This Taiwan security update for October 17, 2026, finds two Chinese coast guard ships pushing into restricted waters at Taiwan-held Dongsha Atoll, five of nine PLA aircraft crossing the Taiwan Strait median line, and North Korea claiming a test of an AI-guided torpedo (see the previous Indo-Pacific security update and the War Room).[1]
China Presses Taiwan at Dongsha and Across the Median Line
Two Chinese coast guard vessels, numbered 3301 and 3303, entered restricted waters around Taiwan-controlled Dongsha Atoll at 3:34 PM Taipei time on October 16, Taiwan’s Coast Guard Administration said.[25] The coast guard’s Dongsha command had spotted them southwest of the atoll around 2 PM and sent a patrol ship and a patrol boat to shadow them.[26] The Taiwanese crews broadcast warnings in Chinese and English ordering the ships to leave, and the standoff was still under way when the statement was issued on Friday night.[27] It was the coast guard’s 11th operation this year to expel Chinese coast guard ships from Dongsha waters, involving 14 vessel encounters.[28] The branch said Beijing uses purported law enforcement activities to create the appearance of jurisdiction over the area.[29] Around Taiwan, the Defense Ministry detected 9 PLA aircraft sorties, 6 navy ships and 8 official ships between 6 AM on October 16 and 6 AM on October 17.[30] Five of the nine aircraft crossed the median line and entered Taiwan’s northern, central and southwestern air defense zones.[31] That compares with 8 aircraft, 9 navy ships and 7 official ships in the previous day’s report, when every aircraft crossed the line.[32] The ministry said it again responded with combat air patrols, navy ships and coastal missile systems.[33]
Chinese Embassy Dares Manila to Expel Its Envoy
The dispute over Ambassador Jing Quan’s “easily win” remark escalated when China’s embassy in Manila posted that legislators talking of declaring him persona non grata should “just do it” or else “STOP BLUFFING.”[34] The embassy also asked whether the lawmakers’ proposal was itself a “threat or coercion.”[35] Akbayan party-list Representative Perci Cendaña answered on October 17 that the ambassador should be sent home.[36] Some senators and House members had floated the persona non grata step after Jing’s comments, according to the same report.[37] Defense Secretary Gilberto Teodoro Jr. said in a radio interview that the envoy’s statement was a veiled threat against the Philippines.[38] He said that failing to stand against the statement would be unpatriotic and praised Filipinos who criticized it online.[39] Teodoro’s remarks were published shortly before this report’s window opened.[40] President Marcos has said he wants to discuss the remarks with Jing, but no date for that meeting had been announced by the end of the window.[41]
North Korea Claims an AI Torpedo as Seoul Spars With the USFK Commander
North Korea said on October 17 that it test-fired a new Zam-2.0 “super-speed” precision-guided torpedo on Thursday, October 15.[42] State media said artificial intelligence was applied to the weapon’s target detection and guidance and that more than 180 related tests had been run over five years.[43] Defense officials who watched the test called it “a great success foreseeing a significant change” for the navy, according to state media.[44] State media released no images of the weapon, so the claims could not be checked.[45] Separately, Belarus’s foreign ministry said it opened an embassy in Pyongyang this month, nearly three months later than first planned.[46] In Seoul, ruling-party lawmaker Kim Byung-joo, a retired four-star general, demanded that General Xavier Brunson, commander of US Forces Korea and the UN Command, withdraw remarks and apologize.[47] Brunson had said at a Washington forum on October 14 that “the Republic of Korea starts at the southern fence” of the Demilitarized Zone.[48] Kim said the comment crossed the line by infringing on South Korea’s territorial sovereignty.[49] Defense Committee chair Jin Sung-joon had criticized the remarks on Friday, saying they could create “serious misunderstanding” over the extent of South Korea’s sovereignty.[50]
US Carrier Docks in Japan as Takaichi Sends a Yasukuni Offering
The carrier USS Theodore Roosevelt, the cruiser USS Chosin and the destroyer USS Decatur docked at Yokosuka at 9:20 AM local time on October 16 ahead of the Keen Sword 27 exercise.[51] It is the first carrier not based in Japan to dock there in four years.[52] Japan will commit 45,000 personnel, 6,100 vehicles, 40 ships and 260 aircraft to the biennial exercise.[53] Japanese forces also plan an integrated live-fire drill on uninhabited Oki Daito island on October 19 and 20.[54] Past Keen Sword exercises were led by the Yokosuka-based carrier, but the USS George Washington is currently operating in the Central Command area.[55] On October 17, Prime Minister Sanae Takaichi sent a ritual masakaki offering to Yasukuni Shrine for its autumn festival but is not expected to visit in person.[56] Seoul’s foreign ministry expressed “deep disappointment and regret” and urged Japan’s leaders to “face history squarely.”[57] Japanese media also reported speculation that Russia may seek a prisoner swap for a Japanese journalist detained in Sakhalin on spying allegations, which is unconfirmed (see today’s Ukraine war update for the Russia context).[58]
Domestic Affairs
In Taiwan, the National Immigration Agency deported a Chinese exchange student on October 16 over a video that appeared to show him pinching President Lai Ching-te between his fingers.[59] The agency revoked his entry permit and barred him from Taiwan for five years.[60] Taiwanese still made 2.492 million trips to China in the first eight months of 2026, up 19.63 percent despite an orange travel warning.[61] The Mainland Affairs Council urged travelers to weigh risks created by China’s national security and entry-exit rules.[62] The Chung-Hua Institution for Economic Research raised its 2026 growth forecast to 12.16 percent, the fastest in 39 years.[63] In Japan, a corporate tax increase is being floated inside the government to fund higher defense spending, according to unnamed sources.[64] In the Philippines, the envoy dispute described above has become a domestic test for legislators across party lines.[65] Rising travel to China despite the warning likely limits how far Taipei can deter cross-strait contact through advisories alone.[66] Japan’s tax debate probably signals that paying for its revised security documents will be a hard domestic fight.[67]

What to Watch (Assessment)
- Whether Chinese coast guard ships return to Dongsha’s restricted waters.[73]
- A Philippine decision on Ambassador Jing and any meeting with President Marcos.[74]
- The Oki Daito live-fire drill on October 19 and 20 and the start of Keen Sword.[75]
- Any US or South Korean response to Kim Byung-joo’s demand for an apology.[76]
- Independent evidence on North Korea’s Zam-2.0 torpedo claim.[77]
Geography & Strategic Position
Dongsha sits off southern China near the northern edge of the South China Sea, so coast guard pressure there tests Taiwan’s reach far from its main island (see China Presses Taiwan at Dongsha).[2] Near Taiwan itself, PLA aircraft spread across the northern, central and southwestern air defense zones.[3]
Military & Security
Taiwan counted 9 PLA aircraft and 6 navy ships in the 24 hours to 6 AM on October 17, a low-level pace that the ministry met with its routine layered response.[4] The Theodore Roosevelt carrier group’s arrival in Japan for Keen Sword adds visible allied naval mass to the region (see US Carrier Docks in Japan).[5]
Score 3/5Evidence confidence: MediumTrend: Stable
Alliances & Diplomatic Networks
Seoul’s sharp protest of Tokyo’s Yasukuni offering and a ruling-party lawmaker’s attack on the US Forces Korea commander show friction inside the US alliance network on the same day (see Japan and Korea).[6] In Manila, the Chinese embassy’s public dare to expel its ambassador turned a bilateral spat into a test of Philippine resolve (see Chinese Embassy Dares Manila).[7]
Score 3/5Evidence confidence: MediumTrend: Deteriorating
Economic & Industrial Power
A Taiwan think tank now projects 12.16 percent growth this year on strong domestic demand and exports, which gives Taipei more fiscal room for defense (see Domestic Affairs).[8] Tokyo is weighing a corporate tax rise to pay for defense outlays that would likely exceed 10 trillion yen a year under its revised security documents.[9]
Technology & Critical Infrastructure
North Korea says its Zam-2.0 torpedo uses AI for target detection and guidance, a claim with no images or independent data behind it yet (see North Korea Claims an AI Torpedo).[10] The Theodore Roosevelt group deployed with a medium unmanned surface vessel, the first carrier group to do so, according to the acting Navy secretary.[11]
Domestic Politics & Information
Taiwan’s deportation of a Chinese student over a mocking video of President Lai shows how quickly online provocations now draw official action (see Domestic Affairs).[12] Philippine lawmakers’ push to declare China’s envoy persona non grata keeps the sea dispute at the top of Manila’s domestic agenda.[13]
Strategic Leverage & Outcomes
China’s leverage this window was gray-zone presence at Dongsha and around Taiwan, while its weak point was diplomacy in Manila, where its embassy’s dare drew a lawmaker’s call for expulsion.[14] For US interests, the Theodore Roosevelt’s port call and Keen Sword preparations reinforce deterrence with Japan even as Seoul and Washington argue in public over where South Korea’s territory begins.[15]
Score 3/5Evidence confidence: MediumTrend: Stable
Strategic assessment
- Relative advantage
- China in persistent gray-zone presence around Taiwan and Dongsha.[16]
- Critical vulnerability
- Allied cohesion, strained by the Yasukuni protest and the US Forces Korea dispute.[17]
- Decisive uncertainty
- Whether Manila expels or keeps China’s ambassador.[18]
- Likely trajectory
- Routine PLA pressure near Taiwan as allied forces mass for Keen Sword.[19]
- Strategic outcome
- Not yet determinable from one window of activity.[20]
