This Africa security update for November 2, 2026, covers Sudan’s formal complaint against Ethiopia over cross-border drones, Uganda’s first troop withdrawals from Somalia and a pirate hijacking of an Iranian fishing boat.[1][2][3] It follows yesterday’s Africa security update; the War Room lists every theater.

Sudan and Ethiopia

Sudan lodged complaints against Ethiopia with the UN Security Council and the African Union’s Peace and Security Council, Al Jazeera reported.[4] In a statement late on Sunday, the Foreign Ministry accused the Rapid Support Forces (RSF) of using Ethiopian territory for “brazen aggression” against “civilian sites and power stations.”[5]

A report from Sudan’s army-led Transitional Sovereignty Council said 70 attacks with 187 one-way drones were launched from February 15 to October 27, including 28 attacks with 97 drones in October.[6] It said they killed or wounded 484 civilians and killed 176 soldiers, and it named launch sites at Asosa airport, the Kurmuk-Gizen border area and the Bahir Dar air base.[7] “Since February 2026, armed drones have taken off from Ethiopian soil,” the report said.[8] These are claims by one side in the war; Ethiopia had not responded in the sources checked, and no new drone strike in the window was reported in them.[9][10]

Somalia

Uganda has begun withdrawing its troops from Somalia, acting army spokesperson Chris Magezi said on Monday, with the first group deployed under a bilateral deal already home.[11] He said all Ugandan forces, including those in the African Union mission, will leave by the end of 2027 in phases, and that Somalia is expected to “assume full responsibility for security.”[12] “After 20 years of a lot of blood and sacrifice, we are handing over security to our Somali brothers,” army chief Gen. Muhoozi Kainerugaba wrote on X.[13]

Uganda was the first country to send troops under the African Union mission in 2007 and helped push al-Shabab out of Mogadishu.[14] BBC News reported that Somalia’s President Hassan Sheikh Mohamud sought in Kampala last week to persuade Uganda to stay, though the outcome was not made public.[15]

Off the northeast coast, Somali pirates hijacked an Iranian fishing vessel carrying 21 Iranian fishermen and two Somali guards, the EU’s Maritime Security Centre for the Indian Ocean said, according to Mehr News Agency.[16] No word on the crew’s condition was available.[17]

Domestic Affairs

In Sudan, displaced families in camps outside Port Sudan told Al Jazeera that aid has fallen sharply.[18] A joint statement released by the US State Department on October 27 warned that “the risk of famine in the coming months” needs urgent action.[19]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Sudan’s report counts 484 civilians killed or wounded by drones it says came from Ethiopia; the figure has not been independently verified (see Sudan and Ethiopia).[20]

What to Watch (Assessment)

  • Whether the Security Council or the African Union takes up Sudan’s complaint, and whether Ethiopia answers it.[23]
  • How quickly Somali forces take over areas Ugandan troops leave.[24]
  • The fate of the 23 people aboard the hijacked Iranian vessel.[25]

Seven lenses

Analysis

About the framework

This analysis applies the Seven Lenses of Geopolitical Power to the day’s African security news.[26]

Geography & Strategic Position

The launch sites Sudan named sit along its Blue Nile border, so a drone war that began inside Sudan is now framed as a dispute between two states.[27]

Military & Security

Uganda’s exit removes the first and one of the longest-serving foreign forces fighting al-Shabab.[28]

Alliances & Diplomatic Networks

Taking the complaint to both the UN and the African Union lets Sudan seek support in two bodies where Ethiopia has influence.[29]

Economic & Industrial Power

The report links the drone attacks to power stations, the same grid damage that has cut essential services.[30]

Technology & Critical Infrastructure

One-way attack drones, 187 by Sudan’s count, have become the main long-range weapon in the war.[31]

Domestic Politics & Information

Somalia’s president reportedly asked Uganda to stay, which shows how much Mogadishu still relies on foreign troops.[32]

Strategic Leverage & Outcomes

A pirate hijacking off Somalia shows that sea crime can return as foreign forces draw down, though the two are not linked in any report.[33][34]

Strategic assessment

Relative advantage
Sudan’s government, which has put detailed claims on the record at the UN and African Union.
Critical vulnerability
Somalia’s security forces as Ugandan troops leave.
Decisive uncertainty
Whether Ethiopia answers Sudan’s charges or escalates.
Likely trajectory
More diplomatic pressure from Sudan and a phased Ugandan exit through 2027.
Strategic outcome
Not yet determinable.
