Key Takeaways: 4 things to know

  1. India launched a new navigation satellite on October 30 to strengthen NavIC, its regional alternative to the US Global Positioning System (see Launches & Constellations).
  2. Fire Point’s chief executive said its missiles can strike without a satellite link, but at only 15 to 20% of Starlink-level performance (see Space in Active Wars).
  3. SpaceX launched 27 Starlink satellites from Vandenberg Space Force Base in California early on October 31 (see Launches & Constellations).
  4. The Space Force promoted 56 Guardians to senior master sergeant, a record for the service, Air & Space Forces Magazine reported (see Domestic Affairs).

This October 31, 2026 Space War update is a light-day report: India launched a navigation satellite for its military-relevant regional system, a Ukrainian weapons maker described strikes without Starlink, and SpaceX flew another Starlink batch from a Space Force base.[1][2][3] It follows the Oct 30 update; see the War Room for all theaters.

Adversary Space Activity

No new Chinese or Russian military space activity with an attributed official or specialist report was found in the window. The Oct 30 update covers China’s Shenlong space plane passing over the United States.[12]

Launches & Constellations

A GSLV Mark II rocket launched India’s NVS-03 satellite from Satish Dhawan Space Centre at 2:21 PM ET on October 30, and the Indian Space Research Organisation said it reached its planned transfer orbit.[13] NavIC is “a regional navigation satellite system designed to provide accurate Position, Navigation and Timing (PNT) service to users in India,” the space agency wrote.[14] The constellation has three fully working satellites and needs four for its service.[15]

A Falcon 9 rocket launched 27 Starlink satellites to low Earth orbit from Vandenberg Space Force Base at 12:04 AM ET on October 31, and its first stage landed on a drone ship in the Pacific.[16]

US Space Force & Space Command

Neither spaceforce.mil nor spacecom.mil posted a new release in the window; their newest items were dated October 15 and October 1.[17][18] ESI Motion said its solar array drive electronics will support Lockheed Martin’s work on the Space Development Agency’s Proliferated Warfighter Space Architecture.[19]

Space in Active Wars

Fire Point chief executive Iryna Terekh told Reuters that the Ukrainian company had overcome Starlink restrictions for long-range strikes, Ukrainska Pravda reported.[20] Today’s Ukraine War Update covers the strikes.

Allies & Diplomacy

There were no new allied space pacts or joint statements in the window.[21]

Domestic Affairs

The Air Force Personnel Center released Space Force promotion lists on October 29: 56 Guardians were selected for senior master sergeant and 13 for chief master sergeant, Air & Space Forces Magazine reported.[22] The 56 new senior master sergeants equal more than a third of the 147 now at that rank.[23]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

No space-related civilian harm was reported in the window.[24]

Statements by Officials

No new on-record statements on military space by US or foreign officials were found in the window.[25][26]

What to Watch (Assessment)

  • Whether NVS-03 completes its checkout and restores four working NavIC satellites.
  • Whether the Space Development Agency announces new launches for its missile-tracking network.
  • Whether Starlink access over Russia changes for Ukrainian forces.

Analysis

About the framework

Geography & Strategic Position

India’s NavIC system covers India and a region reaching about 1,500 kilometers beyond its landmass, so it serves a home region rather than the globe (see Launches & Constellations).[4]

Military & Security

Fire Point’s chief executive said the company’s missiles and drones can now finish missions without a satellite link, though she put that at only 15 to 20% of what Starlink access over Russia would allow.[5]

Score 2/5Evidence confidence: LowTrend: Stable

Alliances & Diplomatic Networks

India expanded a navigation network under its own control, while no partner signed a new space pact with the United States in the window (see Allies & Diplomacy).[6]

Economic & Industrial Power

ESI Motion said it is supplying solar array drive electronics to Lockheed Martin for the Space Development Agency’s satellite network for missile tracking and communications.[7]

Score 3/5Evidence confidence: LowTrend: Stable

Technology & Critical Infrastructure

The NVS-03 launch brings India’s navigation constellation toward the four working satellites it needs, after running with three.[8]

Domestic Politics & Information

Space Force promotions to senior master sergeant reached 56, far above the previous record of 38, Air & Space Forces Magazine reported (see Domestic Affairs).[9]

Strategic Leverage & Outcomes

Assessment: Regional navigation systems such as NavIC reduce a country’s dependence on GPS, while Fire Point’s account shows what losing a commercial satellite link costs in war.[10][11]

Score 2/5Evidence confidence: LowTrend: Stable

Strategic assessment

Relative advantage
Countries with their own navigation satellites, such as India, rely less on systems run by others.
Critical vulnerability
Ukrainian long-range strikes still perform far below what Starlink access would allow, by Fire Point’s own estimate.
Decisive uncertainty
Whether NVS-03 completes checkout and restores a fourth working NavIC satellite.
Likely trajectory
Steady launch tempo and growing military reliance on space networks.
Strategic outcome
Not yet determinable.
