Central Command released no count of Iranian missiles or drones in the window, and Israel’s strikes in southern Lebanon and Gaza came without official munition totals. Unknown figures are shown as n/a.

In this October 23 Iran war update, Saudi Aramco told staff to leave its Dhahran headquarters as Houthi drones reached Riyadh and Medina,[1] President Trump called Iran’s claims of ships hit in Hormuz fake,[2] and Israel ordered a West Bank lockdown after a shooting near Hebron (see yesterday’s Iran war update and the War Room).[3]

Aramco Evacuates Dhahran as Houthi Drones Reach Riyadh and Medina

The Houthi campaign against Saudi Arabia reached the core of its oil industry. Aramco told staff on October 22 to evacuate its Dhahran headquarters on the Gulf coast and work remotely, six people with knowledge of the matter said; the company did not comment on what would be its first evacuation since the Iran war began.[18] The building was damaged by a Houthi strike earlier this month, and Saudi Arabia’s benchmark stock index fell 2.5% on the news.[19] The order followed attacks on the evening of October 21 that killed at least four people, two at Dammam’s airport near Dhahran and two near the Shaybah oilfield, as covered yesterday.[20]

The attacks continued the same day. Houthi spokesman Yahya Saree said in a televised speech that the group had struck Aramco facilities in the Red Sea city of Yanbu and the Saudi defense ministry in Riyadh; Saudi authorities did not confirm either attack. The Saudi-led coalition said it intercepted drones over Riyadh and over Medina, which lies near Yanbu.[21] Coalition spokesman Turki al-Malki put the number at four drones destroyed in the two regions.[22]

The sea war in the south also produced new claims. Saree said a boat carrying 14 Indians was attacked off Jabal Zuqar island, which the Houthis seized in September, blamed Saudi Arabia and said his forces rescued the crew; Saudi authorities had not responded.[23] He added that Saudi attacks have killed or wounded 562 people in Yemen since mid-July. None of these figures could be checked independently.

Saudi Arabia is also pressing China quietly over Chinese-made components found in Houthi weapons, including a missile with a range of about 2,000 kilometers; a Chinese diplomat in Riyadh denied any link on October 19.[24] Taken together, the evacuation and the drone fire show that the Houthi threat now shapes how the kingdom’s largest company operates.

Trump Disputes Iran’s Ship Claims as Oil Tops $112

Washington and Tehran gave opposite accounts of the strait. Trump wrote on Truth Social on October 22 that Iran is “even making up fake hits, mines, and everything else,” adding that more oil is passing through Hormuz now than before the conflict.[25] A Central Command spokesperson, speaking anonymously, called Iran’s mine claims incorrect, said US forces had cleared the shipping lanes and that Iran is using missiles and drones, and said 95% of vessels are getting through.[26]

The Revolutionary Guards answered with a warning. Their statement said that if “this trend continues, the conflict will extend to” US bases in the region, after they claimed seven ships hit in the Gulf, as covered yesterday; no flags or casualties were given.[27] The Guards’ navy commander went further on October 23, claiming US vessels had moved 600 to 700 kilometers from the strait, an account that conflicts with Central Command’s description of US forces clearing the lanes.[28]

Oil traders priced the risk anyway. Brent rose 3.2% to $112.27 a barrel on October 22, while Japan’s Nikkei fell 2.7% and South Korea’s Kospi 3.5%.[29] Brent briefly passed $114 early on October 23, its highest since mid-May, and US crude traded above $100.[30] Trump told reporters that “there’s a price to pay,” but that Iran cannot have a nuclear weapon.[31]

Netanyahu Orders West Bank Lockdown After Attack Near Hebron

The sharpest escalation of the window came in the West Bank. Early on October 23, two armed Palestinians from Hebron opened fire near the Farsh al-Hawa checkpoint and the Judea Junction north of the city, and soldiers killed both in a gun battle, the military said.[32] Five Israelis were wounded, two of them critically, Israel’s emergency rescue service said, and the army said the men carried an M16 rifle and a handgun.[33]

Netanyahu responded within hours. He said he had instructed the military “to impose an immediate cordon on the city of Hebron and to prepare for a full lockdown of all of Judea and Samaria starting today,” and cancelled Likud campaign meetings for the day.[34] After an emergency security cabinet meeting, he said Hamas was planning “a major attack aimed at murdering innocent civilians”; he gave no evidence. Hamas praised the attack without claiming it, and the army said it detained dozens of people in West Bank raids on Friday.[35]

Coalition partners pushed for more. Finance Minister Bezalel Smotrich called for a full military campaign in the West Bank, including dismantling the Palestinian Authority and collecting weapons, “just as in Gaza and Lebanon.”[36] The attack came four days before Israel’s October 27 election.

Israel Readies for a Houthi Front as Netanyahu Vows Regime Change

Israel’s leadership sharpened its stated war aims. At an officers’ graduation ceremony on October 22, Netanyahu said, “There is only one way to remove this threat once and for all: overthrowing the regime in Iran,” calling this his instruction to the military, Mossad and the security agencies.[37] He said he would inform Trump of decisions rather than ask for a green light, and that Israel has completed 90% of its mission. In an interview published on October 23, he said the election result would have a “total” effect on whether Israel acts against Iran and that finishing the job would not take years.[38]

At the same time, Israel is preparing for a new front. An Israeli defense official said military intelligence continues to provide Saudi Arabia with what he called exceptional capabilities, through US mediation, and that the military is completing preparations for a possible Houthi attack in a multi-front scenario, coordinated with US forces.[39] The official said Saudi strikes are wearing down a Houthi force that is planning to harm Israel. That makes the Saudi-Houthi war a direct Israeli interest rather than a distant one.

Lebanon Defers the Explosives Case as Tampa Talks Sour

Lebanon’s government avoided a decision on Hezbollah’s weapons. At an October 22 session at the presidential palace, the cabinet postponed referring the case of seized Hezbollah explosives to the Judicial Council until investigations are complete, and Lebanese Forces ministers walked out in protest.[40] Parliament Speaker Nabih Berri said that “the army is a red line,” while Lebanese Forces leader Samir Geagea demanded immediate referral and early elections, though he said he remained “in the same boat” with the president and prime minister.[41]

The diplomatic track also weakened. Diplomatic sources described this week’s US-sponsored talks in Tampa as “very bad,” saying Washington told Lebanon that all international forces in the country would end operations by year’s end and that it wants to step back from mediation in favor of direct talks.[42] Iran’s deputy foreign minister, Saeed Khatibzadeh, reportedly told Lebanese lawmakers in Beirut that Hezbollah is not required to intervene to help Iran in a new war.[43]

On the ground, Israeli strikes hit Kfartebnit and al-Qantara on October 22, and artillery fell on several southern villages as Israeli troops advanced toward al-Hebbarieh, Lebanese media reported.[44]

Regional and European Ministers Meet in Istanbul as Washington Backs Qatar

A new diplomatic format opens today. Turkey hosts the foreign ministers of Saudi Arabia, Egypt, Pakistan, Britain, France and Germany on October 23 for talks on the Iran war, security in Hormuz and Bab el-Mandeb, Yemen and the Israeli-Palestinian conflict.[45] Turkey, Saudi Arabia and Pakistan are members of a defense pact under which an attack on one is treated as an attack on all three, and Egypt is considering military support for Riyadh.

Washington worked its own channel. Secretary of State Marco Rubio spoke with Qatar’s prime minister and foreign minister, Mohammed bin Abdulrahman Al Thani, on October 22, reaffirming the US commitment to Qatar’s security and to freedom of navigation through the Strait of Hormuz and thanking Qatar for its mediation.[46] Tehran, meanwhile, traded words with Paris. Foreign Minister Abbas Araghchi told French President Emmanuel Macron to “get your story straight,” citing Macron’s 2018 support for the 2015 nuclear deal.[47]

Blockade Squeezes Iran’s Oil Trade

US pressure on Iran’s oil income continued to show in trade data. China imported 276,000 barrels a day of oil recorded as Malaysian in September, down from nearly 1.3 million a day on average in 2025, a drop that tracks the collapse of Iranian exports often relabeled as Malaysian.[48] Central Command commander Adm. Brad Cooper said on October 22 that the blockade has stopped at least $25 billion of Iranian crude exports over 100 days, matching the figure cited yesterday, and about $350 million in Iranian cryptocurrency has been frozen.[49] A former US Treasury sanctions official said cryptocurrency can move only limited sums for Iran and that such transfers can be traced and blocked.

Tehran is answering through legal channels. Lawmaker Esmaeil Kowsari, of parliament’s national security committee, said Iran will file complaints against the blockade with international bodies.[50]

Domestic Affairs

No killings of Revolutionary Guards, Basij, Quds Force or regular army personnel were reported in the sources checked for this window.[51] Iranian military activity in public was mostly rhetorical. Besides the navy commander’s claim that US ships have left the Gulf, Brig. Gen. Yadollah Javani, the Guards’ political deputy, said on October 21 that Iran could target undersea internet cables passing through the strait, repeating a warning spokesman Hossein Mohebbi made on October 19.[52]

Iran’s leaders also spoke to American voters. Parliament Speaker Mohammad Bagher Ghalibaf posted on X a list of at least 10 costs a war would bring the United States, including a stock market crash, downed fighter jets, higher debt and inflation and more US military deaths, and said the choice of war is not inevitable.[53] In parliament, lawmaker Esmaeil Kowsari pressed the legal case against the blockade described above.[54]

Abroad, a London trial put Iran’s alleged targeting of critics on record. A defendant told Woolwich Crown Court on October 22 that his Iranian handlers told him to break one journalist’s arms and legs and to assault others; he and two co-defendants deny charges under Britain’s National Security Act.[55]

In Israel, the war dominates the last days of the campaign. Netanyahu framed the October 27 vote as a choice about acting against Iran, arguing that his rivals would not, and Smotrich called for a West Bank campaign in the next government.[56] Both leaders’ remarks tie military decisions directly to the election result.

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Gaza’s health ministry said Israeli fire killed four people and injured 12 in 24 hours, including a young girl near the Jabalia refugee camp, a person in a vehicle strike in the Tal al-Hawa district of Gaza City and a cyclist in Khan Younis, and it counts 1,538 people killed since the October 2025 ceasefire.[57] Its overall count since October 2023 stands at 74,498 killed and 175,616 injured; these ministry figures do not distinguish fighters from civilians.[58] A rights monitor warned of a renewed famine risk as restrictions on goods continue.

In Yemen, the 14 Indians on the boat attacked off Jabal Zuqar were civilians by the Houthis’ account, but who attacked them is disputed.[59] A human rights group, Hiwa, asked Germany’s federal prosecutor to open a structural investigation into possible crimes against humanity in Iran, including whether Kurdish and Baloch protesters were targeted for their ethnicity.[60]

Seven lenses

Analysis

About the framework

Geography & Strategic Position

The Houthi campaign now touches both Saudi coasts at once: the Gulf coast, where Aramco emptied its Dhahran headquarters, and the Red Sea, where the group claims strikes on Yanbu.[4] Holding Jabal Zuqar island near Bab el-Mandeb also gives the Houthis a forward post on the shipping lane (see Aramco Evacuates Dhahran).

Military & Security

Saudi air defenses are still stopping drones over Riyadh and Medina, but the Aramco evacuation shows that interceptions alone no longer keep key sites working normally.[5] Israel says it is preparing across sea, air, land and electronic domains for a possible Houthi attack, so a second front against Israel is now being planned for openly (see Israel Readies for a Houthi Front).[6]

Alliances & Diplomatic Networks

A new grouping is forming around Saudi defense. Turkey, Saudi Arabia, Egypt and Pakistan meet Britain, France and Germany in Istanbul on Friday, the first such security-focused session.[7] Washington, for its part, reaffirmed its commitment to Qatar’s security and to navigation through Hormuz (see Ministers Meet in Istanbul).[8]

Economic & Industrial Power

Markets reacted to both shocks: the Saudi index fell 2.5% after the Aramco news, and Brent rose to $112.27 on reports of tanker damage before briefly passing $114 overnight.[9][10] Iran’s own oil trade is shrinking under the blockade, with China’s imports of crude labeled Malaysian down nearly four-fifths from last year’s average (see Blockade Squeezes Iran’s Oil Trade).[11]

Technology & Critical Infrastructure

Energy and data networks are both in the line of fire. Aramco’s headquarters was damaged by a Houthi strike earlier this month, and a senior Revolutionary Guards official threatened undersea internet cables in the strait (see Domestic Affairs).[12]

Domestic Politics & Information

The war is now central to two election campaigns. Trump says Iran is faking ship hits to raise oil prices before November 3, while Netanyahu tells Israeli voters that the October 27 result will decide whether Israel acts against Iran (see Domestic Affairs).[13] Tehran’s messaging targets American voters directly, listing costs of war for the United States.[14]

Strategic Leverage & Outcomes

Washington keeps economic leverage through the blockade and sanctions, which are cutting the oil trade that funds Iran’s government (see Blockade Squeezes Iran’s Oil Trade).[15] For US interests, the risk sits with Gulf partners and with oil prices, which rise with every attack on Saudi energy sites and every disputed claim from the strait (see Trump Disputes Iran’s Ship Claims).

Strategic assessment

Relative advantage
The US-led blockade continues to cut Iran’s oil revenue, and Central Command says most ships still pass the strait.
Critical vulnerability
Saudi energy sites and staff remain within Houthi drone and missile reach on both coasts.
Decisive uncertainty
Whether the Israeli and US elections are followed by new strikes on Iran.
Likely trajectory
More Houthi attacks on Saudi Arabia and more contested Iranian ship claims.
Strategic outcome
Not yet determinable; no party has moved toward the others’ core terms.
