The Air Force’s 16 hit locations and 14 debris sites count places, not munitions.[27] The two air defense hits are a Pantsir-S2 system and an S-400 command post vehicle, per Zelensky. Russia’s Defense Ministry published no drone interception total in the TASS items checked.

This Ukraine war update for November 1, 2026, covers a 433-drone overnight attack on Ukraine’s power grid, a reported drone strike that set the Kstovo refinery ablaze, and new talk of a Putin-Trump encounter at APEC.[1] It follows yesterday’s Ukraine war update; the War Room lists every theater.

Russian Strikes on Ukraine

The Air Force said the drones were launched from the Oryol, Kursk, Shatalovo, Bryansk and Millerovo areas and occupied Donetsk; more than 40 were still in Ukrainian airspace at 07:30 Kyiv time.[28] Zelensky said substations, transformers and power lines were hit in Dnipropetrovsk, Vinnytsia, Zhytomyr and Khmelnytskyi oblasts, and that “hundreds of thousands” of households remained without electricity.[29]

His weekly totals put Russia’s launches at 1,940 attack drones, more than 1,580 guided bombs and 44 missiles. He added: “Every day, we communicate our need for Patriot missiles to America, Europe, and other partners who can help.”[30] Regional authorities reported one person killed and at least 47 injured over the past day, including three DTEK energy workers, and DTEK introduced emergency outages in Kyiv.[31]

In Kramatorsk, an airstrike destroyed the city council’s executive committee building late on Oct 31. “They can destroy a building, burn our land and steal our memories. But they cannot destroy our right to a future,” said Oleksandr Honcharenko, head of the city’s military administration.[32]

Ukraine’s Strikes in Russia

Footage of a large fire at the Kstovo refinery in Nizhny Novgorod Oblast began circulating around 04:11 local time, according to monitoring channels; there was no official comment on the refinery itself.[33] Governor Gleb Nikitin said an industrial facility in the region was significantly damaged and a woman in a car was hurt by drone debris.[34]

Zelensky said Ukrainian forces hit a Pantsir-S2 air defense system and an S-400 command post vehicle, together worth about $70 million, and thanked the Security Service of Ukraine.[35] The Kamensky Plant strike he also cited was covered in yesterday’s report.

Front Line and Casualty Claims

DeepState reported that Russian forces advanced near Mykolaiivka in Donetsk Oblast.[36] Ukraine’s General Staff put Russian losses at 2,100 over the past day and 54,400 in October, its highest monthly figure of the war.[37][38] Russia’s Defense Ministry claimed up to 1,175 Ukrainian troops were killed or wounded over the same day.[39] Unmanned Systems Forces commander Robert Brovdi said his units hit 64,807 targets in October, one every 41 seconds on average.[40] None of these figures can be verified independently.

Air Defense and NATO’s Flank

Speaking in Istanbul, Zelensky said he would ask partners to lend Ukraine “10, 20 or 30” interceptors, to be replaced later from the US package of 500 PAC-3 missiles.[41] Romania’s defense ministry said two drones entered its airspace on the evening of Oct 31, prompting alerts in six counties and the launch of four F-16s; one drone left and the other was last tracked between Vaslui and Bacău.[42]

Talks and Diplomacy

Rubio said in Atlanta that he and Lavrov “spoke just briefly about the opportunity for our leaders to potentially interact at APEC next month,” with “no firm commitments about G20.”[43] He also said, “I don’t know if a negotiated peace is achievable in Ukraine. That’s what we’re trying to find out.”[44] At the G20 meeting, Lavrov criticized ship seizures, sanctions and asset freezes, the Russian Foreign Ministry said.[45]

Kremlin aide Yury Ushakov said the first rounds of talks should be three-way, with the United States, Russia and Ukraine, and that Zelensky “is free to come” to Moscow if he wants to negotiate.[46][47] Finnish President Alexander Stubb said he and Norway’s prime minister called Putin at Ukraine’s request to open a channel, adding that Finland “is not acting as a mediator.”[48] Asked about inviting Zelensky to the G20 summit, Trump said he would have no problem doing so, Ukrainska Pravda reported.[49]

Domestic Affairs

The US Embassy in Moscow warned on Oct 31 of “a credible threat of a mass casualty event” at the Tsaritsyno Museum Reserve and said it was coordinating with Russian authorities.[50] Russia’s Federal Security Service confirmed receiving the warning, TASS reported, via The Kyiv Independent.[51] No attack had been reported at the site by the data cutoff in the sources checked.

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Zelensky said Russian forces have killed about 120 members of the Ukrainian clergy and destroyed or damaged about 800 religious buildings; this is his government’s figure and was not independently verified.[52] He also briefed Ecumenical Patriarch Bartholomew in Istanbul on the Oleshky evacuation.[53] No court has ruled on these allegations.

What to Watch (Assessment)

  • Russian official comment on the Kstovo refinery and any change in its output.
  • Restoration of power in the four regions hit overnight.
  • Whether the White House confirms plans for a Putin-Trump meeting at APEC.
  • Any partner agreeing to lend Patriot interceptors ahead of US deliveries.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

Russia’s overnight drones targeted substations in central and western Ukraine, from Vinnytsia to Khmelnytskyi, far from the front.[2] Ukraine’s reach ran the other way, to a refinery in Nizhny Novgorod Oblast, east of Moscow.[3]

Military & Security

The Air Force reported 371 of 433 drones shot down or jammed, leaving more than 40 still airborne at the morning count.[4] On the ground, DeepState reported a Russian advance near Mykolaiivka in Donetsk Oblast.[5]

Alliances & Diplomatic Networks

Washington is still talking to both sides: Rubio said he spoke briefly with Lavrov about leaders meeting at APEC, while the Kremlin wants the first rounds of any talks to be three-way.[6][7]

Economic & Industrial Power

Kstovo is among Russia’s largest refineries, with a design capacity of about 17 million tonnes a year, according to Ukrainska Pravda.[8] Ukrainian officials told The Kyiv Independent that Kyiv never agreed to pause refinery strikes.[9]

Technology & Critical Infrastructure

Interceptor supply is the pressure point: Zelensky said Russia launched 44 missiles in a week, 36 of them ballistic, and asked partners to lend Patriot rounds before the US package arrives.[10][11]

Domestic Politics & Information

Both armies published record-style casualty claims, which cannot be checked independently; the General Staff called October Russia’s costliest month of the war.[12]

Strategic Leverage & Outcomes

Russia keeps pressure on the grid as winter nears, while Ukraine’s deep strikes and the APEC channel give both sides cards ahead of any negotiation.[13][14]

Strategic assessment

Relative advantage
Russia in mass drone and ballistic attacks; Ukraine in long-range strikes on refineries.
Critical vulnerability
Ukraine’s shortage of ballistic-missile interceptors.
Decisive uncertainty
Whether a Putin-Trump meeting happens at APEC.
Likely trajectory
More grid attacks and refinery strikes through November.
Strategic outcome
Not yet determinable.
