In this October 22 Iran war update, an attack on King Fahd International Airport in Dammam killed two people and debris from a drone downed near the Shaybah oilfield killed two more,[1] Washington ordered non-emergency diplomats out of Saudi Arabia,[2] and Iran’s Revolutionary Guards claimed seven ships were hit in the Gulf (see yesterday’s Iran war update and the War Room).[3]
Attacks Kill Four in Saudi Arabia as US Orders Diplomats Out
Attacks on Saudi Arabia reached the kingdom’s east coast. An attack on King Fahd International Airport in Dammam on October 21 killed two people, a Saudi national and an Indian resident, and wounded eight, the General Authority of Civil Aviation said on October 22.[14] Earlier the same day, Saudi air defenses intercepted a drone aimed at a facility in Saudi Aramco’s Shaybah oilfield, and falling debris killed a Filipino and a Nepali resident and injured two others, the energy ministry said; field operations were unaffected and flights at Dammam resumed the next morning. One account attributed the airport attack to the Houthis, who have struck Saudi airports and oil sites this month; no claim appeared in the sources checked.[15]
Washington responded by thinning its presence. The State Department ordered the departure of “non-emergency US government employees and their family members in Saudi Arabia only,” spokesperson Tommy Pigott said, and US officials said family members would also be withdrawn from several other missions in the region. The embassy in Riyadh had issued a security alert warning of further Houthi attacks.[16]
Europe’s response ran the other way. French President Emmanuel Macron flew into Riyadh on October 21, the first Western leader to visit since the Houthi escalation, met Crown Prince Mohammed bin Salman, and came away with a Saudi pledge to supply extra diesel to France “for as many months as necessary,” the Elysee said.[17] Markets registered the attacks only modestly: Brent crude rose $1.93 to $110.75 a barrel early on October 22.[18]
Revolutionary Guards Claim Seven Ships Hit as Tankers Are Struck Off Iraq
Iran’s naval claims escalated overnight. The Revolutionary Guards’ navy said on October 22 that it struck four vessels it accused of transferring oil from ship to ship in the northern Gulf, leaving all four burning, and that three other ships hit mines west of the Strait of Hormuz and stopped after catching fire; it blamed Washington for steering ships onto what it called an illegal, mined route.[19] No ship owner, navy or maritime agency had confirmed those strikes by the cutoff.
Incidents logged by a maritime authority were smaller. Britain’s maritime trade office reported a tanker struck by an unknown projectile about 28 to 30 nautical miles from Al-Faw, off Iraq, without casualties or damage, in an incident one account dated to October 20; this came on top of the tanker hit off Bukha reported yesterday.[20] Local media also reported explosions in the southern Iranian port of Sirik on the evening of October 21, with no official explanation.[21]
The Guards framed the strait in absolute terms. Spokesman Hossein Mohebbi said the waterway “is definitely closed” and that ships slipping through with trackers off amounted to smuggling, claimed Iran’s missile stockpile has grown 50% since June 2025, and announced a new weapon he called the “Father of All Bombs” without giving details.[22] Data on actual flows tell a different story. Oil shipments through the strait and alternative routes averaged more than 24 million barrels a day last week, above the prewar level of 23.3 million, preliminary tracking data show.[23] Iran’s UN envoy, Gholamhossein Darzi, asked the Security Council to condemn the US naval blockade as a breach of the UN Charter.[24]
Strike Plans After the Midterms and Netanyahu’s Denial
The prospect of a second round sharpened. US and Israeli militaries have drawn up detailed plans for renewed strikes after the November 3 midterm elections, focused on an operation of about three days against nuclear facilities, energy infrastructure and missile and drone capabilities, a report citing American officials said; it added that Trump has not approved an operation and that diplomacy continues.[25] Israeli jets and refueling aircraft flew toward Iran’s border in a practice sortie on October 19, and a senior Iranian security official was quoted as saying Tehran now treats an attack as a certainty and would consider US politicians legitimate targets if Iranian officials are assassinated.[26]
Prime Minister Benjamin Netanyahu rejected the account, reported yesterday, that Trump stopped an Israeli strike this month. In an interview on October 22, he called that report untrue and said he has instructed the Mossad and the military that bringing down Iran’s government is their mission.[27]
Tehran mixed warnings with offers. Supreme National Security Council Secretary Mohsen Rezaei said Iran has not used all its capabilities and is ready for “the next stage,” though it prefers diplomacy if it can.[28] Foreign Minister Abbas Araghchi wrote that Iran has sent Washington a seven-day proposal through mediators to end the war, reopen the strait and resume talks.[29] Russian President Vladimir Putin told US envoy Steve Witkoff in St Petersburg that Moscow, citing its trust-based ties with Tehran, would gladly help resolve the crisis.[30]
Treasury Targets a Shadow Fleet Law Firm as Iran’s Oil Buffer Runs Dry
Washington widened its sanctions net to the professionals behind Iran’s oil trade. The Treasury on October 21 sanctioned Karnakis and Karnakis, a law firm based in Panama and Greece, along with Singapore- and UAE-based shipping agents and a fleet of cargo vessels, under Executive Order 13902; FinCEN also issued its first administrative subpoena under the Bank Secrecy Act to investigate a Greek bank’s possible ties to Iran.[31] The State Department said the firm set up shell companies to hide the owners of ships carrying Iranian oil, petrochemicals and steel, including networks benefiting the Quds Force and the Houthis, and that five people and a manager of seven Panama-flagged cargo ships were designated.[32] Greece’s finance ministry said on October 22 that it is enforcing Iran-related sanctions.[33]
The pressure is showing in Iran’s export data. Floating storage used for sales to China, which peaked near 90 million barrels, fell below one million by October 5 and is now exhausted, analysts said; Central Command’s commander has put Iran’s lost oil revenue from the blockade at about $25 billion.[34] Iran has shipped about 4.1 million barrels of liquefied petroleum gas since the blockade began in mid-July, against roughly 30 million in the same period last year.[35]
Iran Moves Forces to Its Kurdish Frontier as Iraq Plays Down Closures
Iran is reinforcing its western border region. The Revolutionary Guards have moved artillery, troops and heavy weapons into Kurdish areas bordering Iraq. A rights group reported convoys heading to Sanandaj, Kamyaran, Sarvabad, Marivan and Baneh, and clashes with the Kurdistan Free Life Party were reported in the Shaho mountains.[36]
Baghdad offered a different account of the border. Government spokesperson Haider al-Aboudi said the Sheeb crossing closed because it lacked technical readiness and that trade continued through other crossings. An Iraqi official, by contrast, was quoted as saying Prime Minister Ali al-Zaidi had ordered Sheeb shut indefinitely and other crossings closed gradually. Two Iraqi political sources said Washington was pressing Baghdad to leave only two crossings with Iran open, one in federal Iraq and one in the Kurdistan Region, and had asked Iran’s other neighbors to take similar steps.[37] The squeeze on land trade matters more now that the blockade has cut Iran’s seaborne exports (see Treasury Targets a Shadow Fleet Law Firm).
Yemen’s Government Claims Hundreds of Strikes as Taiz Fighting Spreads
The ground war in Yemen intensified around Taiz. Government forces spokesperson Majid al-Nazili said on October 21 that his side carried out 835 targeting operations against the Houthis, killing or wounding 285 fighters, with heavy clashes in the Jabal Han highlands that overlook routes to Aden and in the Dhubab and al-Masrakh districts; the Houthis gave no casualty figures. A government military source said air raids also hit Houthi positions in the Maafar district south of the city.[38] The Houthis, for their part, said they used small first-person-view drones against Saudi troops on the Jizan and Asir border fronts.[39] The UN humanitarian office said almost 260,000 people have been displaced since August, about half of them in Taiz, a separate count from the refugee agency figure cited yesterday (see War Crimes and Civilian Harm).
Lebanon’s Cabinet Weighs Hezbollah Explosives Case as Israel Warns of Rebuilding
Lebanon’s government faced its biggest test of the week on October 22. The cabinet was due to meet at 3 p.m. to consider sending the case of Hezbollah explosives seized this month to the Judicial Council, after Parliament Speaker Nabih Berri reportedly advised President Joseph Aoun and Prime Minister Nawaf Salam against it.[40] Justice Minister Adel Nassar said the investigation is “ongoing and expanding” and called the case an assault on national security.[41]
An Israeli security official said the group is rebuilding not only in the south but in Beirut and Tyre and retains enough rockets and missiles for several months of fighting, and that Israel’s military is preparing for Hezbollah to join any war with Iran.[42] US-sponsored military talks between Lebanon and Israel opened in Tampa on October 20 and continued on October 21, limited to expert-level security steps.[43]
Domestic Affairs
No killings of Revolutionary Guards, Basij, Quds Force or regular army personnel were reported in the sources checked.[44] The leadership instead staged a show of cohesion. Parliament Speaker Mohammad Bagher Ghalibaf met Supreme Leader Mojtaba Khamenei on October 21 to review the “military, economic, and cognitive warfare” against Iran and parliament’s work since the war began, state media said.[45] Khamenei has not been seen in public since late February, when he reportedly went into hiding after his father was killed in US-Israeli strikes, so the meeting was known only through official readouts.[46]
Officials raised their terms at the same time. President Masoud Pezeshkian said threats and sanctions must be lifted in practice before talks could begin, and Mohebbi said Iran would launch offensive operations against any country that attacks it.[47]
Repression continued alongside the war. Iran’s Supreme Court upheld the death sentence of Manouchehr Fallah, a 42-year-old worker from Gilan province arrested in the 2022 protests, over a firecracker blast his lawyer said caused about $56 in damage; Amnesty International said on October 16 that at least 34 people had been executed in connection with the January 2026 uprising.[48]
In Israel, Netanyahu tied the Iran campaign to the October 27 election in the interview noted above, restating regime change as Israel’s goal.[49] Taken together, both governments are keeping their public lines hard ahead of dates, October 27 and November 3, that could reopen the war.
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
The four civilian deaths in Dammam and near Shaybah described above came in a campaign of attacks on Saudi civilian infrastructure that Washington attributes to the Houthis; no independent body has made a finding on them. In Yemen, the government’s defense ministry warned civilians in Houthi-held areas to avoid Houthi rallies and “cultural courses,” saying it would treat them as legitimate military targets because the group recruits children there, an allegation the Houthis did not address in the sources checked.[50]
In southern Syria, the state news agency said Israeli forces shot dead a man with a disability during a raid on the village of Jamla in western Deraa on October 22; Israel’s military had not commented in the sources checked.[51] In Gaza, Israeli shelling of a shelter in western Khan Younis wounded four members of one family and gunfire wounded another person in the north of the city, according to local and medical sources.[52]

What to Watch (Assessment)
- Any ship owner or navy confirmation of the seven vessels the Revolutionary Guards say were hit.
- Whether the US departure order extends to missions in other Gulf states.
- Lebanon’s cabinet vote on referring the Hezbollah explosives case to the Judicial Council.
- Washington’s answer to Iran’s seven-day proposal and any further mediator visits.
- Israel’s October 27 election and any strike decision after the November 3 US midterms.
Geography & Strategic Position
The attacks on Saudi Arabia have moved from Riyadh to the kingdom’s oil coast, putting Dammam and the Shaybah field in the same day’s casualty count (see Attacks Kill Four in Saudi Arabia). Iran, for its part, is fortifying the opposite flank: its Kurdish border provinces face Iraq, where Kurdish opposition groups are based (see Iran Moves Forces to Its Kurdish Frontier).[4]
Military & Security
Two signals point the same way. Reported US and Israeli planning centers on a short campaign of about three days, while Tehran says it is ready for all-out war and calls the strait closed (see Strike Plans After the Midterms). Neither the plan nor Iran’s claim of a 50% larger missile stockpile can be checked from public sources.[5]
Alliances & Diplomatic Networks
France sent its president to Riyadh and secured diesel on the same trip, even as Washington thinned its own diplomatic presence in the kingdom.[6] Moscow is offering itself as a channel to Tehran, which widens Iran’s diplomatic options without changing its terms (see Strike Plans After the Midterms).[7]
Economic & Industrial Power
Pressure on Iran’s export income is now measurable: floating storage that once held about 90 million barrels is gone, and liquefied gas sales have collapsed.[8] Gulf exports as a whole, by contrast, have recovered above prewar levels, which may help explain why oil rose less than 2% after the Saudi strikes (see Revolutionary Guards Claim Seven Ships Hit).[9]
Technology & Critical Infrastructure
The day’s targets were civilian systems: an airport, an oilfield perimeter and the shipping lanes Iran says it has mined. Air defenses intercepted the Shaybah drone, but its debris still killed two residents, a reminder that interception near populated sites does not end the risk (see Attacks Kill Four in Saudi Arabia).[10]
Domestic Politics & Information
Tehran’s leadership is projecting unity: state media reported the parliament speaker briefing a Supreme Leader who has not appeared in public since February (see Domestic Affairs).[11] In Israel, the prime minister’s denial that Washington stopped a strike, five days before the election, keeps the war at the center of the campaign.[12]
Strategic Leverage & Outcomes
Washington’s leverage is economic and military at once: sanctions now reach lawyers and port agents, and a strike plan is reported ready for after November 3.[13] For US interests, the immediate cost falls on people and partners in Saudi Arabia, where the departure order shows the Houthi threat now shapes American posture in the kingdom (see Attacks Kill Four in Saudi Arabia).
Strategic assessment
- Relative advantage
- The United States holds the blockade and the sanctions tools that are draining Iran’s export income.
- Critical vulnerability
- Saudi airports, oilfields and expatriate workers within Houthi drone and missile reach.
- Decisive uncertainty
- Whether a strike decision follows the November 3 midterms.
- Likely trajectory
- More Houthi fire on Saudi targets and more Iranian claims of ship attacks in the Gulf.
- Strategic outcome
- Not yet determinable, since neither side has moved toward the other’s core terms.
