China Taiwan News Oct 27, 2026: North Korean Guns, AUKUS Sub Named
China Taiwan news: North Korean guns at two border sites, USS Colorado named for Australia rotation, a US visa halt near Guam and Cebu defense talks.
Key Takeaways: 5 things to know
- North Korean self-propelled howitzers now stand at two points on the western border, and photos from Gimpo on October 27 showed at least three guns (see Korean Peninsula).
- The United States, Australia and Britain named USS Colorado as the first attack submarine for a rotational force in Western Australia, starting in late 2027 (see United States and Partners).
- The Department of Homeland Security suspended visa-free Chinese travel to the Northern Mariana Islands from October 30, citing espionage and smuggling risks (see United States and Partners).
- Taiwan’s Defense Ministry counted eight Chinese navy ships near Taiwan, two more than a day earlier, alongside three aircraft sorties and four official ships (see Taiwan).
- Southeast Asian defense ministers meet in Cebu for two days from October 28, with Secretary of War Pete Hegseth expected and Chinese attendance unconfirmed (see Philippines and Southeast Asia).

This China and Taiwan news update for October 27, 2026 covers North Korean self-propelled guns photographed across the border from Gimpo, the first US submarine named for rotation through Western Australia, a US halt to visa-free Chinese travel to the Northern Mariana Islands and the Cebu defense meetings that open on October 28.[1] It follows the Oct 26 Indo-Pacific update.
Korean Peninsula
North Korea has placed self-propelled artillery at two locations on its western border with South Korea, photographs taken on October 27 confirmed.[2] Images from the Aegibong Observatory in Gimpo showed at least three guns on the northern side of the Jogang River with no soldiers near them, while people dug and carried materials along the border fences. Experts identified the system as the M-1981 122 mm self-propelled howitzer. This updates the October 26 report, which described one howitzer near the border. Guns this close to a South Korean city raise the stakes of any border incident, even when no troops are near them.
The deployment has also become an information problem. Fake videos showing North Korean forces massing on the border spread online on October 26 and 27, and they appear to have been generated from real footage of guns in Kaepung County, about 1.5 kilometers across the Han River from the South.[3] The fakes exaggerated how close the guns were and how the troops behaved.
Seoul still sees a diplomatic opening. Foreign Minister Cho Hyun told a parliamentary audit on October 27 that Pyongyang and Beijing may have discussed North Korea-US talks during Kim Jong Un’s one-day visit to the Chinese border city of Dandong on October 24.[4] Cho said a summit “could serve as a catalyst for breaking the current impasse” and linked the timing to next month’s Asia-Pacific Economic Cooperation summit in Shenzhen, which President Donald Trump is expected to attend. Swiss Foreign Minister Ignazio Cassis will visit Pyongyang for two days from October 29 to open Switzerland’s first political office there, the highest-level Western visit in years, according to a Swiss government statement.[5]
Taiwan
Taiwan’s Defense Ministry detected three Chinese military aircraft sorties, eight navy ships and four official ships around Taiwan in the 24 hours to 6 a.m. Taipei time on October 27.[6] All three sorties entered the northern and southwestern parts of Taiwan’s air defense identification zone. Compared with the October 26 report, the navy count rose from six to eight ships and the official-ship count fell from nine to four, while the sortie count was unchanged; the ministry reported no median-line crossing this time.
China’s state broadcaster on October 26 released video of a rocket launch it said was carried out with no advance notice to the troops, the second such video this month, on the day a key Communist Party plenum opened in Beijing.[7] A PLA Daily commentary on October 25 had called for rapid response to “major ‘Taiwan independence’ incidents.” Separately, unverified social media photos show an H-6K bomber carrying two new jamming pods that resemble those on China’s J-16D electronic warfare jet, and the date, place and status of the pods are unknown.[8]
Taipei is answering gray-zone pressure with technology. Taiwan’s Ocean Affairs Council said on October 26 it is funding a National Cheng Kung University team building an artificial intelligence system that coordinates mixed drone fleets for wide-area maritime surveillance.[9] The council said the system would bolster “whole-of-society defense resilience.”
Philippines and Southeast Asia
The Philippines hosts the 20th meeting of Southeast Asian defense ministers and the 13th expanded meeting with eight partner countries on October 28 and 29 in Lapu-Lapu City, Cebu.[10] This corrects the October 26 report, which placed the meeting in Manila based on a question at China’s Foreign Ministry. Defense Department spokesperson Arsenio Andolong said Hegseth is expected on October 28 and that China was invited, but “as of this moment, we have no confirmation of their attendees.” He said the South China Sea will be on the agenda and that Defense Secretary Gilberto Teodoro Jr. will speak on Hegseth’s engagements during the October 29 handover of the chair to Singapore.
The host will also run two informal ministerial meetings, one between Southeast Asian ministers and Japan and one with the United States, and proposed joint statements still need consensus.[11] The talks give Washington a forum to press maritime cooperation just as Beijing’s attendance remains uncertain.
United States and Partners
The United States, Australia and Britain named USS Colorado, a Virginia-class attack submarine, as the first boat assigned to Submarine Rotational Force-West, with its rotation beginning in late 2027.[12] The force is projected to host up to four US attack submarines and one British attack submarine at HMAS Stirling in Western Australia, and a US submarine maintenance period starts there later this week. Hegseth, Australian Defence Minister Richard Marles and British Defence Secretary Wes Streeting called the step “a decisive step in strengthening collective deterrence in the Pacific.” The rotation gives US attack submarines a maintenance base on the Indian Ocean side of the theater.
Homeland Security suspended the program that let pre-screened Chinese nationals visit the Northern Mariana Islands without a visa, effective October 30.[13] The department judged that Chinese nationals “are almost certainly exploiting” the program and cited past onward travel to Guam aboard smuggling boats, activity near sensitive military installations and birth tourism. The islands sit next to Guam, the main US hub for any Western Pacific crisis.
The State Department also released the communique from the first US-Pacific Islands conference of police ministers, held in Los Angeles on October 21 and 22 and co-hosted with Palau.[14] It said Western Hemisphere cartels have trafficked more narcotics through the Pacific than Asian groups since 2024, and that cartel semi-submersibles have been recovered in the waters of Fiji, the Marshall Islands and the Solomon Islands.
Tokyo is looking beyond its borders to test long-range weapons. Gen. Masayoshi Arai, chief of staff of Japan’s Ground Self-Defense Force, said on October 27 that Japan is studying overseas ranges, and Indian sites are under consideration for the Type 25 anti-ship missile, which has a range of about 1,000 kilometers, and for small attack drones.[15]
India and China
Fresh face-offs along the India-China frontier in Arunachal Pradesh are testing the two countries’ thaw. The head of India’s Indo-Tibetan Border Police said on October 22 that confrontations were continuing at several locations.[16] China’s Foreign Ministry replied on October 26 that China “conducts normal border patrol and control activities” and keeps diplomatic and military channels open with India.[17]
Domestic Affairs
Japan’s cyber crisis deepened on October 27 when a hacker group began leaking client data stolen from GMO Internet Group and threatened to expose user data from more than 26,000 servers unless the company pays a $1 million ransom.[18] The leak follows the October 26 emergency cybersecurity meeting called by Prime Minister Sanae Takaichi. Chinese leader Xi Jinping sent condolences on the death of former Prime Minister Yasuo Fukuda and urged Japan’s current leaders to “abide by the four political documents” between the two countries, Xinhua reported.[19] China’s Foreign Ministry used its October 27 briefing to say that accepting the verdict of the post-war Tokyo Trials is “the prerequisite for Japan’s postwar return to the international community.”[20]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
No new allegation of war crimes or attacks on civilians in the Indo-Pacific theater was found in the sources reviewed for this window.[21]

What to Watch (Assessment)
- Whether China sends its defense minister to Cebu, and what Teodoro says about Hegseth’s visit on October 29.
- Whether North Korea adds guns or troops at the Gimpo and Kaepung sites.
- What Cassis hears in Pyongyang about talks with Washington.
- Whether the GMO leak widens and Tokyo responds with new rules.
Geography & Strategic Position
North Korea’s guns at Kaepung and across the Jogang River sit within sight of Gimpo, so the border’s western end is now the theater’s most crowded flashpoint.[29] The Western Australia rotation adds a US submarine base far from China’s coast.[30]
Military & Security
The two-point gun deployment and a no-notice Chinese rocket drill show both rivals rehearsing quick moves without firing.[31] Taiwan’s naval count rose while air activity stayed low.[32]
Alliances & Diplomatic Networks
The Cebu meetings and the AUKUS announcement show Washington working through both multilateral and small-group formats in the same week.[33] Switzerland’s new office gives Pyongyang a rare Western channel.[34]
Economic & Industrial Power
Japan’s search for Indian test ranges reflects limited space at home to test longer-range missiles.[35] The GMO extortion attempt puts a price on weak cyber defenses in a major allied economy.[36]
Technology & Critical Infrastructure
Taiwan’s drone-swarm surveillance project and the reported jamming pods on a Chinese bomber point to a contest over sensing and electronic warfare at sea.[37]
Domestic Politics & Information
Deepfake videos of North Korean troops show how quickly false imagery can inflate a real deployment.[38] Beijing pairs condolences for Fukuda with history lessons for Tokyo’s current leaders.[39]
Strategic Leverage & Outcomes
Washington gains reach through the submarine rotation and closes a Chinese travel route next to Guam.[40] Assessment: US interests are best served if allies in Cebu agree on maritime monitoring and Seoul keeps the border guns from turning into an exchange of fire.
Score 3/5Evidence confidence: LowTrend: Stable
Strategic assessment
- Relative advantage
- The United States, which added a submarine rotation and tightened entry near Guam.
- Critical vulnerability
- Artillery close to Gimpo with thin inter-Korean crisis contacts.
- Decisive uncertainty
- Whether China attends the Cebu meetings at minister level.
- Likely trajectory
- Steady pressure around Taiwan and more fortification on the Korean border.
- Strategic outcome
- Not yet determinable.
