The Air Force recorded hits at 15 locations and debris at nine, with nine drones still airborne at its 8:00 AM Kyiv cutoff; the 15 counts locations, not drones. It also listed Banderol and Dan-T cruise missiles among the weapons but gave no separate count for them. Ukraine did not confirm the Russian figure, which covers only the night. Zelensky’s weekly totals appear in the next section and are not window counts.

This Ukraine war update for October 25, 2026, covers an overnight attack of 153 Russian drones, Elon Musk’s claim that Ukraine broke Starlink rules, Ukrainian drone strikes on Belgorod and Omsk, and preparations for the Oleshky ceasefire.[1] It follows yesterday’s Ukraine war update; the War Room, Middle East war update and Russia-Ukraine News Hub give context.

Russian Strikes on Ukraine

Russia’s overnight attack of 153 drones was up from 126 the night before. The Air Force said 92 of the drones were jet-powered Shaheds and that 119 drones in total were shot down or jammed by 8:00 AM Kyiv time.[5] President Volodymyr Zelensky said the strikes hit a thermal power plant, substations, coal mines, grain storage, shopping malls and a postal logistics hub, with damage in nine regions. He said Russia launched about 1,600 guided aerial bombs, 48 missiles and nearly 2,300 attack drones this week, and he asked European partners to unblock approved Patriot interceptor deliveries.[6]

The deadliest strike hit Synelnykove in Dnipropetrovsk Oblast on the evening of October 24. The regional administration said the toll rose to four killed and 13 injured, including an 11-year-old girl, after a 62-year-old man died in hospital on October 25; earlier reports had given three killed.[7] Across Ukraine, regional authorities counted at least eight killed and 51 injured over the past day, a tally compiled before the Synelnykove death.[8]

In Vinnytsia, a drone struck a five-storey apartment building, injuring six people and destroying four flats.[9] In Kharkiv, drones hit an Epicentr home improvement store in the Osnovianskyi district and a business in the Industrialnyi district. A repeat strike then hit rescuers at the scene, injuring two firefighters and destroying a fire engine tanker, and a third firefighter was hurt fighting the store fire.[10] A separate jet-powered drone strike on Kharkiv’s Novobavarskyi district killed one person and injured four, Mayor Ihor Terekhov said.[11]

Epicentr said Russia hit its stores in four cities in under 24 hours: Kharkiv, Zaporizhzhia, Vinnytsia and Poltava, calling it “the total destruction of the chain.”[12] A strike set commercial premises on fire in Zaporizhzhia.[13] In Zhytomyr Oblast, drones damaged an energy facility, an outpatient clinic and a house, with no casualties reported.[14] A daytime attack on October 24 killed a woman at a farm in Sumy Oblast and injured four people.[15]

Starlink Dispute

Elon Musk said on October 24 that “Ukraine military violated Starlink terms of service and used it for offensive drone strikes to kill people,” adding that the “loophole was closed last week.”[16] He also wrote that if Starlink were turned off, “the Ukrainian front line would collapse immediately,” and that Starshield is a separate system controlled by the US government. The claim matters because Ukraine’s drone units depend on the satellite link.

Ukrainian officials pushed back. Former Defense Ministry adviser Serhii Sternenko denied that Ukraine broke the terms, and presidential adviser Serhii Beskrestnov said Starlink terminals in Ukraine carry a 70–90 km/h speed restriction and do not work on Russian territory.[17] Earlier the same day, Zelensky confirmed that Starlink and Starshield speeds were restored, saying, “Now we have the speed we need.”[18] President Donald Trump told reporters he had discussed Ukraine with Musk but would not give details.[19]

Ukraine’s Strikes in Russia

Ukrainian drones hit central Belgorod on the night of October 24–25. The regional emergency headquarters first reported one civilian killed and 10 injured.[20] Russian authorities later raised the injured count to 14 and said at least 30 apartment buildings and 35 vehicles were damaged.[21] Mayor Valentin Demidov called it a “massive drone strike on residential neighborhoods in the city center.”[22] In Bryansk Oblast, the governor said a drone attack killed one person and injured four in Klimovo district.[23]

The longest-range strike hit Omsk in Siberia, about 2,500 km from Ukraine. Drones set fire to the Omsky Kauchuk chemical plant on October 24, and Governor Vitaly Khotsenko confirmed the attack.[24] The online retailer Ozon said a drone also hit its Omsk logistics center.[25] Khotsenko later said three people were injured in the attack on Omsk.[26] Ukraine’s General Staff said it struck Russian radar stations near Gostishchevo and Kurgannoye in Belgorod Oblast and command posts near Tarasivka in Zaporizhzhia Oblast and Hola Prystan in Kherson Oblast, without giving damage details.[27]

Russia’s Defense Ministry claimed it downed 532 Ukrainian fixed-wing drones overnight over 23 regions and the Sea of Azov.[28] Ukraine did not confirm the figure.

Oleshky Ceasefire Preparations

First Lady Melania Trump told reporters in Florida that the ceasefire starts on October 27 and said “We will see” when asked about visiting Ukraine. President[29] The October 27 date matches both General Staffs’ orders. The White House statement of October 23 had said the ceasefire begins on October 29, and officials have not explained the difference.[30]

The situation on the ground has not changed yet. Rodion Miroshnik, a Russian Foreign Ministry ambassador-at-large, said Oleshky was shelled with mortars from 7:15 to 8:30 AM on October 24 and that new mines blocked both roads into the town; he did not say who fired or laid them.[31] Zelensky said “the Russians have mined the roads” and that Ukraine counts on American mediation.[32] Russia’s human rights commissioner, Yana Lantratova, said “both sides are fulfilling their commitments.”[33]

The agreements cover mine clearance on the road to Oleshky, deliveries of food, water and medicine, and civilian evacuations, Ukraine’s human rights commissioner Dmytro Lubinets said. European Parliament Vice-President Pina Picierno ended her hunger strike over the town after he briefed her.[34]

Diplomacy

Kremlin spokesman Dmitry Peskov said the EU “has long wanted” to appoint a negotiator on Ukraine, “but either it cannot, or it cannot bring itself to do so,” commenting on reports that Finnish President Alexander Stubb could be proposed.[35] He said Moscow would support a negotiator “genuinely committed” to a settlement. Trump said, “Certainly, we’ll do business with Ukraine and with Russia after this war ends, I would think.”[36] Secretary of State Marco Rubio and NATO Secretary General Mark Rutte discussed Black Sea security and efforts to broker a settlement in an October 22 call, the State Department said.[37]

Europe kept reporting spillover from the war. Latvian authorities found drone wreckage in Alūksne district on October 24.[38] German Chancellor Friedrich Merz said Russia tries to destabilize Germany every day.[39]

Domestic Affairs

In Ukraine, the Cabinet appointed former Prime Minister Yuliia Svyrydenko as its representative to the US-Ukraine Reconstruction Investment Fund, replacing Yehor Perelyhin.[40] The fund grew out of the minerals deal with Washington. In Russia, the strikes on Belgorod and Omsk brought the war to homes and workplaces far from the front.

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Ukraine’s State Emergency Service said Russia hit rescuers in Kharkiv with a repeat strike after the first attack.[41] Kharkiv Oblast prosecutors opened a war crimes investigation under Article 438 of Ukraine’s Criminal Code into the Lozova strike, which killed one person and injured two.[42] Russian officials said the Belgorod attack hit residential neighborhoods.[43] These are allegations, not findings. Each side says it targets military facilities.

What to Watch (Assessment)

  • Whether fire stops around Oleshky on October 27 and aid moves after mine clearance.
  • Whether SpaceX or Washington changes Starlink terms for Ukraine after Musk’s claim.
  • Whether Russia keeps hitting retail and energy sites and Europe frees approved Patriot interceptors.
  • Whether the EU names a negotiator, and whether November talks get a date and venue.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

Strikes at Omsk, about 2,500 km away, show Ukraine’s reach into Siberia, while Russian drones hit cities from Vinnytsia to Kharkiv.[50]

Military & Security

Russia’s 153-drone night and Zelensky’s weekly count of about 2,300 drones show the scale of the air war, which is why he pressed for Patriot deliveries.[51]

Alliances & Diplomatic Networks

Washington is mediating Oleshky while Peskov criticizes the EU for not naming an envoy, leaving Europe outside the main channel.[52]

Economic & Industrial Power

Strikes on four Epicentr stores and a postal hub hit Ukraine’s consumer economy, and Ukraine’s hits on Omsk targeted Russian chemical production.[53]

Technology & Critical Infrastructure

Musk’s claim puts a private company’s terms at the center of Ukraine’s battlefield communications, even after speeds were restored.[54]

Domestic Politics & Information

Musk’s posts and the Ukrainian denials are a public fight over a key military service, and Belgorod’s damage brings the war home to Russians.[55]

Strategic Leverage & Outcomes

For US interests, the Oleshky test on October 27 is the clearest measure of whether US mediation can deliver results before wider talks.[56]

Strategic assessment

This was a strike-heavy Sunday window with little diplomatic movement. Russia hit Ukrainian cities and stores, and Ukraine hit Belgorod and Omsk. The main open questions are whether the Oleshky ceasefire takes effect on October 27 and whether Starlink access for Ukraine’s drones stays stable after Musk’s claim.
