Key Takeaways: 4 things to know

  1. Russia struck more than 15 Ukrainian power plants and substations in about a day, knocking out power in Vinnytsia and across Zhytomyr Oblast, after its top general announced an energy campaign (see Russia Pounds Ukraine’s Power Grid).[21]
  2. President Trump waived every Graham Act sanction and tariff on Russia one day before the oil-buyer tariffs would have started, drawing a bipartisan bill and Kyiv’s charge of a “sanctions blackout” (see Trump Waives Graham Act Sanctions).[22]
  3. Putin and Gerasimov claimed the capture of Dobropillia, but Ukraine’s General Staff says the city and Kostiantynivka positions remain in Ukrainian hands (see Russia Claims Dobropillia).[23]
  4. EU leaders asked the Commission for a plan to cover Ukraine’s €70 billion 2027 gap, while Slovakia said it and Hungary will stay out (see EU Leaders Order a Plan).[24]

This Ukraine war update for October 17, 2026, follows a Russian overnight barrage of 332 drones plus ballistic and cruise missiles that left Vinnytsia without power, an order from President Trump waiving Graham Act sanctions on Russia, and Kyiv’s denial that Dobropillia has fallen (see the previous Russia–Ukraine war update and the War Room).[1]

Russia Pounds Ukraine’s Power Grid After Gerasimov Declares an Energy Campaign

Russia’s chief of the General Staff, Valery Gerasimov, said on October 16 that Russian forces had “begun massive strikes on Ukraine’s energy facilities.”[25] He told Putin that 12 massive strikes in September and October had hit 30 defense-industry plants and logistics centers and 14 fuel, energy and transport sites.[26] Ukraine’s Air Force said Russia used 315 drones, 78 of them jet-powered, and 15 S-8000 Banderol/Dan-T missiles between 7 AM and 7 PM Kyiv time on October 16.[27] Air defenses downed or jammed 253 of those drones and nine of the missiles, the Air Force said.[28] From 6 PM that evening, Russia launched 332 attack drones, 31 of them jet-powered, along with ballistic missiles, Kh-22/32 cruise missiles and four sea-launched Kalibrs.[29] As of 8 AM on October 17, air defenses had shot down or suppressed 293 targets, including the four Kalibrs and 289 drones.[30] Hits were recorded at 22 locations, with debris falling at three more, and the attack was still under way at that hour.[31] Zelensky said more than 15 critical generation and transmission facilities were targeted, with the worst damage in Lutsk, Rivne, Zhytomyr, Vinnytsia, Shepetivka, Slavuta and Netishyn.[32] Vinnytsia lost power, and its electric public transport stopped running while the city switched critical sites to backup supply.[33] The regional administration called it one of the largest attacks on the region since the full-scale invasion and said six people were injured.[34] In Zhytomyr Oblast, the regional distributor said hundreds of thousands of metered connections were left without electricity.[35] Ukrenergo responded by imposing emergency outages in several regions, suspending the published schedules there.[36] Russia’s Defense Ministry claimed its overnight strike hit metals plants, a transformer factory and an energy site in Kryvyi Rih, Zaporizhzhia and Zhytomyr, naming the Zaporizhstal works.[37]

Russia Claims Dobropillia, but Ukraine’s General Staff Says the City Holds

Visiting a command post on October 16, Putin congratulated troops on what he called the capture of Dobropillia, describing it as “a significant milestone in the liberation of Donbas.”[38] Putin also said the buffer zone Russia is carving out along its border will not be a subject of any peace talks with Ukraine.[39] On October 17, Russia’s Defense Ministry claimed eight more settlements, including Dobropillia and Oleksiievo-Druzhkivka in Donetsk Oblast and Palamarivka and Kovalivka in Kharkiv Oblast.[40] Kyiv answered point by point through General Staff spokesperson Andrii Kovaliov, who noted that Gerasimov had claimed more than 1,800 square kilometers and 92 settlements since September 1.[41] Kovaliov said Dobropillia remains under Ukrainian control and Oleksiievo-Druzhkivka has not been captured.[42] He said Ukrainian forces still hold positions in Kostiantynivka, where fighting continues.[43] Near Sloviansk, he said, a small Russian group had infiltrated the southern outskirts of Mykolaivka and Ukrainian units were working to eliminate it.[44] Ukraine’s General Staff counted 238 clashes in the 24 hours to 8 AM on October 17.[45] The Pokrovsk front saw 30 Russian attacks, including near Dobropillia, Serhiivka and Toretske.[46] Neither side’s control claims around Dobropillia could be independently confirmed from the sources opened for this report.[47] Ukraine’s 3rd Army Corps said a drone hit a new Russian TOS-3 Drakon thermobaric rocket launcher about 12 kilometers from the line of contact, the first such strike it has claimed.[48]

Ukraine’s Drones Keep Moscow’s Airports Shut as a Ryazan Refinery Unit Goes Idle

Moscow Mayor Sergei Sobyanin claimed that air defenses downed 144 drones heading for the capital overnight into October 17.[49] He added 75 of those drones in claims around 7 AM, without reporting damage.[50] Russia’s aviation agency suspended operations at Vnukovo, Domodedovo and Zhukovsky late on October 16, the sixth straight night of restrictions over Moscow.[51] Restrictions reached Sheremetyevo at about 2 AM local time after flight-tracking data showed heavy disruption there.[52] At the Ryazan refinery, which supplies Moscow, a drone attack forced the shutdown of the CDU-6 crude unit and damaged several pipelines, according to two industry sources.[53] The plant’s three other crude units kept running, which may partly offset the loss of a refinery rated at 17 million tons a year.[54] Kyiv had not officially confirmed any new refinery strike since Zelensky said on October 15 that Ukraine would resume them.[55]

Trump Waives Graham Act Sanctions on Russia as Congress Pushes Back

President Trump signed an executive order on October 16 that raises duties on Russian goods by 500 percent and on the five largest importers of Russian crude and gas by 100 percent if they make new purchases from October 18.[56] The same order then waives those duties and the act’s sanctions and restrictions, after the President certified to Congress that a waiver is in the national interest.[57] Because the tariffs are formally established and only suspended, they could be switched on later.[58] Kremlin envoy Kirill Dmitriev called the suspension “an important and truly historic moment.”[59] Zelensky called it a “sanctions blackout” and said the law “could have helped enormously – and still can!”[60] Senator Richard Blumenthal, a co-author of the law, said the waivers “have nothing to do with our national security.”[61] Representative Gregory Meeks introduced a bipartisan bill that would block the US-Russia diesel deal and require energy sanctions on Russia.[62] On satellite links, Trump told reporters on October 16 that he had not ordered limits on Ukraine’s Starshield access and did not believe Elon Musk had.[63] A British newspaper report citing unnamed sources said Musk himself proposed the slowdown to Trump, a claim that remains unconfirmed.[64] Ukraine’s chargé d’affaires in Washington, Denys Senik, said speeds had improved but still fluctuated and that Kyiv was awaiting clarification from the Pentagon and SpaceX.[65]

EU Leaders Order a Plan for Ukraine’s €70 Billion Gap as Fico Opts Out

After the European Council on October 16, President António Costa said leaders had asked the European Commission for a proposal on Ukraine’s added financing needs for 2027.[66] A senior EU official said no date has been set and that the plan need not be approved by the end of the year.[67] Slovak Prime Minister Robert Fico said Slovakia and Hungary will not take part in another EU loan for Ukraine.[68] French President Emmanuel Macron warned that a France that stopped supporting Ukraine would be acknowledging “that our security has no value.”[69] Italian Defense Minister Guido Crosetto said Italy’s support would continue “for as long as this government is in place,” while warning that approvals would get harder as elections near.[70] Sweden announced SEK 500 million, almost €45 million, for Ukraine’s energy, reconstruction and health care before winter.[71] After speaking with Sweden’s prime minister, Zelensky said Ukraine expects Gripen fighters soon to complement its F-16s against jet-powered Shaheds.[72] Ukraine has asked Turkey to help restore safe Black Sea shipping, with Ankara’s ambassador saying Turkey is ready to look for practical solutions.[73] In Moldova, the Defense Ministry said a drone crashed and exploded near Scaieni in the Donduseni district on October 16.[74]

Domestic Affairs

About 200 people, by a police estimate, rallied on Khreshchatyk on October 17 to demand that Kyiv Mayor Vitali Klitschko resign.[75] Placards asked “Where are the shelters?”, and Zelensky has said regions across the country executed resilience plans better than the capital.[76] Ukrenergo chief executive Vitalii Zaichenko said hits on thermal plants meant for winter left the outlook “slightly worse than forecast, but not critical.”[77] In parliament, 63 lawmakers registered a draft resolution on October 16 urging the government to reverse planned cuts to military exemptions for critical businesses.[78] The changes reportedly lower the quota for defense-industrial and energy companies from 100 percent to 85 percent.[79] Prime Minister Serhii Koretskyi told lawmakers “there is no betrayal there” and promised no radical changes for defense and energy firms.[80] Mounting outages and a public fight over Kyiv’s preparations likely raise political pressure on the government to show visible repairs before the first frost.[81] The exemption dispute probably signals that Kyiv’s need for more troops and its need to keep power plants staffed are now in direct tension.[82]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Regional authorities reported seven people killed and about 90 injured across Ukraine over the past day.[83] In Sloviansk, the city military administration said FAB-250 bombs hit a residential district at 3:40 AM local time on October 17.[84] Prosecutors said one person was killed, 10 were injured and nine high-rise buildings were damaged or partly destroyed.[85] In Kherson, city officials said a 64-year-old ambulance driver died of his injuries after Russian airstrikes, and that a paramedic was hurt in a repeat strike on the same area.[86] In Sumy, the regional governor said Russian forces struck again while residents were helping people injured in a first attack, wounding three.[87] Ukraine’s emergency service said evening missile strikes on Kharkiv injured 15 people, including three children.[88] In Volyn Oblast, it said a strike on a private enterprise killed one person and injured eight, causing a minor ammonia leak that was contained.[89] The UN migration agency said only 32 percent of households in front-line districts could heat their homes adequately last season.[90] Pope Leo XIV asked Putin by phone on October 16 for a truce so food and medicine can reach occupied Oleshky and civilians can leave.[91] Russia’s Ambassador-at-Large Rodion Miroshnik alleged that captured Russian soldiers are abused in Ukrainian “transit prisons,” a claim that has not been independently verified.[92]

Seven lenses

Analysis

About the framework

Geography & Strategic Position

Russia’s latest wave fell hardest on western and central hubs such as Lutsk, Rivne, Zhytomyr, Vinnytsia and Shepetivka, which suggests the grid far from the front is now a primary target rather than spillover (see Russia Pounds Ukraine’s Power Grid).[2] Ukraine’s long-range drones, for their part, kept Moscow’s airports under restrictions for a sixth straight night, carrying the cost of the war into Russia’s capital region.[3]

Military & Security

Russia’s claimed autumn gains are disputed by Ukraine’s General Staff, so ground changes in the window remain unconfirmed (see Russia Claims Dobropillia).[4] Ground pressure stayed concentrated on the Pokrovsk and Kostiantynivka fronts, while the heavier blows of the day came from the air.[5]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Alliances & Diplomatic Networks

European leaders ordered a funding plan for Ukraine’s 2027 gap even as Slovakia and Hungary declared they would not join it, so the European answer is real but not unanimous (see EU Leaders Order a Plan).[6] The Graham Act waiver widens a visible gap between Washington and European capitals, where Italy’s defense minister called the US curbs on Ukraine’s satellite and intelligence support a “major mistake.”[7]

Score 3/5Evidence confidence: MediumTrend: Deteriorating

Economic & Industrial Power

The waiver lifts the threat of secondary tariffs on Russia’s biggest energy customers, which likely eases pressure on Russia’s energy revenue in the near term (see Trump Waives Graham Act Sanctions).[8] On the other side of the ledger, Ukraine warns that 32 million tons of farm exports worth about $10 billion are at risk while Russian strikes keep Black Sea ports constrained.[9]

Technology & Critical Infrastructure

Jet-powered drones made up about a quarter of Russia’s daytime wave on October 16, a faster threat that Kyiv wants Swedish Gripens to help counter (see EU Leaders Order a Plan).[10] Starshield speeds were still fluctuating on October 16, according to Ukraine’s top diplomat in Washington, which keeps a key link in Ukraine’s drone-interception chain uncertain.[11]

Domestic Politics & Information

Kyiv’s winter readiness has become a street issue, with protesters on Khreshchatyk demanding the mayor’s resignation as outages spread (see Domestic Affairs).[12] Moscow and Kyiv are also fighting over the battlefield narrative, with Ukraine’s General Staff calling Gerasimov’s briefing “blatant lies, manipulation and exaggeration.”[13]

Strategic Leverage & Outcomes

The executive order keeps the 500 percent and 100 percent duties on the books while waiving them, so Washington retains a tariff lever it can switch on later.[14] For US interests, the waiver trades Graham Act pressure on Moscow for avoiding a clash with China, India and Türkiye, the largest buyers of Russian energy, a trade-off Congress is now contesting.[15]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Strategic assessment

Relative advantage
Russia holds the initiative in the air campaign against the grid as winter approaches.[16]
Critical vulnerability
Ukraine’s restoration capacity, which Zelensky says Russia is trying to exhaust.[17]
Decisive uncertainty
Whether Congress can restore Graham Act pressure after the waiver.[18]
Likely trajectory
More mass strikes on energy and defense plants, which Putin ordered to continue.[19]
Strategic outcome
Not yet determinable from one day of strikes and contested ground claims.[20]
