The Air Force recorded hits at 19 locations and debris at 13, with 10 drones still airborne at its 8:00 AM Kyiv cutoff; the 19 is a count of locations, not of drones. Russia’s figure is a claim that Ukraine did not confirm. The Air Force’s overnight report counted only drones; no counts were given for the Shahed drones and Banderol missiles used on Lozova (see War Crimes and Civilian Harm), and unknown figures are shown as n/a.

This Ukraine war update for October 23, 2026, covers an overnight drone attack on Ukraine’s power grid that left more than 500,000 people without electricity, and a dispute over whether Ukraine’s Starlink speeds were restored.[1] It follows yesterday’s Ukraine war update; the War Room, Middle East war update and Russia-Ukraine News Hub give context.

Drones Hit the Grid

Russia’s overnight attack on October 22–23 centred on Ukraine’s energy system. The Air Force said Russia launched 176 long-range drones, 92 of them jet-powered, and that air defenses downed or jammed 140, including 68 jet-powered drones.[5] Officials said more than 500,000 people were left without power.[6] Ukrenergo reported attacks on energy sites in seven regions, Zhytomyr, Khmelnytskyi, Volyn, Kharkiv, Poltava, Rivne and Mykolaiv, and regional authorities counted at least 8 people killed and 67 injured over the past day.[7]

The largest single blow fell on a thermal power plant owned by DTEK, Ukraine’s biggest private energy company, which said “the power plant has stopped generating electricity” after significant damage.[8] DTEK said it has recorded more than 230 attacks on its plants since the full-scale invasion. The attack matters because each lost plant cuts the margin the grid needs as heating demand rises, and it came a day after the missile strike on Kyiv covered in yesterday’s update.

Railways were also hit. A drone struck a passenger train in Kharkiv on October 22, starting a fire of about 70 square metres with no casualties reported.[9] Overnight, a strike set fire to a railway facility in Poltava, again with no casualties reported.[10] Russia’s Defense Ministry claimed it hit a railcar depot in Poltava used to repair military equipment, along with sites for uncrewed boat operators at the port of Vilkove in Odesa Oblast; these claims are unverified.[11]

Starlink Dispute

The status of Ukraine’s satellite links became a public dispute between Washington and Kyiv. On October 22, Trump told reporters that Musk had lifted the speed limits on the military version of Starlink, saying, “I guess the bottom line, he put it back.”[12] Earlier that day, a Ukrainian official said the 161 kilometre-per-hour speed cap was still in place and called reports of a restoration “all false.”[13]

On October 23, Ukraine’s General Staff said “instances of signal loss” in Starlink and its military version, Starshield, “continue to be recorded.”[14] Senator Richard Blumenthal opened an inquiry and wrote to Defense Secretary Pete Hegseth asking the Pentagon to say who ordered the restrictions, which Kyiv says began on October 14.[15] The dispute matters because Ukraine’s drone units rely on fast satellite links for strikes and battlefield control. Secretary of State Rubio has said the administration “had nothing to do with” the restriction, and no official account of who set the limit has been published.[16]

Talks Move Toward Abu Dhabi

Russia’s position on talks firmed during the window. On October 23, Kremlin spokesman Dmitry Peskov said talks “scheduled for the first half of November in Abu Dhabi” will be held in a three-way format, without ruling out a European role.[17] This narrows the “around November 10” date that a Kremlin aide gave on October 21, reported in yesterday’s update; on October 22, Peskov said, “At this point, we are talking about Abu Dhabi.”[18]

Putin said on October 22 that Russia had told the United States it was ready to resume three-way talks, while also saying “all the goals of the special military operation” will be achieved.[19] In a television interview, he claimed Ukraine has half a million deserters, a figure he gave without evidence, and called European warnings of war with Russia “political schizophrenia.”[20] Vice President JD Vance said special envoy Steve Witkoff, who met Putin this week, “feels optimistic.”[21] Zelensky said he expected a briefing from Witkoff on Friday, followed by a joint briefing with US and European teams.[22]

Reports on the US offer added detail but are not confirmed by Washington. The Economist reported that the United States proposed restarting Nord Stream gas supplies to Europe as an incentive for Moscow, alongside a demilitarised zone in Donbas and an EU path for Ukraine in exchange for dropping its NATO bid.[23] European Council President António Costa said a channel to the Kremlin is open, but asked whether anyone had seen signs that Russia wants to engage seriously.[24] The Telegraph reported that Europe is weighing five leaders, Italy’s Giorgia Meloni, Finland’s Alexander Stubb, Czech President Petr Pavel, Denmark’s Mette Frederiksen and Norway’s Jonas Gahr Støre, as negotiators with Russia.[25]

Black Sea Shipping

The Comoros-flagged cargo ship Khoryv sank on the morning of October 23 about 13 nautical miles off Constanța, outside Romania’s territorial waters, after an apparent drone strike.[26] Romania’s Naval Authority said 13 crew were aboard, 10 Ukrainians and three Azerbaijanis; rescuers recovered nine survivors and one body, and three crew remain missing. Bad weather kept helicopters from the search. No party had claimed the strike, and its origin is not established.

The sinking came a day after the European Parliament voted 432 to 52, with 88 abstentions, for a resolution urging the EU to consider a naval operation in the Black Sea and asking NATO to weigh a “Black Sea Sentry” to protect shipping.[27] Secretary of State Marco Rubio discussed Black Sea security with NATO Secretary General Mark Rutte on October 22, along with efforts to broker a settlement and preparations for the December NATO foreign ministers meeting.[28]

Sanctions and Energy

The EU’s diplomatic service has proposed 117 new sanction listings, 12 individuals and 105 entities, including 31 aimed at Russia’s oil refining and export capacity; the draft was presented to EU ambassadors on October 21.[29] The draft followed Washington’s deal allowing Russian diesel exports to the United States. Under that deal, the first tanker, the Agioi Fanendes, loaded about 40,000 tonnes of diesel at Primorsk and is due in New York on November 7, according to shipping data.[30] Rosneft officials have privately warned that a few more months of Ukrainian refinery strikes could cause lasting damage, Bloomberg reported.[31]

Europe also tightened pressure in other ways. Austria expelled four Russian diplomats, three from the embassy in Vienna and one from Russia’s delegation to the OSCE, citing intelligence findings.[32] Denmark delivered more than 50,000 rounds of 20 mm cannon ammunition for Ukraine’s F-16s, which Ukraine’s Defence Ministry said pilots already use against jet-powered drones.[33]

Front Lines and Deep Strikes

Ukraine’s General Staff said its forces hit a drone launch site in occupied Donetsk Oblast, a command post near Hromove in occupied Crimea, and depots in several occupied towns.[34] It also reported a strike on a Russian electronic warfare station near Gulevka in Russia’s Bryansk Oblast.[35] Russia’s Defense Ministry claimed its troops captured a settlement it calls Mirovka in Zaporizhzhia Oblast; Ukraine has not confirmed this.[36] Moscow also claimed 443 Ukrainian drones were downed over Russia overnight, and Moscow’s mayor said more than 150 flew toward the capital region; debris injured three people in Nizhny Novgorod Oblast.[37]

Domestic Affairs

In Ukraine, Donetsk Oblast head Vadym Filashkin expanded mandatory evacuation for families with children to every settlement in the Kramatorsk and Sloviansk communities, saying “the security situation is constantly deteriorating.”[38]

In Russia, Defense Minister Andrei Belousov told a joint board with Belarus on October 22 that NATO, the EU and Kyiv are “deliberately pursuing a path of escalation.”[39] Russia’s and Ukraine’s human rights commissioners, Yana Lantratova and Dmytro Lubinets, met at the Belarus-Ukraine border on October 23 to continue humanitarian talks.[40] In the United States, Senator Mark Warner and Representative Jim Himes said on October 21 that Russia is running a disinformation campaign against pro-Ukraine candidates ahead of the midterm elections.[41]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

The toll from the October 22 strike on a market in Lozova, Kharkiv Oblast, rose to 2 killed and 34 injured, according to regional officials; this updates the 17 injured in yesterday’s report.[42] Lozova’s mayor said Russia used Shahed drones and Banderol missiles. In Zaporizhzhia, a married couple was killed on October 22.[43] In Zhytomyr Oblast, a drone hit a house and injured nine people, including two children.[44] In Sumy, two petrol station workers were injured overnight.[45] Ukraine calls such strikes deliberate attacks on civilians; these are allegations, not findings, and Russia says it strikes facilities used by Ukraine’s armed forces (see Drones Hit the Grid).

What to Watch (Assessment)

  • What Witkoff tells Zelensky in Friday’s briefing, and whether a joint US-European briefing follows.
  • Whether Washington publishes an account of the Starlink limits, or Ukraine’s General Staff reports full service.
  • Who claims or investigates the Khoryv sinking, and whether Romania asks NATO for added protection.
  • Repairs at the damaged DTEK plant and power cuts as heating demand rises.
  • Whether EU states adopt the 117-listing package before the diesel tanker reaches New York on November 7.
  • Whether Russia expels Austrian diplomats in response.

Analysis

About the framework

Geography & Strategic Position

The Khoryv sank off Romania, a NATO member, which pulls the Black Sea war closer to alliance waters.[51] Ukraine’s evacuation of Kramatorsk and Sloviansk shows the pressure on Donbas, where the reported US plan envisions a demilitarised zone.[52]

Military & Security

Russia’s overnight attack focused on power plants and rail, not front-line targets, and the Air Force recorded hits at 19 locations.[53] Zelensky’s warning about Patriot supplies points to a wider gap against ballistic missiles, which drones alone do not test.[54]

Alliances & Diplomatic Networks

Europe moved on several tracks at once: a parliamentary call for a Black Sea operation, a diplomat expulsion in Vienna and a search for its own negotiators.[55] Washington’s channel runs through Witkoff, while Rubio’s call with Rutte tied Black Sea security to the settlement effort.[56]

Economic & Industrial Power

The diesel deal and the reported Nord Stream offer point toward easing Russia’s energy trade, while the EU’s new listings point the other way.[57] Rosneft’s reported losses suggest Ukraine’s refinery campaign is costing Russia real money, which gives Kyiv leverage that sanctions relief would offset.[58]

Technology & Critical Infrastructure

Two networks were under strain: the power grid and satellite links. Half a million people lost power after one night of strikes, and Ukraine’s General Staff says Starlink signal loss continues despite Trump’s statement.[59] Denmark’s F-16 rounds reflect a cheaper way to down jet-powered drones.[60]

Domestic Politics & Information

In the United States, the Starlink dispute drew a Senate inquiry and Russia’s alleged midterm interference drew warnings from senior lawmakers.[61] In Russia, Putin’s claim of half a million Ukrainian deserters was offered without evidence, alongside his claim that Ukrainian motivation is declining.[62]

Strategic Leverage & Outcomes

Moscow has set the venue and window for talks and is pressing Ukraine’s grid before winter, while Kyiv’s leverage rests on deep strikes against Russian oil.[63] If reports of a Nord Stream offer are accurate, Washington is adding economic incentives rather than new pressure on Russia.[64]

Strategic assessment

The talks track and the strike campaign are moving together. Russia has agreed to a venue and a time frame while hitting Ukraine’s power plants and railways, and the Air Force recorded 176 drones in a single night.[65] Two items will set the tone for next week: whether Witkoff’s briefing shows concessions Kyiv can accept, and whether Ukraine’s satellite links are fully restored. The Khoryv sinking adds a third risk, a Black Sea incident that draws in a NATO member.
