Key Takeaways: 4 things to know

  1. Russia’s overnight drone wave was mostly jet-powered and left Lutsk without power, showing Moscow’s shift to faster drones against the grid (see Russia Fires 149 Drones).[20]
  2. Ukraine extended its refinery campaign to Siberia, striking Gazprom’s Surgut condensate plant, and claimed a $100 million radar in Krasnodar Krai (see Ukraine Hits Surgut).[21]
  3. Zelensky asked the EU for at least €70 billion more in 2027 as leaders split over frozen Russian assets (see EU Summit).[22]
  4. The UN monitoring mission confirmed 328 civilians killed in September, the deadliest September of the full-scale war (see War Crimes and Civilian Harm).[23]

This Ukraine war update finds Russia launching 149 long-range drones overnight into October 16, leaving Lutsk without power, as Ukrainian drones hit a Siberian gas condensate plant and Kyiv asked EU leaders for €70 billion more for 2027 (see yesterday’s Russia–Ukraine war update and the War Room).[1]

Russia Fires 149 Drones Overnight, Cutting Power in Lutsk

Ukraine’s Air Force said Russia launched 149 drones overnight into October 16, of which 108 were jet-powered.[24] Air defenses shot down or suppressed 114 drones, including 77 jet-powered ones, as of 9:30 AM Kyiv time.[25] The Air Force recorded 27 hits at 24 locations, with debris falling at another 14 sites.[26] The western city of Lutsk lost electricity, and at least seven people were injured in Cherkasy and Volyn oblasts.[27] In Uman, strikes started fires at three locations, including a 10-story apartment building, and rescuers pulled a man alive from rubble.[28] In Kharkiv, jet-powered Shaheds killed two people in the Shevchenkivskyi district, according to local officials.[29] The attack also hit the Osnovianskyi and Industrialnyi districts, with more than a dozen people injured.[30] On the evening of October 15, strikes on energy infrastructure left parts of Kyiv and the surrounding region without power, Ukrenergo said.[31] Morning drone hits damaged shopping centres in Sumy, where three women were injured, and in Rivne.[32] Rivne’s governor said seven people had sought treatment after the overnight attacks.[33] In Chernihiv Oblast, Banderol drone-launched missiles struck a residential area and an office building in Bakhmach on the morning of October 16.[34]

Ukraine Hits Surgut Plant and a Nebo-U Radar

Drones struck the Surgut Gas Condensate Stabilisation Plant in Russia’s Khanty-Mansi region during October 15 and 16, according to the region’s governor.[35] Governor Ruslan Kukharuk blamed Ukraine and said “a fire broke out at an industrial facility in the Surgut district.”[36] The Gazprom-owned plant has a design capacity of 12 million tonnes a year and produces petrol, diesel, aviation fuel and liquefied petroleum gas.[37] Ukraine’s General Staff said its forces hit a 55Zh6U Nebo-U radar near Magri in Krasnodar Krai on the night of October 15 to 16.[38] It valued the radar at about $100 million and said a fire broke out at the site, a claim Russia has not addressed.[39] Zelensky said Ukraine would have stopped refinery strikes if Washington had supplied systems to protect Ukraine’s grid from ballistic missiles.[40] He said “the diesel deal came as a surprise to us” and that Kyiv should be told about deals that shape its strikes on Russian territory.[41] Britain will send Ukraine more Storm Shadow cruise missiles for strikes up to 250 kilometers inside Russia, according to a report citing people familiar with the matter.[42]

EU Summit: Zelensky Seeks €70 Billion as Leaders Split on Frozen Assets

European Commission President Ursula von der Leyen said Russia did not respect Washington’s energy ceasefire “not a single minute” and that pressure must rise.[43] Zelensky told EU leaders on October 16 that Ukraine needs “70 billion more from you – for defence, for weapons and for our resilience.”[44] He said the money would let Ukraine produce two or three times more drones.[45] Danish Prime Minister Mette Frederiksen said frozen Russian assets are the most obvious source of extra support.[46] Belgian Prime Minister Bart De Wever, whose country holds most of the assets, said they can only be used as part of a peace deal.[47] De Wever separately promised 10 F-16 fighters this year, saying F-35 deliveries now free them up.[48] Czech Prime Minister Andrej Babiš said President Trump had “effectively let us down by striking this deal with Putin.”[49] Zelensky met Hungarian Prime Minister Péter Magyar one-on-one for about 30 minutes, according to sources cited by Ukrainian media.[50] Zelensky also said Europe has enough PAC-2 and PAC-3 interceptors to see Ukraine through winter, though he did not know each country’s share.[51]

Front Lines and the Starlink Gap

The General Staff reported 304 combat engagements on October 15, with 83 Russian airstrikes using 271 guided bombs.[52] Russian forces launched 60 attacks on the Pokrovsk axis, trying to advance near Dorozhnie, Molodetske and toward Toretske and Dobropillia.[53] Ukrainian units repelled 22 Russian attacks on another axis near Starytsia and Izbytske in Kharkiv Oblast.[54] Zelensky said lower Starlink speeds had prevented interceptions of jet-powered Shaheds, strikes on targets in occupied areas and deliveries of food and water to troops.[55] He said the service was not switched off but slowed, and that Ukraine does not use Starlink for long-range strikes on Russia.[56] The claim follows the partial restoration of Starshield service reported on October 15.[57] Five Russian drone incursions into Moldovan airspace between 11:02 p.m. and early morning Moldova time produced no crashes or explosions.[58]

Domestic Affairs

Kyiv’s evening outages on October 15 also cut water pressure on the right bank of the Dnipro as crews switched power to pumping stations, the mayor said.[59] Ukrenergo said repair work would start once air raid alerts ended.[60] In Lutsk, the whole city lost power after the overnight attack on October 16.[61] Zelensky’s public complaint that the diesel deal was struck without Kyiv adds to a domestic debate over reliance on Washington.[62] His request for €70 billion frames 2027 funding as a matter of drone output and front-line survival rather than budget support.[63] Frederiksen’s warning that Ukraine “cannot buy what they need” lands as Kyiv prepares its winter energy plans.[64] In Sumy, the damaged shopping centre closed every outlet except its supermarket on October 16 while emergency crews inspected the building.[65]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

The UN Human Rights Monitoring Mission confirmed 328 civilians killed and 2,105 injured in Ukraine in September 2026.[66] It said that was the highest September toll of the full-scale invasion and 85 percent higher than in September 2025.[67] Long-range missiles and drones caused 165 of the deaths and 1,119 of the injuries, according to the mission.[68] A Kharkiv court remanded Russian soldier Leonid Ryzhykov, accused of shooting a civilian fisherman and five unarmed, off-duty Ukrainian soldiers on October 13.[69] Prosecutors say the soldiers were in civilian clothes and not taking part in hostilities when they were killed in Momotove.[70] The mission also confirmed 18 civilians killed and 44 injured in occupied territory during September.[71] In Bakhmach, four people sought medical help after the Banderol strikes on homes and offices, the local administration chief said.[72]

What to Watch (Assessment)

  • Whether the European Council ends without a 2026–2027 funding decision for Ukraine.[78]
  • Any official British confirmation of new Storm Shadow deliveries.[79]
  • Repairs in Lutsk and Kyiv, and the next overnight Air Force drone tally.[80]
  • Satellite confirmation of damage at Surgut and the Magri radar.[81]
  • Starlink speed limits and whether interceptor drones regain full use.[82]

Analysis

About the framework

Geography & Strategic Position

Russia’s overnight drones reached Volyn in the far west and Cherkasy in the center, while Ukraine’s strike on Surgut landed about 2,500 kilometers from the border (see Russia Fires 149 Drones and Ukraine Hits Surgut).[2] Drones also crossed into Moldova five times during the night, showing how the air war spills over NATO’s eastern edge.[3]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Military & Security

The General Staff counted 304 combat engagements on October 15, with the Pokrovsk axis again the busiest at 60 Russian attacks (see Front Lines).[4] Jet-powered Shaheds made up 108 of the 149 drones launched overnight, a mix that strains interceptors built for slower propeller drones.[5]

Alliances & Diplomatic Networks

European leaders vowed not to ease Russia sanctions despite Washington’s diesel deal with Moscow, but they left the money question open (see EU Summit).[6] Belgium pledged 10 F-16s this year, and Zelensky held his first one-on-one meeting with Hungary’s new prime minister.[7]

Score 2/5Evidence confidence: MediumTrend: Stable

Economic & Industrial Power

Denmark’s prime minister said Ukraine “is now running out of money,” while Belgium’s leader again refused to touch frozen Russian central bank assets before a peace deal.[8] Kyiv’s strike on a plant producing diesel and jet fuel extends pressure on Russia’s fuel exports at a moment when Washington is buying Russian diesel.[9]

Technology & Critical Infrastructure

Zelensky said reduced Starlink speeds stopped Ukrainian interceptor drones from catching jet-powered Shaheds aimed at civilians.[10] Ukraine’s claimed hit on a Nebo-U long-range radar in Krasnodar Krai, if confirmed, would thin Russia’s early warning on its southern flank.[11]

Domestic Politics & Information

Power cuts in Kyiv on the evening of October 15 and in Lutsk overnight keep the energy war in households as winter nears (see Domestic Affairs).[12] Kyiv says the diesel deal surprised it, which feeds public doubt about how far the United States still coordinates with Ukraine.[13]

Strategic Leverage & Outcomes

Ukraine’s leverage is its long-range drone campaign, which Zelensky tied to the absence of US ballistic-missile defenses for the grid.[14] Russia’s leverage is volume against energy targets, and Europe has yet to close Ukraine’s funding gap for 2026 and 2027.[15]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Strategic assessment

– Who holds the initiative: Russia in the air campaign; Ukraine in deep strikes on fuel plants.[16]

– Most dangerous course: Sustained jet-Shahed waves while Starlink limits blunt interceptor drones.[17]

– Most likely course: Tit-for-tat energy strikes continue, with no EU funding decision this week.[18]

– Indicator to watch: Whether Britain confirms a new Storm Shadow delivery.[19]
