Key Takeaways: 4 things to know

  1. Cuba’s grid lost another thermal unit to a fire on the morning of October 16, cutting available generation to 740 megawatts against a forecast evening deficit above 2,100 (see Cuba).[20]
  2. The State Department’s designation of Cuba’s international bank gives foreign lenders until November 14 to exit, tightening Havana’s financial isolation (see Cuba).[21]
  3. Maduro refused to enter a plea to an expanded torture indictment, and his trial slipped two weeks to June 14, 2027 (see Venezuela).[22]
  4. Brazil’s runoff narrowed to a two-point race as the electoral court reined in Meta, while Washington finalized duties on Brazilian pulp (see Brazil).[23]

This Americas security update finds a fire knocking a Santa Cruz del Norte power unit offline as Cuba’s grid fell to 740 megawatts, Washington sanctioning Cuba’s international bank, Maduro refusing to plead in New York, and Brazil’s runoff tightening (see yesterday’s Cuba security update and the War Room).[1]

Cuba

A fire that began at 6:55 AM on October 16 took unit 1 of the Ernesto Guevara thermal plant in Santa Cruz del Norte offline, the grid operator said.[24] At 6:00 AM, available generation was 740 megawatts against demand of 2,260, leaving 1,540 megawatts unserved.[25] The operator forecast a peak deficit of 2,160 megawatts for the evening of October 16.[26] Unit 2 at Santa Cruz, Felton, units 3 and 6 at Renté and the Guiteras unit were all out with breakdowns, and three more units were in maintenance.[27] On October 15, the maximum outage reached 2,094 megawatts at 7:30 PM, 119 megawatts more than the day before.[28] Havana’s utility reported 185 circuits and 445 megawatts cut at 9:00 PM that night.[29]

On October 15, the State Department designated Banco Internacional de Comercio, known as BICSA, under Executive Order 14404.[30] Treasury guidance says foreign banks will not be targeted for transactions needed to wind down business with BICSA or entities it controls through November 14.[31] US persons remain barred from any BICSA dealings, including helping foreigners exit.[32] The bank is a Cuban state-owned lender, and the move follows similar designations of Cuba’s construction ministry in August and two trade and port groups in July.[33]

Venezuela

Former President Nicolás Maduro twice declined to enter a plea in a Manhattan federal court on October 15 to a rewritten indictment that adds torture charges.[34] Maduro called the charges “false accusations and false testimony” through an interpreter, and Judge Alvin Hellerstein entered a not-guilty plea on his behalf.[35] His wife, Cilia Flores, told the court through an interpreter that she was “completely innocent.”[36] The indictment accuses the couple of leading a state repression campaign that tortured scores of victims, including three Americans.[37] Prosecutors allege Maduro recommended torture methods and threatened to kill one prisoner’s child.[38] The judge moved the trial start to June 14, 2027, two weeks later than planned.[39] Defense lawyer Barry Pollack agreed to the date but called the schedule “very aggressive” given the new allegations.[40] The couple were seized from their Caracas home by US forces in a January raid.[41]

Colombia

A swarm of explosive-laden drones struck the Army’s Military Engineers Battalion No. 15 in Chocó, wounding nine soldiers, a regional broadcaster reported on October 15.[42] The broadcaster attributed the attack to the ELN guerrilla group.[43] Congress is debating a 22-article bill, sent with an urgency message, that offers armed groups a path to submit to justice.[44] The bill sets parole after four-fifths of a sentence with victims’ approval and offers reductions of up to 50 percent for those who cooperate.[45] On October 14, more than 5,000 people marched in Pasto against decisions by President Abelardo de la Espriella’s government.[46] Video of black and red flags at the march spread online as ELN symbols, but organizers said the flags marked a community kitchen.[47]

Brazil

A Quaest poll released on October 15 showed Flávio Bolsonaro at 46 percent and President Luiz Inácio Lula da Silva at 44 percent, within the margin of error.[48] A Datafolha poll the same day showed Bolsonaro’s lead shrinking from four points to two, at 47 percent to 45.[49] The runoff is on October 25, after Bolsonaro edged Lula in the first round on October 4.[50] Electoral court Justice Marco Aurélio Bellizze ordered Meta to stop reducing the reach of political content in ways that favor either candidate.[51] The ruling sets a fine of 500,000 reais, about $98,000, for each day of non-compliance.[52] In Washington, the Commerce Department published a final subsidy rate of 9.37 percent on high-purity dissolving pulp from Bracell, Brazil’s producer.[53] A separate final determination set a 6.50 percent dumping margin, with a 6.40 percent cash deposit after subsidy offsets.[54]

Argentina

The wholesale dollar held below 1,515 pesos on October 15, far from the central bank’s band ceiling of 1,935.12 pesos.[55] The Economy Ministry awarded 6.61 trillion pesos in its debt auction, rolling over 136 percent of maturities and draining pesos from the system.[56] A debt swap with the Treasury gave the central bank an extra $718 million to intervene in the currency market, analysts said.[57] The central bank has stepped up dollar purchases, averaging $81 million a day this month, according to one brokerage.[58] Annual inflation above 33 percent contrasts with a dollar that has risen only 9.6 percent in a year.[59] Treasury Secretary Scott Bessent said earlier this month that Washington could support Milei again, though no new operation has been announced.[60]

Domestic Affairs

In Cuba, the deficit lasted all 24 hours of October 15, according to the grid operator’s morning report.[61] Guantánamo’s utility reported a 47-megawatt cut that evening on top of Havana’s outages.[62] Havana listed circuit-by-circuit outages in neighborhoods such as Alturas del Sevillano and La Víbora.[63] In Brazil, Lula’s campaign says Meta cut the reach of its posts and allowed AI images for Bolsonaro but not for the 80-year-old president.[64] Lula has answered his first-round defeat with large rallies that have drawn millions of supporters.[65] In Colombia, protests in several cities on October 14 targeted the new government’s decisions.[66] In Argentina, analysts warned that tighter peso liquidity after the auction could push up short-term rates.[67] In Venezuela, the Maduro trial date now falls in mid-2027.[68]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

The new Maduro indictment alleges a torture system that beat, asphyxiated and shocked detainees, with Flores accused of ordering the torture of specific people.[69] No other verified civilian-harm incident from armed conflict in the region was found in the sources opened for this window.[70]

What to Watch (Assessment)

  • Whether the Santa Cruz unit returns and how far the evening deficit exceeds 2,100 megawatts.[74]
  • Foreign banks’ exits from BICSA before November 14.[75]
  • Final Brazilian polls before the October 25 runoff, and Meta’s compliance.[76]
  • The US International Trade Commission’s injury vote on Brazilian pulp.[77]
  • ELN attacks in Chocó and the vote on Colombia’s submission bill.[78]

Seven lenses

Analysis

About the framework

Geography & Strategic Position

The region’s flashpoints this window were internal rather than cross-border: Cuba’s failing grid, an ELN drone attack in Colombia’s Chocó, and a runoff in Brazil (see Cuba and Colombia).[2] Washington’s reach showed in a Manhattan courtroom and a Treasury sanctions notice rather than in any new deployment.[3]

Military & Security

Colombia faced the clearest armed threat, with a drone swarm attack on an Army engineers battalion wounding nine soldiers, according to a regional broadcaster (see Colombia).[4] No US military move in the Caribbean appeared in the war.gov or SOUTHCOM feeds checked for the window.[5]

Score 3/5Evidence confidence: MediumTrend: Stable

Alliances & Diplomatic Networks

The US designation of Cuba’s Banco Internacional de Comercio pushes foreign banks to wind down dealings by November 14, testing how far third countries follow Washington on Cuba (see Cuba).[6] Brazil’s tight runoff on October 25 will decide who leads South America’s largest economy into talks with Washington over trade disputes such as pulp duties (see Brazil).[7]

Economic & Industrial Power

Cuba’s peak shortfall reached 2,094 megawatts on October 15, a sign that the island cannot cover even half its evening demand (see Cuba).[8] US final duties of 9.37 percent in subsidies and 6.50 percent in dumping on Brazil’s Bracell pulp add a trade irritant, while Argentina’s peso held steady well inside its band (see Brazil and Argentina).[9]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Technology & Critical Infrastructure

The fire at the Ernesto Guevara plant in Santa Cruz del Norte removed another large thermal unit while Guiteras and Felton remained broken (see Cuba).[10] Solar parks delivered up to 581 megawatts at midday, the main bright spot in the operator’s report.[11]

Domestic Politics & Information

Brazil’s electoral court ordered Meta to treat both candidates equally after Lula’s campaign accused it of algorithmic bias (see Brazil).[12] In Colombia, viral claims that ELN flags flew at an anti-government march in Pasto were rejected by organizers.[13]

Strategic Leverage & Outcomes

Washington holds most of the leverage in the hemisphere this week: sanctions on Havana’s banking channel, a trial for Venezuela’s ousted leader and pending duties on Brazilian pulp.[14] The main uncertainty is Brazil, where a Lula loss or win on October 25 would change that balance.[15]

Strategic assessment

– Who holds the initiative: Washington, through sanctions and courts rather than force.[16]

– Most dangerous course: A total Cuban grid collapse in the coming weeks as more thermal units fail.[17]

– Most likely course: Rolling Cuban blackouts above 2,000 megawatts and a close Brazilian runoff.[18]

– Indicator to watch: Whether Havana restores the Santa Cruz unit within days.[19]
