In this October 21 Iran war update, Iran’s security chief told Pakistan’s army chief that no enriched uranium will leave the country,[1] a projectile struck a tanker off Oman near the Strait of Hormuz,[2] and Yemeni officials raised the Houthi strike toll in Shabwa to 73 (see yesterday’s Iran war update and the War Room).[3]

Iran Rejects Moving Enriched Uranium Abroad as Pakistan’s Munir Leaves Tehran

Iran ruled out any transfer of its enriched uranium as Pakistan’s latest mediation push ended. Supreme National Security Council Secretary Mohsen Rezaei told Field Marshal Asim Munir on October 20 that the material is a national asset meant for use at home and that talks will not begin until Washington builds trust by meeting Iran’s conditions. President Masoud Pezeshkian said the Americans must first remove threats and sanctions, and Parliament Speaker Mohammad Bagher Ghalibaf, Iran’s chief negotiator, said Tehran had nothing new to offer. Iran’s demands include a region-wide ceasefire, the release of frozen assets and an end to oil sanctions.[13]

Munir left Tehran the same day, and Iranian state media said a Qatari delegation followed him. An Arab outlet reported that Qatar and Pakistan had proposed giving Iran the interest on $6 billion of frozen funds held in Qatari banks in exchange for access to its nuclear facilities, and that Washington approved while Tehran responded positively; no government confirmed those terms.[14]

Washington’s reply came from Mumbai. Secretary of State Marco Rubio said on October 21 that several countries have floated proposals and that any decision rests with President Trump.[15] Foreign Minister Abbas Araghchi, in an interview aired late on October 20, confirmed that talks continue through Qatar and Pakistan but said all three earlier rounds of negotiation had ended in war, leaving “no trust in the American approach.”[16]

Netanyahu Names Regime Change in Iran as Israel’s Primary Objective

Israel’s prime minister set out his war aim in public a day after hosting the US defense secretary. Speaking at Tel Hai University in Kiryat Shmona on October 20, Benjamin Netanyahu said he had raised bringing down Iran’s government with Trump more than once, and that cutting off “the head of this poisonous octopus” would also bring Hezbollah’s fall and peace with Lebanon; his remarks did not show whether Trump agreed. His spokesman, Doron Spielman, confirmed the meeting with Hegseth at the Uvda air base and said it covered offensive and defensive cooperation against regional threats.[17]

Washington is adding forces. Two US officials said the USS Theodore Roosevelt carrier strike group and the 13th Marine Expeditionary Unit are headed to the Middle East, with the carrier due by the end of November, joining the USS George H.W. Bush and USS George Washington already in the region. War.gov had announced no such move by the cutoff.[18]

Accounts of an earlier strike plan conflict. One report, citing three people familiar with the matter, said Israel’s military had prepared a multi-day operation against Iran for the weekend of October 10, larger than February’s opening campaign, and called it off after Trump objected ahead of the November 3 midterms.[19] Israeli sources quoted in another account said no strike was ordered and that forces were on alert only for a possible Iranian attack around the October 7 anniversary.[20] Separately, US envoy Tom Barrack said in Doha on October 20 that Washington is stepping back from its role as the region’s security guarantor and called direct US ground intervention against the Houthis “fruitless.”[21]

Tanker Hit Off Oman as Revolutionary Guards Threaten Hormuz Internet Cables

A new attack near the strait came early on October 21. An unknown projectile struck a tanker at anchor 11 nautical miles west of Bukha, on Oman’s side of the Strait of Hormuz, and the fire it started was put out, Britain’s maritime trade office said; the notice did not say who fired.[22] The strike followed the Revolutionary Guards’ claim, covered yesterday, that their mines set two tankers ablaze, and the Guards have still not identified either ship.[23]

The Guards are widening their threats. Brigadier General Yadollah Javani, the force’s political deputy, said on October 21 that seven key internet cables under the strait would be destroyed if Iran’s infrastructure is attacked, and that US bases in the region can be hit at long range (see Technology & Critical Infrastructure).[24]

Washington describes the oil flows more calmly. Rubio said on October 20 that on some nights as much oil passes through the strait as before the war, and on most nights at least 70 to 80 percent, while Houthi strikes on Saudi pipelines and the Russia–Ukraine war add pressure on supply.[25] Markets still priced in risk, with Brent at $110 a barrel and US crude near $99 on October 21.[26]

Houthi Strike Toll Rises to 73 as Missiles Target Aden and Turkey Weighs Saudi Deployment

Yemen’s deadliest strike in months grew deadlier. Shabwa’s provincial media office raised the toll from the October 19 ballistic-missile attack on a government security training camp to 73, with more than 200 wounded according to Governor Awad al-Wazir; Houthi military spokesman Yahya Saree said the camp was run by Saudi forces.[27]

The Houthis kept firing. Police reported smoke near Aden’s international airport after a powerful blast on October 21, when Saree claimed a ballistic missile hit a Saudi-led coalition operations room at the city’s Badr camp, the third attack on Aden in a week; neither the government nor the coalition commented.[28] The coalition said it intercepted drones over Medina and the Eastern region the same day, which the Houthis denied, saying they had carried out no operations toward Saudi Arabia.[29]

Riyadh’s partners are moving. A ruling AK Party lawmaker said Turkey will seek a parliamentary mandate to send military personnel to Saudi Arabia under the August defense pact with Saudi Arabia and Pakistan once the accord is ratified, starting with air-defense and electronic-warfare specialists who would take no part in offensive operations.[30] Araghchi said neither Riyadh nor the Houthis had answered Iran’s offer to broker talks and, asked about Egypt joining the fight, warned that “any foreign intervention would complicate matters.”[31]

Iran Strikes Kurdish Opposition in Iraq as Baghdad Closes Sheeb Crossing

Iran carried its campaign against Kurdish opposition groups back into Iraq. A Kurdistan Freedom Party spokesman said two to four projectiles hit the group’s positions near Hasanawa in the Balisan mountains, northeast of Erbil, at about 9:30 a.m. local time on October 21, causing no casualties; reports that Iran used two Hadid-110 drones were unconfirmed. Iran has struck the Democratic Party of Iranian Kurdistan, Komala and Khabat in recent weeks.[32]

Tehran says Baghdad has agreed to act. Iran’s ambassador, Mohammad Kazem Al-e Sadegh, said on October 20 that a joint security committee agreed that members of Iranian Kurdish “separatist terrorist groups” in the Kurdistan Region will be removed or handed over to Iran. A statement from the Iraqi national security adviser’s office on the same meeting did not mention any expulsion deal.[33] Iraq also closed the Sheeb crossing into Maysan province to passengers, vehicles and trucks until further notice on October 21, two sources at the crossing said, amid a report that Washington is pressing Baghdad to shut its crossings with Iran.[34]

Lebanese Army Rejects Israel’s Kafra Claims as Judge Summons Hezbollah Officials

Beirut answered the Israeli accusations reported yesterday. The Lebanese Army called them false, saying its units worked to clear the Kafra site from December 2025 until March 16, 2026, then left at the monitoring committee’s request because of Israeli threats to bomb it, after telling the committee that equipment and ammunition remained inside.[35] The Israeli military had presented the truck strike as one of many examples of Lebanese failure but declined to say when it took place.[36]

Lebanon’s own case against Hezbollah advanced. A judge on October 20 ordered two Hezbollah officials to appear for questioning over the half-ton of explosives seized on October 8, and security agencies are trying to locate them.[37] The cabinet will consider on October 22 a request to refer that case and a second seizure in al-Qasr to the Judicial Council, the court for national-security cases.[38]

Israeli fire continued in the south, with two strikes on Kfartebnit, overnight shelling of al-Mansouri and Wadi Zebqine, and a large detonation in al-Khiam.[39] French President Emmanuel Macron said in Qatar on October 21 that France will host a conference to support the Lebanese army after Israel’s election.[40] President Joseph Aoun said the war “can only end through negotiation and dialogue.”[41]

Israeli Strikes Kill Seven in Gaza, Including a Hamas Security Official

Israeli strikes killed seven Palestinians across Gaza on October 20, the civil defence service and several hospitals said, raising the day’s toll given yesterday. Two men died in strikes on Al-Zawaida and the Wadi Gaza area in central Gaza, and the dead also included Akram Yassin and his wife, killed near Al-Shifa Hospital in Gaza City; the Israeli military said Yassin was a senior official in Hamas’s general security apparatus and that it was verifying the other reports. It also said a strike in the Jabalia area killed a Hamas member who took part in the abduction of Shani Louk on October 7, 2023.[42]

The strikes fit a pattern the truce has not stopped. Netanyahu, campaigning for re-election, has vowed to keep targeting Hamas despite the ceasefire that took effect in October 2025, and Israel’s military has struck Gaza almost daily since (see War Crimes and Civilian Harm).[43]

Domestic Affairs

No killings of Revolutionary Guards, Basij, Quds Force or regular army personnel were reported in the sources checked.[44] The war’s cost is surfacing in civilian sectors instead. Iran Air chief executive Taher Abdolhai said on October 19 that 30 to 40 operational aircraft were destroyed and 70 to 80 hit, from a fleet of a little over 300 of which only 130 to 140 were flying before the losses.[45] New Defense Minister Mehrdad Akhlaghi-Ketabchi said he spent his first hour in office on the needs of the Guards’ Aerospace Force and the army’s air defenses (see Iranian Leadership).[46]

The mediation push exposed splits in Tehran. An online daily linked to the Supreme Leader praised Pakistan and Oman but voiced “serious and profound doubts” about mediators, arguing that Washington is not seeking an agreement, while officials defended keeping channels open.[47] Newspapers aligned with Ghalibaf argue for preparing for renewed fighting and keeping leverage while leaving room for a negotiated end.[48] Munir also told Rezaei that the Pakistan border, where trade had been halted, had reopened; no Pakistani confirmation appeared in the sources checked.[49]

In Israel, opposition parties remain unable to agree on a single candidate for prime minister ahead of the October 27 election.[50] The parents of Captain Eliav Haim Tzfelmos, a 7th Brigade engineering officer killed in an operational accident in Lebanon, said he died on an unapproved administrative trip and that his evacuation was delayed, and demanded that the army name those responsible.[51]

Taken together, Tehran’s public hard line and Israel’s pre-election campaign leave little visible domestic room for concessions before October 27.

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

The UN refugee agency said more than 250,000 Yemenis were displaced between the start of August and October 17, 76% of them from Taiz province, and that more than 3,800 have fled to Djibouti.[52] In Gaza, the Health Ministry said fuel for hospital generators has run out and warned that a shutdown would cut power to life-saving departments.[53]

Gaza’s civil defence and hospitals attribute the October 20 deaths described above, including a teenager shot south of Khan Younis, to Israeli fire; the Israeli military said it targeted Hamas operatives and was checking other reports.[54] No independent body has made a finding on these incidents or on the Shabwa camp strike.

Analysis

About the framework

Geography & Strategic Position

The window’s violence clustered on the edges of Iran’s reach: a tanker off Bukha on the Omani side of the strait, missiles on Aden, and projectiles in the Balisan mountains of Iraqi Kurdistan (see Iran Strikes Kurdish Opposition in Iraq). Iraq’s closure of Sheeb narrows one of the land corridors Tehran has leaned on since wartime limits on shipping squeezed its sea trade.[4]

Military & Security

The measurable change in the window was force posture, not battlefield gains. A third carrier group due by late November would widen US options for any second round, while Iran’s mine and drone claims remain unverified (see Netanyahu Names Regime Change).[5] Iran’s new defense minister gave his first hours to the Guards’ Aerospace Force and air defenses, the arms most exposed to renewed US and Israeli air strikes (see Domestic Affairs).

Alliances & Diplomatic Networks

Riyadh’s defensive circle keeps widening, with a Turkish mandate in preparation after Britain’s jets, even as Pakistan, Ankara’s pact partner, carries messages for Tehran.[6] Iraq is being pulled both ways: Tehran says Baghdad agreed to remove Kurdish groups, while Baghdad closed a crossing amid reported US pressure (see Iran Strikes Kurdish Opposition in Iraq).

Economic & Industrial Power

Oil at $110 a barrel alongside Rubio’s account of near-normal flows on some nights suggests markets are pricing the risk of renewed war more than current shortages (see Tanker Hit Off Oman).[7] Iran’s own losses are mounting in civilian aviation and land trade, which raises the cost of waiting (see Domestic Affairs).

Technology & Critical Infrastructure

Javani’s cable threat is narrower than it sounds. Five active cable segments cross the strait, carrying less than 1% of world international bandwidth, while the main Europe-Asia routes run through the Red Sea; Bahrain, Qatar, Kuwait and the UAE would feel cuts first, though all have land links.[8] The claimed use of Hadid-110 drones against Kurdish groups, if accurate, shows Iran still fields new strike drones at short range.[9]

Domestic Politics & Information

Tehran’s camps disagree on mediation but not on refusing US terms, which keeps the public line hard (see Domestic Affairs).[10] In Israel, Netanyahu’s regime-change pledge came a week before the October 27 vote, with the opposition still split over who should lead it.[11]

Strategic Leverage & Outcomes

Washington holds the blockade and the strike option, and Rubio tied any deal to closing every path to an Iranian weapon (see Statements by Military Leaders). Iran’s refusal to ship out its uranium makes that test harder, so for US interests the near-term question is whether a funds-for-access proposal can verify the stockpile without a transfer.[12]

Strategic assessment

Relative advantage
The United States keeps the naval and air edge, with a third carrier group on the way.
Critical vulnerability
Shipping and energy sites within cheap Iranian and Houthi reach, from Bukha to Aden.
Decisive uncertainty
Whether the Qatar-Pakistan proposal survives Iran’s refusal to move its uranium.
Likely trajectory
More mediation visits alongside continued Houthi fire on Saudi and Yemeni government targets.
Strategic outcome
Not yet determinable, since neither side moved toward the other’s core terms.
