Official counts and claims, October 30, ~7:30 AM ET, to October 31, ~7:30 AM ET.
The Air Force’s 20 hit locations and 10 debris sites count places, not munitions.[35] The Kamensky hit counts one plant, where the General Staff reported four workshops damaged. Russia’s Defense Ministry claimed drone strikes on Ukrainian logistics and energy sites and on a cargo ship off Odesa without giving counts, and Ukraine has not confirmed the ship strike.[36]
This Ukraine war update for October 31, 2026, covers an overnight drone attack that left almost 300,000 households without power, a Ukrainian missile strike on a Russian rocket-fuel plant, a US-approved Patriot sale with distant deliveries and the end of the Oleshky evacuation.[1] It follows yesterday’s Ukraine war update; the War Room lists every theater.
Russian Strikes on Ukraine
Russia sent 134 Shahed, Gerbera and decoy drones overnight, and Ukraine’s Air Force said 105 were destroyed or jammed by 8:30 AM Kyiv time, 49 of them jet-powered Shaheds.[37] Zelensky said the attacks hit four electrical substations in Dnipropetrovsk Oblast, a combined heat and power plant in Shostka, rail sites in Dnipro and Kharkiv, and a gas facility, leaving about 200,000 households in the Dnipro area and more than 80,000 in Kyiv Oblast without power.[38] DTEK said one Dnipro facility was hit again after crews had spent almost two days repairing it.[39]
On the evening of October 30, a strike on an energy facility in Kyiv cut power to parts of four districts and lowered water pressure across the city, Mayor Vitali Klitschko said.[40] Earlier that day, Russia struck Dnipro’s railway station for a second day; one woman was injured, and staff and passengers were in shelters.[41]
Regional officials reported five people killed and at least 46 injured over the past day.[42] In Sloviansk, a 73-year-old man and a 16-year-old boy traveling with his parents were killed.[43] Russia carried out 935 attacks on 51 settlements in Zaporizhzhia Oblast, killing one person (see Munitions Count).[44] Two drones set fires at a non-residential building and a car wash in Sumy, with no casualties reported.[45]
Ukraine’s Strikes in Russia
Ukraine’s General Staff said Neptune missiles and drones struck the Kamensky Plant in Kamensk-Shakhtinsky, Rostov Oblast, overnight, setting a warehouse on fire and damaging four production workshops.[46] It said the plant makes solid rocket fuel for Uragan, Smerch and Tornado-S rocket launchers and other missiles. The same night, drones attacked Ufa, where Russian outlet Astra said the Bashneft-Novoil refinery’s catalytic reforming unit appeared to be burning; there was no independent confirmation.[47]
The General Staff also placed the Iskander-M launcher Zelensky mentioned yesterday near Fatezh in Kursk Oblast, at a site used to reload ballistic missiles.[48] Satellite images released by Ukrainian analysts showed two Su-34 bombers destroyed at Marinovka air base, matching the Navy’s October 29 claim.[49] Ukraine’s 3rd Army Corps said Hornet attack drones struck a Russian Mi-8 helicopter twice after it landed in occupied Luhansk Oblast, destroying it.[50]
Inside Russia, Kaliningrad and nearby towns lost power and mobile internet shortly before midnight local time, and authorities gave no cause.[51] Moscow’s mayor said air defenses destroyed two unmanned aircraft heading for the capital.[52] Russia’s Defense Ministry said its drones hit a dry cargo ship 18 kilometers south of Odesa that it claimed was carrying military cargo.[53]
Air Defense and Allied Support
The State Department approved a possible sale of 500 PAC-3 MSE Patriot interceptors to Ukraine for an estimated $2.1 billion, paid for by Canada, Germany and Norway through the JUMPSTART program and by EU-financed Ukrainian funds, with no US money involved.[54] A Radio Free Europe/Radio Liberty correspondent, citing sources, said deliveries are not expected before 2030, and Zelensky asked for a winter package of 100 interceptors a month from existing stocks.[55] NATO’s top commander, Gen. Alexus Grynkewich, told Bloomberg that nothing in the European-funded PURL packages has been delayed and that a delivery arrived within the last week.[56]
The European Commission prepared a mechanism to release the remaining €45 billion of its €90 billion loan in 2027, Reuters reported.[57] A separate Commission proposal would pay €8.04 billion under the Ukraine Facility, €264.6 million less than requested, because of unfinished reforms.[58] Prime Minister Mark Carney said Canada will contribute an initial €500 million to the Ukraine Support Loan.[59]
Talks, Oleshky and the G20
The last of four planes carrying people evacuated from occupied Oleshky landed in Gomel, Belarus, and lawmaker Davyd Arakhamia said they would be on Ukrainian territory within hours.[60] Human rights commissioner Dmytro Lubinets said the local ceasefire had held for 87 hours without a violation.[61] Volunteers told hromadske that Russian forces removed bodies and cleaned streets before journalists arrived, and that about 100 bodies were being kept in the hospital basement.[62] Kremlin spokesman Dmitry Peskov said there is no agreement yet on mutual prison visits by the two ombudsmen.[63]
On the wider talks, Kremlin aide Yury Ushakov said the Russia-US-Ukraine meeting in Abu Dhabi “will be set for November.”[64] Peskov said Moscow is against “a ceasefire that will give Ukrainians a respite” and will not halt combat before the talks.[65] In Atlanta, Lavrov said Russia’s “position has not changed” and complained that Zelensky “keeps boasting” about long-range missiles.[66] He also said the Russia-US diesel deal “causes irritation” in Congress.[67]
The G20 foreign ministers’ meeting in Atlanta skipped its family photo after European ministers refused to pose with Lavrov, according to German, British and US media reports.[68] Polish Foreign Minister Radosław Sikorski said he would tell Lavrov, “Sergei, tell your boss enough is enough.”[69] Secretary Rubio opened the plenary by focusing on freedom of navigation and food security without naming Russia in his opening remarks.[70] Today’s Trade War report covers Rubio’s opening of the meeting, and the China Taiwan News report covers Japan’s talks with Lavrov in Atlanta.
Domestic Affairs
Ukrainska Pravda reported that former prosecutor general Ruslan Kravchenko was stopped at the Shehyni crossing because of a flag from anti-corruption agencies but let through after a call from Kyiv, citing law-enforcement sources.[71] State Border Guard Service spokesman Andrii Demchenko denied that a call from Kyiv let Kravchenko cross.[72] Ukraine’s government also faces a 2027 budget gap of at least €70 billion, Kyiv Independent reported, which the EU and Canadian pledges aim to narrow.[73]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
Ukrzaliznytsia named five railway employees killed in the October 29 strike on Dnipro station while helping passengers evacuate.[74] In Kremenchuk, relatives said a mother killed on October 29 shielded her two children with her body.[75] Ukraine’s UN ambassador, Andrii Melnyk, called for an emergency Security Council meeting over the attacks on Dnipro, Chernihiv and Kremenchuk.[76] Ukrainian intelligence said Russian authorities in occupied Crimea are training children as young as seven to fly drones and handle assault rifles.[77] These are allegations by parties to the conflict; no competent body has made findings on these incidents.

What to Watch (Assessment)
- Zelensky’s talks with President Erdoğan in Istanbul and any Black Sea security announcement.
- Whether Washington offers Patriot interceptors from existing stocks before the new missiles are built.
- The date of the Russia-US-Ukraine meeting in Abu Dhabi.
- Repairs to Dnipro and Kyiv power and water systems as temperatures fall.
- Russian confirmation, or denial, of damage at Kamensk-Shakhtinsky and Ufa.
Related War Room Reports
Geography & Strategic Position
Russia’s strikes stayed concentrated on the Dnipro and Kyiv power grids and on rail hubs in Dnipro and Kharkiv, the arteries that carry people and supplies to the eastern front.[2] Ukraine’s reach ran the other way, from the Rostov region near the border to the Ufa refineries in Bashkortostan.[3]
Military & Security
Ukraine’s Air Force logged drone hits at 20 locations (see Munitions Count).[4] Ukraine’s General Staff said it also struck four Russian logistics depots in occupied Donetsk, Zaporizhzhia and Luhansk oblasts.[5] We assess that both sides are targeting the other’s supply chains, fuel and power rather than the front line alone.
Alliances & Diplomatic Networks
Europe kept Russia at arm’s length at the G20 meeting in Atlanta, where the customary family photo was reportedly dropped after European ministers refused to stand beside Sergey Lavrov.[6] Turkey’s presidency said Zelensky would visit Istanbul on October 31 to discuss the war and Black Sea security.[7]
Economic & Industrial Power
Europe and Canada are carrying more of UkraineEurope and Canada are carrying more of Ukraine’s 2027 financing, with fresh loan commitments announced in this window (see Air Defense and Allied Support).s 2027 financing, with fresh loan commitments announced in this window (see Air Defense and Allied Support).[8] Allies, not Washington, are paying for the new Patriot buy (see Air Defense and Allied Support).[9]
Technology & Critical Infrastructure
Fire Point’s chief executive said the company’s missiles and drones can now finish missions without a satellite link, though she put that at only 15 to 20% of what Starlink access over Russia would allow.[10] Zelensky said Ukraine’s deep-strike units will be expanded to reach facilities from Yamal to Western Siberia.[11] Today’s Space War report covers the satellite angle.
Domestic Politics & Information
A Ukrainska Pravda investigation said former prosecutor general Ruslan Kravchenko was let across the Polish border after a call from Kyiv despite an anti-corruption flag, a claim border guards denied.[12] Lavrov dismissed reporting that Moscow prefers a phone call to a Putin-Zelensky meeting, telling a reporter, “Oh, don’t believe them.”[13]
Strategic Leverage & Outcomes
Moscow says it will not pause fighting before the Abu Dhabi talks and that its war aims are unchanged, while Kyiv is answering with deeper strikes and new air-defense purchases (see Talks, Oleshky and the G20).[14] We assess that neither side is offering concessions ahead of the November meeting.
Strategic assessment
- Relative advantage
- Russia holds the initiative in strikes on Ukraine’s energy grid.
- Critical vulnerability
- Ukraine’s interceptor stocks heading into winter.
- Decisive uncertainty
- Whether existing Patriot stocks can be sent before new missiles are built.
- Likely trajectory
- More strikes on power and fuel on both sides before the Abu Dhabi talks.
- Strategic outcome
- Not yet determinable.
