This trade war news update for October 31, 2026, covers a light day: shippers pressed the United States to keep its port fees on hold, China demanded the end of a US ban on its testing labs, and Rubio opened G20 talks on shipping and food security.[1][2][3] It follows the October 30 trade war update; see the War Room and the Trade War News Hub.

Shipping Fees and Ports

The US Trade Representative has proposed to suspend its Section 301 action against China’s shipbuilding sector for two more months, through January 9, 2027, to allow further talks with Beijing.[13] In an October 30 filing, Italy’s Grimaldi Group backed the extension and asked for a permanent suspension of fees on foreign-built vehicle carriers; it said customers fear it could move ships out of US trades, and that 74.7 percent of its US import volume belongs to American automakers.[14] The current suspension ends on November 9.[15]

On the West Coast, the Pacific Maritime Association and ILWU Local 26 extended talks to 5 p.m. Pacific time on November 4, delaying a strike threatened for November 1; Local 26 members work at terminals that handle about 85 percent of cargo at Long Beach and 33 percent at Los Angeles.[16] In London, court filings showed the Baltic Exchange received two whistleblower claims of attempted manipulation of the TD3C tanker rate from Saudi Arabia to China since the Iran war began; one inquiry found no manipulation and the other is still open, and Mercuria rejected any allegation of wrongdoing.[17]

China and Technology

China’s Commerce Ministry urged the United States to “immediately revoke” its ban on Chinese labs certifying smartphones and computers, warning of supply chain disruption.[18] Today’s China Taiwan News report covers the security side.

G20 and Deals

Opening a G20 plenary in Atlanta on October 30, Rubio said the world faces “interconnected economic and geopolitical crises” that threaten energy and food supplies, supply chains, trade and freedom of navigation; the session covered navigation and food security.[19] On the sidelines, Rubio and Saudi Foreign Minister Faisal bin Farhan signed the contract for US participation in Expo 2030 Riyadh, which the State Department said the United States will use to expand commercial openings for US firms.[20] Today’s Ukraine War Update covers Lavrov’s reception in Atlanta.

Venezuela Oil

Reuters reported that the deal President Trump called the biggest oil deal in history hands 17 Venezuelan oilfields to North American Blue Energy Partners, which pledges to lift output from about 224,000 barrels a day in mid-October to more than 1 million.[21] The deal gives Washington a 35 percent stake in the company’s parent and the right to buy 20 percent of output at production cost.[22] President Donald Trump tied Venezuela to the cost of the Iran war, saying the United States recovered that money “with plenty” from what it did in Venezuela.[23] Today’s Americas Security Update covers the diplomacy.

Energy and Markets

Spot gold fell below $3,900 to $3,880 an ounce on October 30, its lowest in 13 months, while Brent crude futures rose 2.7 percent to $113.70 a barrel and European gas traded near its highest level since late 2022.[24] Eurostat’s flash estimate put euro zone growth at 0.4 percent in the third quarter, down from 0.6 percent; Germany grew 0.2 percent and Spain 0.6 percent.[25] Today’s Iran War Update covers the Hormuz tanker attacks.

Trade Remedies

The Commerce Department preliminarily found that Korea’s HD Hyundai Electric and Iljin Electric did not sell large power transformers in the United States below normal value from August 2024 to July 2025; the notice is due in the Federal Register on November 2.[26]

Domestic Affairs

United States

The White House said the America First Seafood Strategy, launched a week earlier, includes a voluntary “U.S. Caught Seafood” label and more than $5 billion in guaranteed loans for meat and seafood processing.[27] The October 28 robotics and machinery proclamation (Proclamation 11077) was filed for public inspection and is due in the Federal Register on November 2.[28]

Europe

France’s third-quarter contraction came as the country faces high borrowing costs and cost-of-living unrest, CNBC reported.[29]

What to Watch

  • Whether USTR adopts the two-month extension before the port-fee pause ends on November 9.[33]
  • Whether port talks in Los Angeles and Long Beach reach a deal before the November 4 deadline.[34]
  • Whether Washington answers Beijing’s demand on the testing-lab ban before the Trump-Xi summit.[35]
  • What G20 ministers agree on shipping lanes and food security as the Atlanta meeting closes.[36]

Analysis

Deals & Agreements

The State Department framed the Expo 2030 contract with Saudi Arabia as commercial diplomacy, a platform for US companies over the five-month event starting October 1, 2030.[37] The Venezuela oil deal is a state-backed bet that depends on a little-known operator delivering a fourfold rise in output, so the US return depends on execution more than on the signed terms.[38]

Imbalances & Impact

Europe’s growth is slowing as energy stays expensive: euro zone growth fell from 0.6 to 0.4 percent in the third quarter, and gas near €103.50 per megawatt-hour keeps costs high for industry.[39][40] The data do not show how much of the slowdown is due to energy prices alone.

Chokepoints & Dependencies

A dispute involving about 250 watchmen could halt terminals handling about 85 percent of Long Beach cargo, because other union workers are unlikely to cross picket lines.[41] Device certification is a second chokepoint: China says the lab ban disrupts supply chains for smartphones and computers.[42]

Negotiating Power

The port-fee pause is a bargaining chip in talks with Beijing over shipbuilding; USTR tied the two-month extension to further negotiation.[43] Beijing’s demand that Washington “meet China halfway” on the lab ban shows it wants the ban folded into the same talks.[44]

Policy & Economics

Brent at $113.70 a barrel keeps inflation pressure on importers, and Rubio told the G20 that energy and food supply strains threaten the global economic order.[45][46] The preliminary transformer finding would spare two Korean suppliers new duties, which matters for US grid builders who need large transformers.[47]

Bloc Competition

The United States is using the G20 chair to put navigation and food security at the center of the agenda, while China presses its own case against US technology curbs.[48][49]

Business & Markets

Grimaldi said 86 percent of its US trade cargo is US exports or imports, so a return of fees on foreign-built car carriers would reach US automakers directly.[50] Manipulation claims about TD3C matter because billions of dollars in tanker contracts and derivatives are priced on it.[51]
