with notably few security forces present.[25] The ruling party held its own march in the capital, which Interior Minister Diosdado Cabello joined, and opposition marchers moved their rally to avoid it. Neither Rodríguez nor President Donald Trump has set an election date, and María Corina Machado says the vote should come before July 2027.

Treasury issued a proposed rule on October 22 to carry out the Comprehensive Outbound Investment National Security Act, which governs US investment in sensitive technology abroad.[26] A regional outlet reported that the rule drops Venezuela from the countries of concern because the Maduro government is no longer in power, though some investments in Venezuelan entities could still be covered.[27]

Colombia

The State Department imposed visa restrictions on 21 people in Colombia on October 22 under a September 28 policy aimed at those who undermine elected governments through corruption or drug trafficking.[28] It named seven of them: Ricardo Roa Barragán, a former president of the state oil company Ecopetrol; Sincelejo Mayor Yahir Acuña; Senator-elect Wadith Manzur; Representative-elect Karen Manrique; former senators Julio Chagui and Liliana Bitar; and José Ignacio Mesa, a former congressman and former mayor of Envigado. The department said it stands with the Colombian government as it works to remove criminal influence from its courts, police and legislature, citing the Doral Summit in March and the September 22 Shield of the Americas leaders’ statement.

Brazil

Brazil’s Foreign Ministry on October 20 condemned posts by Argentine President Javier Milei that hinted at fraud in Brazil’s election, calling them a new and unacceptable attempt at foreign interference (see Statements).[29] Milei had shared a clip of President Luiz Inácio Lula da Silva’s October 19 television interview and written that he hoped the latest campaign trick did not involve stealing the election. The ministry said Brazil’s electronic voting system has never recorded irregularities. Lula faces Flávio Bolsonaro in the runoff on October 25. Brazil has had no ambassador in Buenos Aires since August, and a chargé d’affaires now represents it there.

Argentina

Landau and Juan Pablo Segura, the State Department’s Western Hemisphere chief, met Foreign Minister Pablo Quirno at the San Martín Palace on October 22, in what a Buenos Aires newspaper called the highest-ranking US visit since Trump returned to the White House.[30] Quirno said the United States approved $13 million to fight drug trafficking, $7 million of it for Argentina, that the security ministry signed a $10 million agreement to prosecute child trafficking, and that a further $15 million will go to cyber security. He also reported progress toward the US visa waiver program, without a timetable.

The trip began in Paraguay, where Landau signed an aerial intercept assistance agreement to help monitor suspected drug flights, announced $5.5 million to counter terrorist financing and border crime, and highlighted US private investment, including a $12 million uranium project.[31] Treasury Secretary Scott Bessent met Paraguayan President Santiago Peña on October 22 to discuss economic cooperation.[32]

Domestic Affairs

Cuba’s transport collapse is reaching daily life: the minister said public passenger trips will fall 75 percent this year and that families cannot reach sick relatives or hospitals.[33] Díaz-Canel’s UN remarks came on the third episode of his radio program, and a Cuban exile outlet said the exchange was read from prepared cards.[34]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

In Venezuela, the rights group Fundehullan said gunmen fired on the home of Ricardo Pérez, a leader of the Copei party, in Ospino, Portuguesa state, early on October 22, endangering his family, and called it a pattern of political persecution after a similar attack in July 2024.[35] The group asked prosecutors and police investigators to identify those responsible. In Cuba, the former political prisoners’ declaration in Miami demanded the release of all political prisoners on the island; Havana denies holding anyone for political reasons.[36] These are allegations unless stated otherwise.

What to Watch (Assessment)

  • The UN General Assembly debate and vote on Cuba’s embargo resolution on October 27 and 28.
  • Brazil’s presidential runoff on October 25 and any further spat with Argentina.
  • Whether Venezuela’s talks produce an election timetable or changes to the laws barring opposition candidates.
  • Cuba’s evening-peak outages as five thermal units stay broken.
  • Colombia’s response to the visa curbs on members of its incoming Congress.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

The window’s center of gravity moved from the Caribbean to the hemisphere’s diplomatic capitals. Cuba’s fight now runs through the UN General Assembly in New York, which takes up its resolution against the US embargo on October 27 and 28 (see Cuba).[2] Further south, Washington’s envoys worked a corridor from Asunción to Buenos Aires, where Argentina’s foreign minister called peace in the South Atlantic a strategic priority.[3]

Military & Security

No US strike, deployment or new operation in Latin America appeared in the war.gov feeds for the window.[4] The main security step was diplomatic: Secretary of War Pete Hegseth met Guyana’s president, Mohamed Irfaan Ali,[5] and Paraguay signed an agreement to help it intercept suspected drug flights (see Argentina).[6]

Score 2/5Evidence confidence: MediumTrend: Stable

Alliances & Diplomatic Networks

Washington’s partners in the region tightened ranks. Deputy Secretary of State Christopher Landau told reporters in Buenos Aires that no country is more closely aligned with the United States than Argentina, while relations between Argentina and Brazil sank further over the Argentine president’s comments on Brazil’s election (see Argentina and Brazil).[7] Havana, for its part, accused Washington of pressing governments to change their UN votes.[8]

Economic & Industrial Power

Cuba’s informal dollar closed October 22 at 827 pesos, up 29 in a week, as fuel shortages cut deep into transport and freight (see Cuba).[9] Treasury’s proposed outbound investment rule left Venezuela off its list of countries of concern, a regional outlet reported, after Treasury lifted sanctions last week on National Assembly President Jorge Rodríguez (see Venezuela).[10]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Technology & Critical Infrastructure

Cuba’s grid forecast a 1,885-megawatt shortfall at the October 22 evening peak, with five thermal units broken down and four in maintenance.[11] The transport minister said intercity bus departures from Havana fell from 419 a day in 2025 to 11 in 2026, a collapse the government blames on US fuel restrictions.[12]

Domestic Politics & Information

Elections dominate the hemisphere’s politics. Brazil votes in a runoff on October 25, and thousands of Venezuelans marched on October 22 to demand a presidential vote (see Brazil and Venezuela).[13] In Colombia, the new US visa curbs reach a senator-elect and a representative-elect, putting Washington’s anti-corruption campaign inside the country’s incoming Congress.[14]

Strategic Leverage & Outcomes

Washington is using rewards and penalties side by side: praise and investment for Argentina and Paraguay, visa bans in Colombia and a reconciliation track in Venezuela that the State Department says has produced concrete results.[15] Assessment: US interests are best served if Venezuela’s talks produce a firm election date and if Cuba’s support at the UN shrinks without new hardship for ordinary Cubans.

Score 3/5Evidence confidence: MediumTrend: Improving

Strategic assessment

Relative advantage
Washington, which now has closely aligned governments in Buenos Aires and Asunción and a working channel to Caracas.
Critical vulnerability
Cuba’s grid and transport system, which official figures show at some of their lowest levels.
Decisive uncertainty
How many governments shift their vote on Cuba’s UN resolution on October 27 and 28.
Likely trajectory
More evening blackouts in Cuba and a tense Brazilian runoff on October 25.
Strategic outcome
Not yet determinable; the UN vote and Brazil’s election are the next tests.
