This Americas security update for November 2, 2026 covers a quieter day: Secretary of State Marco Rubio is due to host Venezuela’s new foreign minister in Washington, a motorcycle bomb killed a Colombian police officer, and Cuba’s peso slid to 900 per dollar.[1][2][3] It follows yesterday’s Americas update; every theater is on the War Room.

Venezuela

Rubio was scheduled to receive Blanco at the State Department at 10 a.m. ET on Monday, according to the schedule the State Department released on Sunday.[18] Acting President Delcy Rodríguez named Blanco foreign minister on Thursday, replacing Félix Plasencia.[19]

Cuba

Prosecutors in Bayamo asked for prison terms of up to five years for nine people charged over a May 2025 protest against blackouts and shortages.[20] Carlos Fernández de Cossío said the impasse with Washington would end “with a change of attitude by the United States.”[21]

Colombia

The bomb exploded near midnight on Friday as a police patrol inspected a commercial area of Algeciras, killing officer Julián Esmith Castaño López.[22] President Abelardo de la Espriella condemned what he called a “cowardly terrorist attack” and announced an investigation.[23]

Brazil

No new Brazilian security development was reported in the window.

Argentina

Nearly 100 Argentine intellectuals and jurists signed a declaration accusing the government of “flagrant opportunism” over the Falklands as tensions with London rise over the Sea Lion oil project, MercoPress reported.[24] The law of the sea tribunal in Hamburg holds a hearing on November 10, and Congress plans to debate a sovereignty bill on November 12.[25]

Domestic Affairs

Trump’s January raid on Caracas killed at least 56 Venezuelan and Cuban security personnel, according to the two governments as reported by AP; Trump did not say his “nobody died” remark referred only to Americans.[26]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Four civilians were among those wounded in the Algeciras bombing, according to the president’s statement.[27] No other new allegation was reported in the window.

What to Watch (Assessment)

  • Any joint statement or readout after the Rubio-Blanco meeting.
  • Whether an armed group claims the Algeciras bombing.
  • The Cuban peso’s informal rate and any new blackout figures.
  • The November 3 US midterm elections and their effect on Latin America policy.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

The Algeciras bombing hit northern Huila, a southern Colombian department far from the Apure border area where last week’s reported strike took place.[4] A Dominican ship carried weapons and vehicles for the anti-gang force in Haiti.[5]

Military & Security

No new military operation was reported in the window. Colombia’s Inspector General’s Office urged authorities to secure northern Huila after the bombing, and no group had claimed it.[6]

Alliances & Diplomatic Networks

The Rubio meeting with Oliver Blanco is the first between the two countries’ top diplomats since relations were restored after the January capture of Nicolás Maduro, EFE reported.[7] Blanco met the US chargé d’affaires in Caracas on Friday.[8]

Economic & Industrial Power

The Cuban peso fell to 900 per dollar on the informal market, up from 800 on October 15 and 435 in early January, 14ymedio reported.[9] Cuba’s official floating rate stayed at 768.[10]

Technology & Critical Infrastructure

A German-funded shipment of arms, specialized vehicles and support equipment left the Dominican Republic for Haiti’s Gang Suppression Force, to help Bangladeshi troops join operations.[11]

Domestic Politics & Information

Cuba’s deputy foreign minister said on CBS that his government bears “a lot of responsibility” for the island’s crisis, while blaming the US embargo.[12] President Trump told an Iowa rally the January Venezuela raid was a war in which “nobody died.”[13]

Strategic Leverage & Outcomes

US leverage over Caracas is shifting from force to diplomacy and oil, as Trump tied the raid to oil revenue.[14] Havana’s admission of partial blame suggests pressure from blackouts and inflation is mounting.[15][16]

Strategic assessment

Relative advantage
Washington, which now sets the terms of its renewed ties with Caracas.
Critical vulnerability
Cuba’s currency and power grid.
Decisive uncertainty
What Rubio and Blanco agree on Monday.
Likely trajectory
Closer US-Venezuela coordination and further Cuban economic strain.
Strategic outcome
Not yet determinable.
