This China and Taiwan news update for November 2, 2026 covers a quieter day around Taiwan, with 19 Chinese military sorties tracked, a North Korean vow to speed up its nuclear buildup, and Japan’s reported plan to nearly double defense spending.[1] It follows yesterday’s Indo-Pacific update; every theater is on the War Room.
Korean Peninsula
Kim Jong-sik, a senior Workers’ Party official, said in a statement carried by the state news agency KCNA that the allied Iron Mace exercise was “the most hideous nuclear war rehearsal” and that faster nuclear buildup is “immutable” policy.[18] Iron Mace was a tabletop exercise held from September 29 to October 2.[19]
South Korea’s Joint Chiefs of Staff said North Korean loudspeakers had not been switched on, though Pyongyang had said they would operate by the end of October.[20] The Unification Ministry recognized three fishermen seized by North Korea in 1973 as abductees, raising the official total to 519.[21]
Taiwan
The ministry said 4 of the 19 sorties entered Taiwan’s southwestern and eastern air defense identification zone, and Taiwan responded with patrol aircraft, ships and coastal missile systems.[22] New conscription rules that took effect last week are expected to cut the exemption rate from about 16 percent to 8 percent, the Interior Ministry said.[23]
Allies and Partners
Japan’s government and ruling coalition are weighing ¥70 trillion to ¥80 trillion for the five years from April 2027; the Defense Ministry declined to comment.[24] President Lee pledged in his budget speech to secure key military assets for an early transfer of wartime operational control.[25] South Korea’s Air Force joins the Partner to Win space exercise in Florida this week with the United States, the Netherlands, Sweden, Poland and Brazil.[26]
Seoul aims to finalize a deal with Washington on relocating jointly used air bases, including Gwangju, by the end of the year.[27] South Korean and Japanese vice foreign ministers met in Karuizawa to prepare for a leaders’ summit.[28] A Korea Herald analysis said the State Department’s naming of China’s “coercive behavior” in the Yellow Sea after the October 30 Atlanta meeting, which Seoul’s own readout avoided, exposed a gap between the allies.[29][30]
China’s Military and Politics
Six Type 071 amphibious transport docks are being built or fitted out at two shipyards, in Shanghai and Guangzhou, the South China Morning Post reported, citing Janes.[31] The move challenges US assessments that China lacks the sealift for a large-scale assault.
Domestic Affairs
South Korea’s main opposition People Power Party said Lee’s budget speech left out North Korea and the alliance with Washington.[32]
War Crimes and Civilian Harm

No new war crimes or civilian harm in this theater were reported in the window.

Geography & Strategic Position
Chinese activity around Taiwan fell back after Saturday’s jump, with most aircraft staying outside the island’s air defense zone.[2] The second shipyard now building Type 071 landing ships points to the Taiwan Strait as the planning focus.[3]
Military & Security
North Korea answered allied tabletop drills with a pledge to strengthen its nuclear forces “at an ever faster pace,” while South Korea stood up a new drone agency.[4][5] There were no live-fire incidents in the window.
Alliances & Diplomatic Networks
Seoul and Washington are reported to differ on how openly to confront China, even as Seoul and Tokyo held vice-ministerial talks on North Korea.[6][7] South Korea’s Air Force is joining a US Space Force war game for the first time.[8]
Economic & Industrial Power
Japan is weighing defense spending of ¥70 trillion to ¥80 trillion over five years, about 1.8 times the current plan, according to two people familiar with the plan.[9] South Korea’s KAI delivered its first two FA-50 jets to Malaysia.[10]
Technology & Critical Infrastructure
Seoul’s Defense Drone Agency replaces the Drone Operations Command and will oversee both drones and counter-drone systems.[11] Beijing is expanding amphibious ship production, which addresses a known weakness in sea lift.[12]
