This Americas security update for October 18, 2026 finds the US Marine Corps back on guard at the US Embassy in Caracas, Cuba’s grid supplying 790 megawatts against a 1,455-megawatt morning deficit, and drone-armed fighting between the ELN and FARC dissidents in Colombia’s Catatumbo (see yesterday’s Americas security update and the War Room).[1]

Cuba

Cuba’s grid opened October 18 with 790 megawatts of available generation and a current deficit of 1,455 megawatts, 32 megawatts more supply than a day earlier, according to Unión Eléctrica figures compiled by an outage tracker. In the early morning, Havana had 166 distribution circuits and 358 megawatts affected, Holguín 129 megawatts and Sancti Spíritus 70 megawatts.[13]

The official report for October 17 shows how deep the hole was. It forecast a 2,042-megawatt generation deficit and a peak outage of 2,072 megawatts against expected demand of 2,800 megawatts, with five units out of service, maintenance at the Santa Cruz, Nuevitas and Renté plants and breakdowns at Santa Cruz, Renté, Felton and Antonio Guiteras. The October 16 peak outage came in at 2,026 megawatts at 7:20 PM, while solar parks peaked at 498 megawatts.[14] By 9 PM on October 17, Havana reported 435 megawatts cut and 181 circuits dark, and in Holguín one circuit had been without power for 41 hours and 30 minutes.[15]

The money side of the crisis worsened in step. The informal dollar rate crossed 800 pesos on October 17, trading at 805 and up 105 pesos in 30 days, and the euro passed 900, though the index publisher noted that part of the rise may reflect changes in its method.[16] The dollar closed the day 2.5 pesos above the previous close of 803, up 22.5 pesos in a week.[17]

On the National Day of Defense, October 16, President Miguel Díaz-Canel told a defense zone in Havana’s La Lisa municipality that wartime structures working in peacetime had let authorities tackle food, medicine, water, power, waste collection and corruption.[18] Prime Minister Manuel Marrero Cruz, at the state cadres school’s 15th anniversary reported October 17, tied the training of officials to the government’s 2026 economic and social program and its “Transformations”.[19]

Venezuela

The US Embassy in Caracas said on October 17 that it had officially reactivated its Marine Corps Security Detachment the day before, alongside Gen. Eric M. Smith, the Commandant of the Marine Corps.[20] The detachment returns to an embassy operating again since relations, broken in 2019, were restored in March, after US forces captured Nicolás Maduro in Caracas on January 3.[21]

Acting President Delcy Rodríguez used the closing of an energy conference on October 17 to project nearly $76 billion of oil investment over five years and 324,000 jobs within a decade. She said 17 agreements had been signed with the United States and 61 with others, and that the binational accord with Washington alone foresees 250 wells.[22] Venezuela also returned to the IMF and World Bank annual meetings in Bangkok with a delegation led by Calixto Ortega, its governor at the Fund.[23]

At the negotiating table, the third round moved into the justice system. The opposition delegation led by Dinorah Figuera met delegates of the national bar association on October 17 to review proposals to reform the courts, a day after reviewing civil and political guarantees with nongovernmental groups.[24] An adviser to the delegation, Paola Bautista de Alemán, said lifting political disqualifications is still “in construction” in the political-guarantees working group, including the comptroller law that underpins them.[25]

Colombia

Colombia’s sharpest fighting of the window came in Catatumbo, where the ELN and the 33rd Front of the FARC dissidents clashed in rural Tibú and Sardinata on the afternoon and night of October 17, using drones loaded with explosives. Ombudswoman Iris Marín confirmed the combat in Corinto, in Sardinata’s San Martín de Loba district, and in Campo Tres in Tibú; no consolidated toll had been released.[26] Civilian exposure is covered under War Crimes and Civilian Harm.

The southwest saw a run of attacks on the state. Explosives damaged a bridge in Santander de Quilichao, in northern Cauca, cutting off more than 200 families; the Army preliminarily blamed the Jaime Martínez dissident structure, and the Defense Ministry called it a cowardly terrorist attack.[27] In rural Cali, an explosive device wounded three police officers on the morning of October 17 and bomb technicians defused a second charge, while armed men presumed to be ELN burned a garbage truck near Popayán.[28]

Counternarcotics operations produced the window’s largest numbers. President Abelardo de la Espriella said the Navy, backed by the Air Force, intercepted a go-fast boat 129 nautical miles west of Cartagena carrying 3,688 kilograms of cocaine worth about $170 million and captured five people.[29] Police arrested Daneiro Correa Vega, alias El Señor, in Cúcuta on a US extradition request, saying his network moved up to three tonnes of cocaine a month from Catatumbo.[30] In Santa Marta, police working with the DEA seized 27 rifles, a grenade launcher and 728 rounds from the Conquering Self-Defense Forces of the Sierra Nevada.[31]

Brazil

Brazil’s October 25 runoff between President Luiz Inácio Lula da Silva and Senator Flávio Bolsonaro remains a statistical tie. An Ipespe/Abrapel poll released October 17 gave Bolsonaro 48 percent and Lula 46 percent, with a 2.6-point margin, narrowing the gap from five points in its previous round.[32] Of 13 national polls compiled by a news site with fieldwork from October 3 to 16, Bolsonaro led numerically in 11 and Lula in one.[33]

In a televised interview on the night of October 16, Bolsonaro denied that the January 8, 2023, storming of government buildings was a coup attempt, called his father’s trial a farce and said he would not seek a second term. He also said there was nothing wrong with asking jailed former banker Daniel Vorcaro for 130 million reais, the state news agency reported.[34] Election officials moved the polling places of 4,352 voting sections for the runoff, mostly in São Paulo, Minas Gerais, Rio de Janeiro and Bahia, citing last-minute renovations, accessibility and damage from heavy rain and wind.[35]

Argentina

Argentina’s opposition rallied on Peronist Loyalty Day, October 17, ahead of the 2027 elections, but in two places. Buenos Aires Province Governor Axel Kicillof told a large rally in La Matanza that Peronism would govern again and urged supporters to focus on President Javier Milei’s government (see Statements), while national deputy Máximo Kirchner attended a separate rally in Resistencia, Chaco.[36]

Abroad, Argentina’s candidate for UN secretary-general, IAEA chief Rafael Grossi, drew eight encouraging and six discouraging votes in the Security Council’s sixth informal poll on October 16, including opposition from two permanent members.[37] Deputy Secretary of State Christopher Landau confirmed he will travel to Paraguay and Argentina next week to meet political, security and economic leaders (see Statements).[38]

Domestic Affairs

Cuba’s government acknowledged growing social need. Deputy Prime Minister Eduardo Martínez Díaz told the National Commission on Social Policies that 883,446 people were classed as vulnerable at the end of August, 6,924 more than in April, and said the response must go beyond food handouts.[39] A specialist at the Institute of Hematology and Immunology warned patients of simultaneous dengue, chikungunya, respiratory, diarrheal and hepatitis outbreaks.[40]

In Colombia, more than 500 people protested on October 17 outside the National Museum in Bogotá against the government’s removal of artworks it said glorified illegal armed groups, and the gathering ended in clashes with riot police.[41] Assessment: De la Espriella’s security-first agenda is drawing street opposition in the capital even as his counternarcotics results mount.

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

In Catatumbo, residents of Corinto left their homes waving white flags as the clashes spread, and videos showed a drone dropping an explosive a few meters from people, including children, at a sports ground. A victims’ association leader warned that explosive drones fall on civilian homes, but no consolidated count of injured or damaged houses was available.[42]

In Venezuela, rights lawyers Martha Tineo and Kelvi Zambrano said at least 30 people have been detained for political reasons in 2026 and more than 400 remain jailed, arguing that recent arrests are charged as common crimes.[43] No new verified allegation was found for Cuba, Brazil or Argentina in the sources checked for the window.

What to Watch (Assessment)

  • The US Mission’s Cuba event at UN headquarters on October 19 and Havana’s response before the October 27–28 embargo vote.[48]
  • The Security Council’s Haiti briefing on October 19, after a UN report counted 1,123 killed from mid-July to October 12.[49]
  • Whether the Caracas talks produce a deal on political disqualifications and the comptroller law.
  • Landau’s meetings in Paraguay and Argentina next week.
  • Final polls before Brazil’s October 25 runoff.
  • Further ELN–dissident drone clashes and displacement in Catatumbo.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

The window’s security news clustered along the Caribbean rim, from Havana’s darkened circuits to the Caracas embassy and Colombia’s Catatumbo border region with Venezuela (see the map). Colombia’s Caribbean coast doubled as a trafficking front, with a go-fast boat stopped 129 nautical miles west of Cartagena.[2]

Military & Security

The US military’s visible step was protective rather than kinetic: the Commandant of the Marine Corps reactivated the embassy guard in Caracas. No US strike or new deployment in Latin America appeared in the war.gov or Southern Command feeds for the window.[3] Assessment: Colombia carries the hemisphere’s hottest armed conflict, where rival groups now use explosive drones against each other near civilians (see Colombia).

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Alliances & Diplomatic Networks

Washington’s diplomacy ran through Caracas and the Southern Cone, with the Marine reactivation and a deputy secretary bound for Paraguay and Argentina (see Statements). Venezuela’s return to the IMF and World Bank meetings in Bangkok marks another step out of financial isolation.[4]

Economic & Industrial Power

Cuba’s informal dollar rate passed 800 pesos, a sign that the grid crisis and the hard-currency shortage feed each other (see Cuba). Caracas is selling a five-year, $76 billion oil pitch built partly on 17 agreements with the United States (see Venezuela).[5]

Score 2/5Evidence confidence: MediumTrend: Stable

Technology & Critical Infrastructure

Cuba’s thermal fleet remains the island’s single point of failure, with five units out and breakdowns at four plants in the official report (see Cuba). In Colombia, the bombing of a rural bridge in northern Cauca shows dissidents striking transport links rather than only security forces.[6]

Domestic Politics & Information

Brazil’s runoff is tightening a week out, and the challenger used a prime-time interview to deny that January 8, 2023, was a coup attempt (see Brazil).[7] Argentina’s Peronists are rebuilding for 2027 in separate rallies, a split the governing party can exploit (see Argentina).

Strategic Leverage & Outcomes

Washington holds the initiative in Caracas, where its embassy is under Marine guard again while the government–opposition talks move toward judicial and electoral reform.[8] Assessment: US interests are served if Venezuela’s process yields institutional change, Colombia’s surge against traffickers keeps cocaine flows down and Cuba’s crisis does not trigger a new migration wave.

Score 3/5Evidence confidence: MediumTrend: Improving

Strategic assessment

Relative advantage
Washington, which again has a Marine guard at its Caracas embassy and a Venezuelan government courting US oil investment.
Critical vulnerability
Cuba’s power system, which met less than half of forecast peak demand on October 17.[9]
Decisive uncertainty
Whether Venezuela’s talks settle the disqualification of opposition candidates.[10]
Likely trajectory
More drone fighting in Catatumbo and a runoff in Brazil decided within the margin of error.
Strategic outcome
Not yet determinable; the hemisphere’s direction turns on Caracas’s reform terms and Brazil’s October 25 vote.
