Official counts, October 24, ~7:30 AM ET, to October 25, ~7:30 AM ET.

A relay of the coalition’s posts on X counted two drones at the capital, where the state agency listed one, and no statement gave launch times, so rows may overlap.[21] Central Command and Israel released no counts.

In this October 25 Iran war news update, President Trump said a new strike on Iran is possible but so is a deal,[1] Iran’s parliament speaker promised an “unimaginable response,” and the Saudi-led coalition said it destroyed 10 Houthi ballistic missiles over southern Saudi Arabia (see yesterday’s Iran war update and the War Room).[2]

Houthis Fire Missile Salvo at Southern Saudi Arabia

The Saudi-led coalition reported its largest single Houthi salvo of the window on Sunday. Spokesman Maj. Gen. Turki al-Malki said air defenses intercepted and destroyed 10 ballistic missiles launched toward the kingdom’s south, without reporting damage or casualties.[22] Earlier statements said a ballistic missile aimed at Riyadh, a drone over the surrounding region and a cruise missile fired at Khamis Mushait were also destroyed (see Munitions Count). Civil defense issued alerts for the capital and Abha, and later lifted alerts for Taif and Jazan.[23]

The attacks widened on Saturday. Saudi civil defense said two ballistic missiles fired toward the western regions that hold Islam’s two holiest cities were intercepted, with debris falling in Mecca, Jeddah, Taif and Rabigh.[24] The Houthis called that a “huge lie” and said their targets were three Saudi airports, oil infrastructure and an airbase. Gulf Cooperation Council Secretary-General Jasem Albudaiwi called the attacks “heinous.”[25]

Riyadh’s King Khalid International Airport resumed domestic and international flights from two terminals on Sunday, two weeks after a Houthi strike killed 13 people and wounded more than 300.[26] Houthi military spokesman Yahya Saree warned airlines that the airport is “unsafe and serves as a military target.”[27]

The Houthis also struck inside Yemen. The government’s Transport Ministry said two ballistic missiles targeted Aden’s airport, the “fourth such attack this month,” and officials said the coastguard headquarters and a second building were hit.[28] Egypt’s parliament is expected to vote on Monday on letting its armed forces support Saudi Arabia if asked.[29]

Trump Keeps Strike Option Open as Iran Disputes Hormuz Offer

Trump declined to say whether he will strike Iran. “Do you really think I’m going to tell you if I’m going to do it? There’s a possibility I will. There’s also a possibility we’ll have a nice big beautiful agreement,” he told reporters on Saturday.[30] He said Iran’s leaders want a deal but asked, “will they hold the deal?” and added, “I’ve got to make it permanent.” An Iraqi outlet reported that he raised the prospect of an attack as soon as Sunday, but no strike had been announced by the data cutoff.[31]

Reports point to active preparation. Two sources said Central Command has follow-up strike plans ready pending White House authorization, and a Pentagon official said the department’s “job is to develop and present military options to the President.”[32] Sailors in the USS George Washington carrier strike group were reported loading munitions. War.gov’s news feeds carried no Middle East operational item in the window.[33]

Tehran’s message on Hormuz was mixed. Iran’s ambassador to Pakistan, Reza Amiri Moghadam, said Tehran had told Pakistani mediators it would reopen the Strait of Hormuz if Washington lifted its blockade of Iranian ports.[34] An informed source quoted by Iranian media rejected any such trade, saying Iran “does not accept any arrangement based on the equation of the Strait of Hormuz in exchange for the blockade.” The source said Iran’s seven-day plan setting out its conditions had already been passed to the US side through mediators.[35] Foreign Minister Abbas Araghchi said a new war would not change Iran’s positions and that the region should move toward zero foreign forces.[36]

Iran Threatens US Diplomats as Embassies Warn Americans

Iranian officials are now openly describing American officials as targets. Two Iranian officials, including a member of the Revolutionary Guards, told a US newspaper that Iran plans to target US diplomats and other officials and that Americans were “fair game.”[37] The account follows the October 23 US intelligence memo warning that Iranian plotting had reached “advanced stages.”

Tehran has widened its list of targets in case of attack. According to a US newspaper, Iran warned publicly and through diplomatic channels that it would hit not only US bases and warships but also energy infrastructure, gas pipelines and airports across the Gulf.[38] Lawmaker Mohammad-Saleh Jokar, head of parliament’s international affairs committee, urged permission to use “deterrent weapons” and called for suspending cooperation with the Nuclear Non-Proliferation Treaty if the United States attacks.

US missions are responding. The US Embassy in Beirut told Americans in the region to “exercise heightened vigilance,” warned that Iran and its supporters “may target other U.S. interests overseas,” and said the Houthi hostilities against Saudi Arabia “have the potential to escalate rapidly.”[39] The Saudi Arabia advisory, updated on October 23, cites “Iranian efforts to target U.S. government officials in the region.”[40]

Guards Strike Kurdish Group in Iraq as Baghdad Stays Out

The Revolutionary Guards’ ground force said its drones struck the headquarters of Komala, a Kurdish Iranian opposition group, in Iraq’s Balisan area overnight, claiming “significant damage and casualties.”[41] Komala gave a different account. It said one of its bases, in the Alana Valley northeast of Erbil, was hit and suffered material damage but no casualties, and Kurdish security sources said an explosive-laden drone struck the camp.[42] The two accounts have not been reconciled, and the Guards’ casualty claim is unverified.

The strike tests Baghdad’s neutrality. “Iraq will not participate in any war,” Prime Minister Ali al-Zaidi told state television, saying Baghdad wants to ease the confrontation between Iran and the United States.[43] The Islamic Resistance in Iraq, an umbrella of Iran-aligned factions, alleged 171 US violations of Iraqi airspace between September 30 and October 23 and vowed to side with Iran if war resumes.[44]

Israel Tightens Hebron Lockdown Before Election

Israel’s defense minister gave the first official displacement figure for the Hebron operation. “About 2,000 have been displaced. Selected army units are now operating there,” Israel Katz told Israel’s public broadcaster, adding that residents “will not be allowed to return to their neighborhood until we’ve finished dealing with all the Hamas issues in Hebron.”[45] The Palestinian Prisoner’s Society put the number at 293 families, about 2,200 people, and said at least 47 Palestinians have been detained across Hebron since Friday.[46] Yesterday’s report cited about 300 families; the person counts are new.

The operation is spreading. Troops took over homes in the Khallat Manna and Dahiyat al-Zaytoun areas of southern Hebron for use as barracks, the Palestinian news agency Wafa reported, and settlers began two new outposts near Yatta, south of the city.[47] Raids reached at least 15 areas of the West Bank on Saturday, with about 70 people arrested, the Prisoner’s Society said.[48] Hebron’s mayor, Yousef al-Ja’bari, said the city and several neighboring villages are under complete blockade.

The army said on Sunday that it will bar Palestinian workers from most of the West Bank through Monday and fully close crossings on Tuesday, election day.[49]

Jordan Raises Karak Toll as Hezbollah Signals Restraint

Jordan’s authorities raised the toll from Friday’s attack on St. George’s Greek Orthodox church in Hamoud, in Karak governorate, to nine dead and 25 wounded.[50] That updates yesterday’s conflicting figures of seven dead and 27 injured from the security directorate and eight killed and 40 wounded from wire reports. Interior Minister Mazen Al-Faraya said the attackers were extremists, and church bells across Jordan rang on Saturday in mourning. No group has claimed the attack, and the victims were mourners at a funeral.

In Lebanon, Hezbollah told parliament speaker Nabih Berri it will not intervene if the United States attacks Iran, according to unnamed Lebanese parliamentary sources.[51] Iran’s deputy foreign minister, Saeed Khatibzadeh, reportedly told Shiite lawmakers in Beirut that Tehran would not ask the group for help. Israeli airstrikes, artillery and demolitions continued in southern villages including Kfar Tibnit and Khiam, local media reported, with no deaths reported.[52]

Domestic Affairs

No killings of Revolutionary Guards, Basij, Quds Force or regular army personnel were reported in the sources checked for this window.[53] The army’s air defense said it destroyed a US “Lucas” drone over Bandar Abbas on Sunday morning, a claim that has not been independently verified.[54] Guards spokesman Brig. Gen. Hossein Mohebbi predicted “absolute victory” in what he called an “apocalyptic war.”[55]

Iran’s leaders mixed defiance with economic alarm. Parliament Speaker Mohammad Bagher Ghalibaf told an open session on Sunday that Iranians “will not give in” to US threats and that the United States had “entered a quagmire due to their own miscalculations.”[56] Pezeshkian said many people are “struggling to put food on the table because of the war” and called for Iran to get out of the “state of neither war nor peace.”[57] Judiciary chief Gholamhossein Mohseni-Ejei met Supreme Leader Mojtaba Khamenei, the judiciary said, without giving a time or place.[58]

Daily life is getting costlier. Mobile operators Hamrah-e Aval and Irancell raised data prices by up to 40 percent on October 23, while the monthly minimum wage is about 166.3 million rials.[59] A senior psychology official told a domestic outlet that Iranian society is not “very far” from a mental-health emergency.[60] Pakistan reopened the Gabd-Rimdan crossing, closed since October 17, letting trucks carrying gas and food resume trade.[61]

We assess that Tehran is preparing its public for a renewed round of strikes while signaling openness to talks. Economic strain is likely to make the president’s calls for an end to the standoff louder.

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

In Gaza, local sources said Israeli fire and airstrikes killed four people on Saturday, including two women, and a fifth person died of earlier wounds.[62] At least two more were killed on Sunday, including an eight-year-old girl in Deir el-Balah. Gaza’s Education Ministry said 10 students and a teacher were killed between October 18 and 24.[63] No updated cumulative toll from Gaza’s health ministry appeared in the sources checked.

In the West Bank, the Palestinian Authority called Israel’s actions in Hebron “collective punishment.”[64] The Palestinian Red Crescent said it treated nine people, including six children, for tear-gas inhalation in Halhul, north of Hebron.[65] In Yemen, the government’s army said a malfunctioning Houthi missile killed three people in a family home in Sanaa on Friday, while Houthi-run television said coalition strikes killed civilians in the capital and Hodeidah, a claim that could not be verified.[66]

What to Watch (Assessment)

  • Whether Trump orders strikes in the coming days or waits until after the November 3 midterms.
  • Further Houthi salvos at Saudi cities and whether flights at Riyadh’s main airport continue.
  • Egypt’s parliamentary vote on Monday on supporting Saudi Arabia against the Houthis.
  • Any US response to Iranian officials calling American diplomats targets.
  • The Hebron lockdown and West Bank closures through Israel’s October 27 election.
  • Pezeshkian’s October 27 meeting with Putin and any new Hormuz proposal through Pakistan.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

The Houthi campaign now reaches across Saudi Arabia, from Riyadh to Khamis Mushait in the southwest and the western regions that hold Islam’s two holiest cities.[3] Iran’s own pressure point is still the Strait of Hormuz, and Tehran’s messages on trading it for an end to the US blockade conflict (see Trump Keeps Strike Option Open as Iran Disputes Hormuz Offer).

Military & Security

The coalition reported 10 ballistic missiles destroyed in one Sunday statement, and Iran’s army claimed it shot down a US drone over Bandar Abbas (see Munitions Count). US strike plans are reported ready but await a White House decision, and no strike had been announced by the cutoff.[4]

Alliances & Diplomatic Networks

Tehran’s partners are signaling limits. Iraq’s prime minister said his country “will not participate in any war,”[5] and a report says Hezbollah told Lebanon’s parliament speaker it will not join if Iran is attacked (see Jordan Raises Karak Toll as Hezbollah Signals Restraint).

Economic & Industrial Power

The war is hitting Iranian households and Gulf markets. President Masoud Pezeshkian said many Iranians are “struggling to put food on the table,”[6] while Saudi Arabia’s main stock index fell 2.6 percent on Sunday as Houthi fire intensified.[7]

Technology & Critical Infrastructure

Airports have become front-line targets. Riyadh’s main airport reopened on Sunday, and the Houthis called it a “military target” as soon as the reopening was announced.[8] Iran has warned it would hit energy facilities, pipelines and airports across the Gulf if attacked, according to a US newspaper’s account of public and diplomatic warnings.[9]

Domestic Politics & Information

Israel votes on Tuesday, October 27, with polls showing Netanyahu’s bloc and Gadi Eisenkot’s bloc neck and neck.[10] In Iran, officials are framing the standoff as a test of resolve while the president calls for an end to the “state of neither war nor peace” (see Domestic Affairs).

Strategic Leverage & Outcomes

Washington holds the initiative on timing and keeps the blockade on Iran’s ports. Tehran’s leverage is its threat to US personnel, Gulf energy and shipping, which is already shaping US embassy operations (see Iran Threatens US Diplomats as Embassies Warn Americans). For US interests, the near-term test is protecting diplomats and Gulf partners while the strike decision stays open.[11]

Strategic assessment

Relative advantage
The United States controls the timing of any strike and can sustain the blockade without a deal.
Critical vulnerability
US diplomats, Gulf airports and energy sites remain exposed to Iranian and Houthi attack.
Decisive uncertainty
Whether Trump orders strikes in the coming days, waits until after the November 3 midterms, or reaches a deal.
Likely trajectory
More Houthi fire at Saudi cities, more Iranian threats and a tight Hebron lockdown through Israel’s vote.
Strategic outcome
Not yet determinable; neither side has moved on the Hormuz-for-blockade question.
