Key Takeaways: 5 things to know
- The Oleshky ceasefire passed 30 hours without an incident, Ukraine’s rights commissioner said, and the Kremlin said the zone was always wider than the town (see Oleshky Ceasefire Holds).
- Russia fired one ballistic missile and 88 drones overnight, air defenses downed 71 drones, and strikes killed two people over the past day (see Russian Strikes on Ukraine).
- Zelensky said Ukraine gets about 12 Patriot missiles a month but used 35 missiles so far this month, as Poland won a Patriot repair site (see Air Defense and Allied Support).
- Zelensky said Russia seems serious about the November Abu Dhabi talks, while a newspaper said Putin spent the Nordic call on history (see Talks and Diplomacy).
- Fires broke out at a Novomoskovsk chemical plant and near a Lipetsk steelworks after drone attacks, and Russia claimed 531 drones downed in all (see Ukraine’s Strikes in Russia).

The Air Force recorded hits at eight locations and debris at two, and those figures count locations, not munitions; it did not say whether the hits came from drones or the missile.[8] Russia’s overnight figure of 531 drones covers 8:00 PM to 8:00 AM Moscow time, and its separate 24-hour figure of 617 drones overlaps it, so the two should not be added.[9] Ukraine did not confirm either Russian figure.
This Ukraine war update for October 28, 2026, covers the first 30 hours of the Oleshky ceasefire, a lighter Russian night attack of one ballistic missile and 88 drones, Zelensky’s warning that Ukraine fires Patriot interceptors far faster than it receives them, the Abu Dhabi talks agenda, and reported Ukrainian strikes on a chemical plant and a steelworks in Russia.[1] It follows yesterday’s Ukraine war update; the War Room, Middle East war update and Russia-Ukraine News Hub give context.
Oleshky Ceasefire Holds
The local ceasefire around occupied Oleshky passed 30 hours without a single incident, Ukraine’s human rights commissioner, Dmytro Lubinets, said on October 28, crediting his contacts with Russia’s commissioner, Yana Lantratova, and thanking First Lady Melania Trump for her role.[10] The Kherson Oblast governor said no strikes on critical or civilian infrastructure were reported in the region over the past day, and a Marine Corps spokesman said both sides were observing the truce as of 8:00 AM Kyiv time.[11] The ceasefire is set to last until November 1 to allow evacuations and aid deliveries.
The truce’s area is now in question. Melania Trump said on October 27 that the ceasefire had taken effect across the entire region, and Kremlin spokesman Dmitry Peskov, asked whether the original deal covered more than the town itself, said “Of course.”[12] Update: yesterday’s report described the truce as covering one occupied town; both sides now describe a wider zone around it, though neither has published its boundaries.
Russian Strikes on Ukraine
Russia’s overnight attack was far smaller than the 16-missile night before. The Air Force said Russia launched an Iskander-M/S-400 ballistic missile and 88 drones, 38 of them jet-powered Shaheds, along with cheap Banderol cruise missiles and decoys, and that 71 drones were downed or jammed by 8:00 AM Kyiv time.[13] Over the past day, strikes killed one person and injured another in the Synelnykove district of Dnipropetrovsk Oblast, injured three in the city of Dnipro, killed one and injured three in Donetsk Oblast, and injured six in Kharkiv Oblast, two in the Zaporizhzhia district and two in Sumy Oblast.[14]
In the city of Kharkiv, strikes damaged a warehouse, an office building, two apartment blocks and an entrance to a metro station, and in Derhachi, north of the city, they damaged homes, warehouses and a petrol station.[15] Officials said Russia used a missile, guided aerial bombs and drones in those attacks. The pressure on the capital continues: Zelensky said in his October 27 evening address that more than 100 ballistic missiles had been launched at Kyiv and the surrounding Kyiv region in two weeks.[16]
Air Defense and Allied Support
Zelensky put a number on the interceptor shortage. He said Ukraine receives an average of 12 Patriot missiles a month from the United States this year but had used 35 so far this month.[17] Update: yesterday’s report carried his complaint that Kyiv had waited nearly a month for Secretary of War Pete Hegseth’s approval. Zelensky now says Hegseth signed off on a package of 12 missiles, while approval is still needed for 23 more that Ukraine secured from other countries.
The Department of War announced on October 27 that Poland will host the European Patriot PAC-3 Missile Maintenance Facility, with supply-chain work led by Germany, the Netherlands and Sweden.[18] Under Secretary of War Michael Duffey said the site puts “critical sustainment capability on NATO’s Eastern Front.” The facility is a repair and sustainment site, not a new source of interceptors.
Partners added non-military support. The Dutch government said it will give Ukraine €1.2 billion in non-military aid over three years, focused on energy, water and business support, with €40 million fast-tracked this year to repair energy infrastructure.[19] Separately, a report on the Pentagon’s drone competition at Camp Grayling said export hurdles and visa waits slowed Ukrainian firms’ entry.[20]
Talks and Diplomacy
Zelensky said partners who spoke to Putin on October 27 relayed “indications that the Russians are serious” about the meeting of negotiating teams in Abu Dhabi in November.[21] He said the agenda from Kyiv’s side includes de-escalation on energy and at sea, prisoner exchanges and the format of a leaders’ meeting. Peskov said no European leaders other than Finland’s Alexander Stubb and Norway’s Jonas Gahr Støre had asked for calls with Putin.[22] A newspaper report, citing unnamed sources, said Putin spent most of the 90-minute call on Russian history and that Ukraine’s calls for an immediate ceasefire were barely discussed.[23]
The call split Europe. Danish Prime Minister Mette Frederiksen said she was “skeptical” and that one should be careful about giving Putin an opportunity, while Zelensky defended the two leaders and said Trump had already ended Russia’s isolation.[24] Trump said “there’ll be a meeting set up very soon” between Putin and Zelensky.[25] Deputy Foreign Minister Sergey Ryabkov said Russia is preparing for the talks but does not expect the US midterm elections to improve relations.[26] Zelensky also said Moscow wants a separate deal with NATO or the US that would reshape Europe’s security order, which he said should only be discussed after the war ends.[27]
Sanctions policy is shifting around the diesel deal. A newspaper report, citing an unnamed US official, said the Trump administration is weighing lifting sanctions on Russia’s sovereign investment fund, which is involved in the diesel deal.[28] Zelensky warned that the deal “opens the door” for similar steps on fertilizer, gas, frozen assets and sanctioned individuals.[29] He also said his deputy chief of staff, Pavlo Palisa, turned down the post of ambassador to the United States to return to the front.[30]
Ukraine’s Strikes in Russia
Drones attacked the Azot chemical plant in Novomoskovsk, Tula Oblast, overnight, and open-source analysis of residents’ footage suggested the fire was in an ammonia production unit.[31] Ukraine’s Foreign Intelligence Service has said the plant supplies nitric acid to an explosives maker in Dzerzhinsk. Tula’s governor confirmed damage in the city’s industrial zone, and Russian officials said falling debris damaged apartment buildings and houses there.[32] Earlier in the night, monitoring channels reported a fire near the Novolipetsk Metallurgical Plant in Lipetsk; Ukraine’s military did not comment.[33]
Ukraine’s General Staff said its forces hit a Tor-M2 air defense system near Rzhava in Kursk Oblast, an electronic warfare station near Semyachki in Bryansk Oblast, a radar in Russia and a supply depot near Valerianivka in occupied Donetsk Oblast.[34] Russia’s Defense Ministry claimed 531 drones downed in all over 13 regions overnight, and Lipetsk’s governor said one person needed medical care.[35]
Front Lines
Ukraine’s General Staff reported 191 combat clashes over the past day, with the most Russian assaults on the Pokrovsk, Kostiantynivka and Huliaipole fronts; the Pokrovsk front alone saw 32.[36] In Kupiansk, Joint Forces Group spokesman Viktor Trehubov said no further Russian infiltration had been recorded since Operation Veles, though troops of both sides remain in the city and Russian groups of “several dozen, roughly” hold positions in its northern districts.[37] Russia’s Defense Ministry claimed its forces captured Alisovka in Kharkiv Oblast and Barilovka in Sumy Oblast; Ukraine has not confirmed this.[38]
Ukraine’s military intelligence named 49 Russian and Belarusian companies building Rassvet, a low-orbit satellite network meant as Russia’s answer to Starlink, with Bureau 1440 as the main contractor.[39] Zelensky, responding to Elon Musk, said Ukraine uses Starshield terminals only against Russian troops on Ukrainian territory, calling the use “defensive.”[40]
Domestic Affairs
Ukraine is still choosing an ambassador to Washington. Zelensky said Yuliia Svyrydenko, Dmytro Kuleba and Palisa were considered for the ambassador post, noting that Palisa has an American education and that Trump knows him.[41] The Dutch aid package includes €55 million in energy equipment for Kyiv ahead of winter.[42]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
Volodymyr Obertas, a press officer with the Borysfen Brigade and a native of occupied Oleshky, was killed in Kherson when Russian forces remotely detonated an explosive device while he was helping journalists, the brigade said; it did not give the date in the report relayed.[43] Strikes on homes in Kharkiv, Derhachi and Cherkaska Lozova damaged houses, cars and a garage.[44] Kherson’s governor said four people injured on earlier days sought medical care.[45] These are reported incidents, not court findings.

What to Watch (Assessment)
- Whether the Oleshky ceasefire holds to November 1 and evacuations begin, and whether the sides publish its boundaries.
- Whether Washington approves the 23 Patriot missiles Ukraine sourced abroad before Russia’s next heavy ballistic night.
- Whether the Abu Dhabi technical meeting gets a date and an agreed agenda.
- Whether the US moves on sanctions relief for Russia’s investment fund.
Geography & Strategic Position
Russia keeps Kyiv as its main ballistic target while the Oleshky truce freezes one small stretch of the Dnipro front.[52] Ukraine’s reach runs to chemical and steel plants deep in central Russia.
Military & Security
Ukraine is firing Patriots at roughly three times the US delivery rate, so each heavy ballistic night spends scarce stock.[53] Hits on a Tor-M2 and a radar aim to open gaps for Ukrainian drones.
Alliances & Diplomatic Networks
The Nordic call drew a public rebuke from Denmark, showing that Europe has no single channel to Moscow.[54] Poland’s selection as the Patriot repair hub ties Europe’s air defense supply to NATO’s eastern flank.
Economic & Industrial Power
Possible sanctions relief for Russia’s investment fund would widen the diesel deal into a broader economic opening for Moscow.[55] The Netherlands is funding repairs to Ukraine’s grid over three years.
Technology & Critical Infrastructure
Russia is building its own Starlink alternative with dozens of firms, which would cut its reliance on foreign satellite links.[56]
Domestic Politics & Information
Kyiv is fighting a public argument in Washington, from Musk’s Starshield claims to the choice of an ambassador Trump knows.[57]
Strategic Leverage & Outcomes
For US interests, the near-term tests are whether the Oleshky truce holds as proof the mediation channel works, and whether interceptor approvals keep pace with Russian ballistic fire.[58]
Strategic assessment
This window brought a much lighter night of strikes than the one before and the first full day of a local truce, but no sign of a wider pause. Russia is preparing for Abu Dhabi while striking Kyiv’s region heavily, and Ukraine’s interceptor stock, not diplomacy, sets how much damage those strikes do.
