Official counts, October 25, ~7:30 AM ET, to October 26, ~7:30 AM ET.

The Riyadh intercept and the Houthi airport claim may describe the same missile, and the two launcher counts may overlap, so rows should not be added. Central Command and Israel released no strike counts, and the latest war.gov item predates this window.[18]

In this October 26 Iran war news update, Saudi, Pakistani and Turkish security chiefs arrived in Tehran for talks, President Trump said his choice was a deal or renewed strikes, and the Saudi-led coalition said it destroyed Houthi missile launchers after new fire at Riyadh (see yesterday’s Iran war update and the War Room).[1]

Mecca Pact Envoys Meet Iran’s Leaders in Tehran

The biggest development of the window was diplomatic. Saudi Defense Minister Khalid bin Salman, Pakistan’s army chief, Field Marshal Asim Munir, and Turkish intelligence chief Ibrahim Kalin arrived in Tehran on Monday to meet Iran’s top security officials, according to two regional officials and an Iranian official who confirmed their arrival.[19] Ali Bagheri Kani, deputy secretary of Iran’s Supreme National Security Council, said the three would hold a joint meeting with council secretary Mohsen Rezaei after Munir proposed the visit during his own trip to Tehran last week.[20] Saudi diplomat Rayed Krimly wrote that the envoys would also meet President Masoud Pezeshkian in support of Qatari and Pakistani mediation.[21]

The meeting matters because it is the first high-level contact between Iran and all three members of the Mecca defense pact since Houthi attacks on Saudi Arabia escalated.[22] Saudi Arabia, Pakistan and Turkey signed the pact in August, treating an attack on one as an attack on all three, and Pakistan has ratified it while Turkey’s parliament has not. Earlier this month the three agreed to deploy forces to Saudi Arabia, so the delegation arrives as both mediator and defender. Saudi Arabia said the envoys hoped to find “ways to de-escalate tensions, enhance regional security and promote its stability,” and officials said the war in Yemen and Houthi strikes were on the agenda.[23]

The visit follows a Qatari delegation’s trip to Tehran on Sunday, part of an effort coordinated with the United States, according to an official briefed on the matter.[24] Foreign Ministry spokesman Esmaeil Baghaei said neighboring countries “are striving to convey a message and put forward initiatives.”[25] At the same time, the pact’s members are closing ranks behind Riyadh. Pakistan’s Foreign Ministry condemned Houthi missile attacks on the Mecca and Medina regions as “a blatant disregard for the sanctity of the holiest sites in Islam.”[26]

Houthis Fire at Riyadh as Coalition Hits Missile Sites

Saudi Arabia shifted from defense to retaliation overnight. Coalition spokesman Turki al-Maliki said air defenses intercepted a Houthi ballistic missile aimed at Riyadh, and within an hour he announced that two launchers had been destroyed in Sanaa, one of them used for that launch.[27] Early Monday, he said a wider operation destroyed five missile storage tunnels, four launchers and a missile store, and hit Houthi supply lines and front-line positions, pledging further “deterrent operational measures.”[28] Several explosions were heard in Sanaa early on Monday.[29]

The strikes followed a night in which explosions rattled Riyadh and authorities texted residents about a “hostile aerial threat.”[30] On Monday, Houthi military spokesman Yahya Saree claimed a ballistic missile hit King Khalid International Airport “with precision,” which Saudi Arabia did not confirm.[31] The airport had partially reopened on Sunday for domestic and some international flights, the US Mission said, with some flights still running from Qassim.[32]

The Houthis also said they attacked pumping stations on the 1,200-kilometer East-West pipeline, which carries Saudi crude to the Red Sea while Hormuz is constrained, and Riyadh did not confirm it.[33] Saree separately claimed missile strikes on government forces in Aden and Lahj that left “dozens killed and wounded,” without evidence.[34]

In the southwest, Saudi civil defense said debris from two intercepted missiles fell in Khamis Mushait and Ahad Rafidah on Sunday, injuring a Saudi citizen and an Asian resident and damaging three residential buildings and seven vehicles.[35] The economic fallout is spreading too, since the airport closure has already pushed the kingdom’s flagship investment conference to 2027.[36]

Trump Frames Choice as Deal or Renewed Strikes

President Trump set out his options bluntly on Sunday, telling a television interviewer the only question was whether to make a deal with Iran or “finish them off,” while assuring reporters there would be no strike that day, and he said the United States now controls the strait.[37] In a separate interview, he said the war would not end until Washington was satisfied Iran had no nuclear weapons capability.[38]

Tehran kept its channel open without accepting US terms. Baghaei said messages were still passing through intermediaries and that Iran had not closed the window on diplomacy, but he said US officials keep using the phrase “complete surrender,” which no Iranian accepts.[39] In a German broadcast interview, he said Washington’s strategy “is not diplomacy, but attacking the Islamic Republic.”[40] On Monday he went further, declaring that Iran is “in a state of war” and will not hesitate to defend itself.[41]

The military backdrop is hardening, with a third aircraft carrier and thousands of troops heading to the region, according to a wire report.[42] Both sides are setting public expectations before the midterms, with Washington saying a deal is possible only on its nuclear terms and Tehran refusing to negotiate under threat.

Central Command Marks Hormuz Milestone as Tehran Rejects Old Rules

The US military released its most detailed Hormuz figures in weeks. Central Command said its commander, Adm. Brad Cooper, flew over the strait on Sunday as US forces reached the milestone of helping Gulf partners export more than 1.5 billion barrels of crude since summer.[43] The command said more than 3,000 commercial vessels have transited with its support over the last six months, that over 95 percent of ships have sailed through safely in recent months, and that the main routes are clear of Iranian sea mines.

The White House went further on Sunday, saying more oil is now “leaving through the Hormuz Strait than before the conflict.”[44] That claim sits uneasily with other accounts. A wire report on Monday described the strait as “largely shut by the war,”[45] and another cited think-tank data showing October has been the worst month for attacks on shipping in and near it.[46] The White House comparison should be treated as an administration claim rather than a settled count.

Iran is staking out a different future for the waterway. Foreign Minister Abbas Araghchi said on Sunday that “the shipping routes through the Strait of Hormuz will no longer be the same as before, nor will the Strait be managed as it was in the past.”[47]

The war’s environmental cost is now visible from space. European satellite images from October 24 show a spill from a damaged tanker widening off the United Arab Emirates toward Umm Al Quwain, and Ras Al Khaimah has closed all of its beaches.[48] Authorities have not named the vessel or the cause.

Israel Votes Tuesday as Leaders Deny Army Rift

Israel’s election on Tuesday is now entangled with the Iran question. An Israeli television report on Sunday said army chief Lt. Gen. Eyal Zamir had demanded a detailed discussion, legal guarantees and signatures from political leaders before carrying out an unspecified directive on Iran.[49] Security officials quoted in that report said the action would “trigger a rapid escalation into a confrontation with Iran.”[50] Prime Minister Benjamin Netanyahu called the report “rubbish,” and Defense Minister Israel Katz said Israel had no intention of attacking Iran before the elections.[51]

The opposition seized on the story. Opposition leader Yair Lapid accused Netanyahu of seeking an escalation with Iran “just to postpone the elections,” while ex-army chief Gadi Eisenkot, his main rival, said Zamir had his complete trust.[52]

Speaking at an Arrow missile defense battery on Sunday, Netanyahu warned that Iran and its proxies could attack to disrupt the vote. “Don’t test us. You will suffer disproportionate blows,” he said.[53] Baghaei replied that it “makes no difference to us” who leads Israel.[54] Israel Police, working with the State Attorney’s Office, said they removed a network of X accounts suspected of trying to influence the vote.[55]

Jordan Arrests Karak Suspects as Hezbollah Lawmaker Rules Out Iran Request

Jordanian forces arrested three men on Monday over last week’s attack on a Greek Orthodox church in Karak, which killed nine people during a funeral. All three were wounded in a dawn shootout, and no group has claimed the attack.[56]

In Lebanon, Hezbollah lawmaker Hassan Fadlallah said Iran “did not ask us in the past, nor today, to support it in confronting the American-Israeli aggression.”[57] The statement matters for US planners because it suggests Iran’s most capable partner would stay out of a renewed US-Iran round, at least for now.

Domestic Affairs

No killings of Revolutionary Guards, Basij, Quds Force or regular army personnel were reported in the sources checked for this window.[58] Public statements on military activity centered on readiness, with Baghaei saying Iran has “prepared ourselves for any scenarios.”[59]

The judiciary is also tightening its grip on dissent. Prosecutors indicted comedian Saeed Shakiba on charges including support for Israel and the Pahlavi dynasty after he posted a video imitating the late Supreme Leader Ali Khamenei, and the case has gone to court.[60]

The blockade is also reaching Iranian sailors and shoppers. Sri Lanka said it rescued 40 Iranian sailors with medical emergencies from ships stranded off its coast by the blockade.[61] Rice prices are up more than 60 percent and beef more than 150 percent since the war began, a wire report from Tehran said, and one resident said a supermarket trip can use half a mid-range monthly salary of 400 million rials.[62] Pezeshkian was due to leave for Russia on Monday night for the Gas Exporting Countries Forum summit, with bilateral meetings possible.[63]

We assess that Tehran is preparing its public for renewed strikes while using regional mediators to delay them. Domestic prosecutions suggest the leadership fears dissent as much as it fears the next round.

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

In Gaza, medical sources said the death toll since October 7, 2023, has risen to 74,555, with 175,727 injured,[64] up from 74,544 dead reported a day earlier.[65] Hospitals received 11 dead in the past 24 hours, including three recovered bodies, and 1,559 people have been killed since the October 11 ceasefire. Local sources said an Israeli drone strike killed one person in Gaza City’s Rimal neighborhood on Monday,[66] and a strike east of Khan Younis killed another on Sunday.[67] These figures do not distinguish combatants from civilians.

In the West Bank, Hebron Municipality said 488 families have been affected by the Israeli operation that began on Friday and that about 3,171 residents have been forced from their homes.[68] That figure is higher than Israel’s defense minister’s estimate of about 2,000 displaced, cited in yesterday’s report, and the two counts come from opposing sides.

In Yemen, Saree claimed that 56 coalition air and missile attacks in 24 hours hit civilian sites in seven provinces, which could not be verified.[69] The coalition said it struck only “legitimate military targets.”[70]

What to Watch (Assessment)

  • The outcome of the Tehran meeting and whether Saudi Arabia or Pakistan carries a new message to Washington.
  • Israel’s October 27 election and any Iranian or proxy attack around the vote.
  • Further Houthi fire at Riyadh, the airport and the East-West pipeline, and more coalition strikes in Sanaa.
  • Pezeshkian’s trip to Russia for the gas exporters’ summit and any meeting with Putin.
  • Whether Trump orders strikes before or after the November 3 midterms.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

The war now presses on Saudi Arabia from two sides. Houthi fire from Yemen threatens Riyadh and the pipeline corridor to the Red Sea, while Hormuz remains the eastern choke point, which helps explain why Riyadh sent its defense minister to Tehran.[2]

Military & Security

The coalition has moved from intercepting missiles to hitting launch sites inside Yemen.[3] The Houthis keep firing anyway, which suggests the strikes have not yet degraded their launch capacity, and no US strike on Iran was announced by the cutoff.

Alliances & Diplomatic Networks

The Mecca pact faces its first real test, and its members are pairing deterrence with direct engagement in Tehran (see Mecca Pact Envoys Meet Iran’s Leaders in Tehran). Iran’s own partners are signaling limits, as Hezbollah’s public line now distances the group from any new US-Iran round.[4]

Economic & Industrial Power

Energy flows are the main economic battleground. US-supported Gulf exports and Houthi claims of attacks on Saudi Arabia’s bypass pipeline are two sides of the same contest over who can sell oil,[5] while the blockade squeezes Iranian households (see Domestic Affairs).

Technology & Critical Infrastructure

Mine clearance and air defense decide who can use the region’s ports, airports and pipelines. US diplomats in Saudi Arabia still need special approval to use any airport, a sign of how exposed civilian aviation remains.[6]

Domestic Politics & Information

Elections are shaping how leaders talk about the war, and a reported dispute over an Iran “action” has become an Israeli campaign issue.[7] Iran’s leaders are pairing war rhetoric with prosecutions of critics at home.

Strategic Leverage & Outcomes

Washington holds the initiative on timing and uses the blockade as its main lever, while Tehran’s counter-lever is its claim to a new role over Hormuz.[8] For US interests, a Saudi-brokered de-escalation could protect Gulf energy and American personnel without lifting the blockade, while a failed meeting raises the odds of renewed strikes around the November 3 midterms.

Strategic assessment

Relative advantage
The United States controls the sea lanes and the timing of any strike.
Critical vulnerability
Saudi airports, pipelines and cities remain exposed to Houthi missiles and drones.
Decisive uncertainty
Whether the Tehran talks produce a path to a US-Iran deal before Israel’s vote and the US midterms.
Likely trajectory
Continued Houthi fire and coalition strikes in Yemen while mediators shuttle between Tehran and Washington.
Strategic outcome
Not yet determinable; the Hormuz-for-blockade question is still unresolved.
