This China and Taiwan news update for November 1, 2026 covers a sharp rise in Chinese air activity, with 32 sorties tracked around Taiwan, a North Korean cluster-warhead missile test, and a Quad foreign ministers’ statement on economic coercion that set up a leaders’ summit in Manila.[1] It follows the Oct 31 Indo-Pacific update.

Korean Peninsula

North Korea’s Missile Administration tested a “Standard Type 2” cluster-bomb warhead for tactical ballistic missiles on Saturday, KCNA said, and claimed it could turn “a target area of 12 to 13 hectares” into ashes.[15] Its director said units would be able to choose among four warhead types “within this year.”[16] South Korea’s Joint Chiefs of Staff said the missile was fired toward the Yellow Sea from near Chongju and that allied forces had tracked preparations before the launch.[17] A South Korean analyst said the missile appeared to be a Hwasong-11 Ra.[18]

The FBI said in a cyber alert that North Korea was “responsible for the theft of more than $6 billion in virtual assets” from Binance on or about October 29, naming the TraderTraitor operation.[19] Asked about it at Mar-a-Lago, President Donald Trump said, “We don’t know if it’s North Korea, but if it is, we’ll talk to North Korea about it.”[20] Today’s Information War report covers the cyber side.

Rubio said Trump would be open to talks if Kim Jong-un “is prepared to talk with the United States about issues that are of concern to us and concern to our allies like South Korea,” adding that nothing had been scheduled.[21] South Korean Foreign Minister Cho Hyun used the G20 meeting to explain Seoul’s position on the September 21 mine blast in the Demilitarized Zone and to call for inter-Korean talks, his ministry said.[22]

Taiwan

Taiwan’s Defense Ministry said it detected 32 sorties of Chinese military aircraft, seven navy ships and two other official ships in the 24 hours to 6 a.m. Taipei time on November 1, more than twice the previous day’s figure.[23] Twenty-six aircraft crossed the median line into the northern, central, southwestern and eastern air defense zones, and Taiwan responded with patrol aircraft, navy ships and coastal missile systems.[24]

Taiwan’s coast guard said two Chinese coast guard ships took part in a new patrol off the east coast and that radio messages to ships were “a clear expansion of power that violate international law.”[25] A China Coast Guard spokesman said the vessel Hushi led “routine law enforcement patrols” east of Taiwan.[26] Another Chinese coast guard ship sailed near the Taiwan-held Pratas Islands, and Taiwan said it has expelled such ships from Pratas waters 13 times this year.[27]

Allies and Partners

The Quad foreign ministers of the United States, Australia, India and Japan met in Atlanta on October 31 and “expressed grave concerns regarding economic coercion, including through arbitrary export restrictions.”[28] They announced a first Quad Business Leaders’ Forum and said their export credit agencies will meet in Tokyo on November 18.[29] Rubio said a Quad leaders’ meeting will be held in Manila next month and that “it is not an anti-China or anti-anybody coalition.”[30]

President Trump is scheduled to attend the ASEAN summit in the Philippines before the November 18–19 APEC summit in Shenzhen, where he is to meet Xi Jinping. The office of First Lady Melania Trump said she “is not scheduled to attend” in person.[31] Cho also met EU foreign policy chief Kaja Kallas and British, Indian and Mexican ministers in Atlanta.[32] Today’s Ukraine War Update covers Rubio’s remarks on APEC and Lavrov.

China’s Military and Politics

The G20 foreign ministers ended their Atlanta meeting without consensus on key issues and stopped short of naming China over export restrictions.[33] HKT confirmed that a US Federal Communications Commission order requiring it to justify its US operations had “ceased,” after reports that it agreed to wind down its business there.[34] Today’s Trade War report covers the trade side.

Domestic Affairs

South Korea’s exports rose 93.7 percent from a year earlier to a record $115.3 billion in October on chip sales, Yonhap reported.[35] In Okinawa, police arrested a US Marine from Camp Hansen on suspicion of drunk driving during a curfew the US military imposed on October 9.[36] Former residents of the Russian-held islands Japan calls the Northern Territories held a memorial flight near the islands because exchange visits remain suspended.[37]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

No new war crimes or civilian harm in this theater were reported in the window. The Quad statement condemned criminal groups that traffic people into scam centers and force them to defraud victims.[38]

What to Watch (Assessment)

  • Whether the jump to 32 Chinese sorties continues or falls back to the lower levels of late October.
  • Whether North Korea fields the cluster warheads by year end, as it says it will.
  • Any US-North Korean contact after the FBI’s Binance attribution.
  • The ASEAN summit in Manila, the Quad leaders’ meeting and the November 18–19 APEC summit in Shenzhen.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

Chinese coast guard ships now patrol both ends of Taiwan’s sea approaches, off the east coast that Taipei sees as its wartime supply route and near the Pratas Islands in the South China Sea.[2] North Korea fired its test missile toward the Yellow Sea from Chongju, in the country’s northwest.[3]

Military & Security

Taiwan counted 32 Chinese military sorties, and 26 crossed the median line into four air defense zones, the ministry said.[4] North Korea said a new cluster warhead for tactical ballistic missiles can cover 12 to 13 hectares, a claim not independently verified.[5]

Alliances & Diplomatic Networks

The Quad ministers met for the third time this year and prepared a leaders’ meeting in Manila in November.[6] Rubio said the group is “not an anti-anybody” format but acknowledged that the behavior it criticizes comes “repetitively from one country.”[7]

Economic & Industrial Power

The Quad statement promised more than $85 million to support access to trusted “Super Intelligence” technology across the region and new work on critical minerals recycling.[8] Hong Kong carrier HKT said a US regulator’s order against it had “ceased” after reports that it agreed to leave the US market.[9]

Technology & Critical Infrastructure

The FBI said North Korean hackers converted stolen Binance funds mainly into Ethereum and urged exchanges to block their wallets.[10] The Quad also pledged to map semiconductor supply chain chokepoints and to secure undersea data cables.[11]

Domestic Politics & Information

China’s coast guard framed its east coast patrol as routine “law enforcement,” while Taiwan’s coast guard called the radio messages to ships an attempt to claim “fictional jurisdiction.”[12] A US Marine’s drunk-driving arrest in Okinawa came during a curfew imposed after an earlier fatal case.[13]

Strategic Leverage & Outcomes

We assess that Washington is pairing a firmer Quad line on coercion with openness to leader talks with both Beijing and Pyongyang. Rubio said “nothing has been scheduled” for a meeting with Kim Jong-un, so no new diplomatic track exists yet.[14]

Strategic assessment

Relative advantage
The Quad partners, which agreed on a joint economic security agenda before their November summit.
Critical vulnerability
Taiwan’s eastern sea lanes, where Chinese coast guard ships now patrol regularly.
Decisive uncertainty
Whether US talks with North Korea follow the FBI’s attribution of the Binance theft.
Likely trajectory
More Chinese patrols near Taiwan and more North Korean weapons tests before year end.
Strategic outcome
Not yet determinable.
