This trade war news update for November 2, 2026, covers China’s central bank moving to prop up stocks, South Korea’s record budget with a doubled chip and AI push, and oil falling on hopes of Iran talks.[1][2][3] It follows the November 1 trade war update; all theaters are on the War Room.

Energy and Shipping

Oil eased after Brent closed October at a six-month high, and one analyst warned that tougher talk on Iran after the midterms could push it toward $120.[12] Eight OPEC+ members, including Saudi Arabia and Russia, held December supply steady and set their next meeting for November 29.[13]

Qatar condemned the Friday attack on its gas carrier Al Mayeda and said it “reserves its right to take all necessary measures.”[14] People familiar with the matter told Bloomberg that Iranian authorities had cleared the voyage hours earlier at Pakistan’s request; without the cargo, Pakistan may have to buy gas on a spot market priced at more than three times prewar levels.[15]

Venture Global said its Plaquemines plant in Louisiana began commercial operations, loading a first long-term cargo for Shell on Sunday.[16] Its long-term buyers include Chinese firms Sinopec and CNOOC.[17]

Asia Chips and Budgets

President Lee Jae Myung proposed a record 2027 budget of 820.9 trillion won ($610 billion), up 12.8 percent, including 4.7 trillion won for a national AI model.[18] Lee said the higher spending would add “virtually no net increase in government debt.”[19]

China Markets

The People’s Bank of China said its new one-year swap facility starts on Tuesday and lets institutions trade less liquid assets for liquid ones to buy stocks.[20] The CSI 300 index rose 0.8 percent on Monday on expectations of more support.[21]

The central bank set a slightly weaker yuan midpoint even as the offshore yuan reached its strongest level since June 2022.[22] Xinhua reported that China’s identified rhenium resources more than doubled after a national survey, and that a major zircon deposit was found.[23]

Domestic Affairs

United States

President Trump told an Iowa rally on Sunday that the United States has recouped “ten times the cost of the war” in Venezuela through oil.[24] He gave no figures.[25]

China

BYD and Geely posted their best monthly sales of the year in October, while smaller Chinese carmakers face mounting pressure in a shrinking home market.[26]

What to Watch

  • Whether China’s stock support holds the market after Tuesday’s swap launch.[30]
  • Oil prices after the November 3 US midterm elections and any Iran deal through Qatar.[31]
  • Whether Pakistan finds replacement gas cargoes for Al Mayeda.[32]
  • The next OPEC+ meeting on November 29.[33]

Analysis

Deals & Agreements

No new trade deal was signed in the window; Venture Global’s start of long-term deliveries puts already-signed US gas contracts into effect, including for Chinese buyers.[34]

Imbalances & Impact

Seoul is channeling its chip-export windfall into more chip and AI spending, which could widen its trade surplus with the United States.[35]

Chokepoints & Dependencies

The Al Mayeda case shows that even voyages cleared by Tehran remain at risk near Hormuz, which keeps buyers like Pakistan exposed.[36] China’s mineral survey is aimed at cutting reliance on imported rhenium and zircon.[37]

Negotiating Power

Iran’s talks through Qatar move oil prices day to day, giving diplomacy direct market weight.[38] OPEC+ is holding supply steady rather than using output as leverage.[39]

Policy & Economics

Beijing is using its central bank to support stocks while slowing the yuan’s rise, which helps exporters ahead of the Trump-Xi talks.[40][41]

Bloc Competition

Seoul’s spending targets a national AI model, part of a race with the United States and China over who controls core technology.[42]

Business & Markets

Lower oil, Chinese state support and record Korean spending all point to markets betting on calmer conditions, while gas prices stay near multiyear highs.[43][44]
