The Air Force recorded hits at 14 locations and debris at five, with about eight drones still airborne at its 8:00 AM Kyiv cutoff; the 14 counts locations, not drones. It also reported Banderol and Dan-T cruise missiles and decoys but gave no separate count for them. The Russian Defense Ministry’s 616 drones covers the night only, inside its 24-hour claim of 1,297 drones, one SCALP and four Neptune missiles; Ukraine did not confirm these figures.
This Ukraine war update for October 24, 2026, covers a local ceasefire agreed for the Russian-occupied town of Oleshky, plans for three-way talks in November, and an overnight attack of 126 Russian drones.[1] It follows yesterday’s Ukraine war update; the War Room, Middle East war update and Russia-Ukraine News Hub give context.
Oleshky Ceasefire Agreed
The biggest development was a local ceasefire for Oleshky, a Russian-occupied town in Kherson Oblast where the town’s remaining residents face shortages of food, medicine and clean water. The White House said on October 23 that First Lady Melania Trump secured the deal, under which both sides will “temporarily stop all military action in Oleshky” so aid can enter and civilians can leave through a designated corridor.[7] It matters because both governments confirmed it, even though it covers a single town.
Both sides confirmed the deal. Kremlin spokesman Dmitry Peskov said Russia welcomed Melania Trump’s efforts and that the evacuation “will take at least several days.”[8] Ukraine’s human rights commissioner, Dmytro Lubinets, said the operation is “extremely complex and will be carried out in stages.”[9] UN Secretary-General António Guterres welcomed the agreement, his spokesman said.[10]
The sources differ on timing. The White House said the ceasefire begins on October 29, and Lubinets gave the same date for the humanitarian operation.[11] Ukraine’s General Staff later said it would halt fire in a designated area from 03:00 Kyiv time on October 27, and Russia’s chief of the General Staff, Valery Gerasimov, gave 04:00 Moscow time the same day, which is about 9:00 PM ET on October 26.[12] The military orders may cover preparations, such as the route surveys Gerasimov described, before aid moves on October 29.
Talks Planned for November
President Volodymyr Zelensky said after a call with US envoys Steve Witkoff and Jared Kushner that a three-way meeting “at the team level” is planned for the first half of November, adding that “it all depends on the Russians.”[13] This matches the Kremlin’s timing reported yesterday. A US official told Sky News the meeting could be held “in a couple of weeks” in Abu Dhabi or Switzerland, adding Switzerland to the venue the Kremlin named.[14]
Positions remain far apart on territory. Secretary of State Marco Rubio said “that war is about Donbas,” a region Russia “cannot take militarily and that Ukraine is unwilling to give up,” and that both sides will have to make concessions.[15] Zelensky said Ukraine is ready to “freeze on the contact line” but will not recognize occupied land as Russian, and said Russia now controls 19.3% of Ukraine.[16] President Trump floated 200% tariffs on both countries, saying, “We should probably immediately do it with Ukraine and Russia.”[17]
Starlink Limits Eased
Ukraine’s Defense Ministry said on the morning of October 24 that Starshield, the military version of Starlink, was working at “more than 400 km/h” and that “the connection is stable,” after speeds had been capped at about 161 km/h since mid-October.[18] This updates yesterday’s dispute. On October 23 Zelensky had said “the speed has not been restored,” while Trump said, “I’ve heard it was fixed, but if it’s not I’ll speak to him,” referring to Elon Musk.[19]
Pressure in Washington continued. The New York Times reported that senators of both parties told White House officials they would block nominees until Ukraine’s satellite links are restored.[20] Members of both chambers also urged Defense Secretary Pete Hegseth to expand the Starshield contract, writing that any degradation “provides Russian forces with an operational advantage.”[21] The UK prime minister’s office said Prime Minister Andy Burnham raised Ukraine’s need for “full access to Starlink” in a call with Trump.[22]
Overnight Strikes on Ukraine
Russia launched 126 long-range drones on the night of October 23–24, 61 of them jet-powered Shaheds, along with cruise missiles and decoys, the Air Force said. Air defenses downed or jammed 101, including 50 jet-powered drones.[23] In Kyiv, a drone struck a residential building in the Obolon district early on October 24, injuring two people and starting a fire, city officials said.[24] Regional authorities counted 4 killed and 78 injured across Ukraine over the past day.[25]
The heaviest daytime harm was in the east and north. Russian forces dropped three FAB-250 glide bombs on Kramatorsk at 15:44 on October 23, killing one person and injuring six, including three children, prosecutors said.[26] The Donetsk Oblast administration’s full-day count was 2 killed and 18 injured in Kramatorsk and Sloviansk.[27] In Chernihiv, an attack on two private businesses killed one man and injured at least 25, after the Air Force warned of drones and a Banderol cruise missile.[28] In Kharkiv, two Geran-3 drones hit the Osnovianskyi district, injuring a 12-year-old girl and another person.[29]
The attack also crossed a border. A Russian Geran drone came down near family homes and an energy facility in Moldova’s Telenesti district, and President Maia Sandu’s government expelled a Russian diplomat.[30]
Ukraine’s Strikes in Russia
Ukraine’s General Staff said its forces struck the main production building of Proton-Electrotex in Oryol, which it said makes components for S-71 Kovyor cruise missiles, Iskander-M ballistic missiles and Pantsir-S1 air defense systems.[31] It said the strike “complicates the production of components for cruise and ballistic missiles,” and Oryol’s governor confirmed that an enterprise was targeted.[32] The General Staff also reported strikes on the Tolyattikauchuk synthetic rubber plant in Samara Oblast and an aircraft at Yeysk airfield; local channels reported a large fire in Tolyatti.[33]
Drones also disrupted Russia’s capital. Rosaviatsiya imposed temporary limits at Vnukovo, Domodedovo, Zhukovsky and Sheremetyevo airports on October 23, and Sheremetyevo evacuated passengers during an air raid alert, TASS reported.[34] In occupied Crimea, the Russian-installed Sevastopol head, Mikhail Razvozhayev, said an attack on energy facilities outside the city left it without power.[35]
Sanctions and Energy
Zelensky enacted two sanctions packages against Russia’s arms industry. The first covers 51 people and 44 companies tied to Iskander, Kalibr, Kh-101 and Kinzhal missile parts, and the second covers 32 people and 35 companies supplying equipment and components.[36] On the US side, Ukrainian and US officials told the Kyiv Independent that Trump may weigh sanctions relief for Russia’s fertilizer industry after the diesel deal.[37] The Financial Times reported that most managers of Polar Train LNG, a planned Alaska gas terminal, left after allegations of undisclosed financing by Russia’s Novatek.[38] Ukraine’s electricity exports halved over the week after Russian strikes, according to Energy Map data.[39]
Domestic Affairs
In Ukraine, Prime Minister Serhii Koretskyi said the government will end automatic 100% mobilization exemptions for workers in critical industries, including defense production and energy. He said “the number of workers exempted from mobilization is growing by tens of thousands every month,” and that the change aims to allow rotations for troops who have served for years.[40] Ukraine’s embassy in Washington briefly evacuated its consular section on October 23 after US police classified an object near the entrance as suspicious, the Foreign Ministry said.[41]
Russia and Ukraine also completed a prisoner exchange on October 23. Zelensky said 261 service members and nine civilians came home, most captured during the 2022 defense of Mariupol, and Russia’s Defense Ministry said it received 270 servicemen with UAE mediation.[42] The Russian ministry described the swap as 270 for 270.[43]
In Russia, the war is shaping both corporate and monetary policy. Metro Russia, the local arm of the German retailer, which a September decree by Vladimir Putin placed under “temporary management,” said it gave 1 billion rubles, about $12.4 million, to a foundation that equips Russian units with vehicles, communications and anti-drone gear. Its chief executive, Johannes Tholey, said the company wants “to take part in the strategic initiatives of the state.”[44] The Bank of Russia held its key rate at 14% on October 23 and raised its 2026 inflation forecast to 7.1–7.6%, citing motor fuel prices, after annual inflation reached 6.8% as of October 19.[45] Fuel prices matter here because Ukraine’s long-range drone campaign has targeted Russian refineries.
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
Ukrainian prosecutors said the Kramatorsk glide-bomb strike hit a residential area and damaged 27 homes, and the injured children were girls aged seven and 10 and their 22-month-old brother.[46] In Chernihiv, local officials said the businesses hit were civilian.[47] Ukraine treats such strikes as deliberate attacks on civilians. These are allegations, not findings, and Russia says it targets facilities used by Ukraine’s armed forces. The Oleshky deal addresses a separate harm: the White House said the town’s remaining residents are mostly elderly and lack medicine, food and clean water.[48]

What to Watch (Assessment)
- Whether the Oleshky ceasefire holds from October 27 and aid convoys enter by October 29.
- Whether a date and venue are fixed for November talks, and whether Europe takes part.
- Whether Ukraine’s Defense Ministry reports stable Starshield speeds over several days.
- Russia’s response to the strikes on Oryol and Tolyatti, and any new strikes on Ukraine’s grid.
- Whether Washington moves on fertilizer sanctions relief after the diesel deal.
Geography & Strategic Position
Oleshky sits on the Russian-held left bank of the Dnipro in Kherson Oblast, so a corridor there tests whether front-line crossings can be opened at all.[55] Rubio’s focus on Donbas and Zelensky’s 19.3% figure show that territory remains the core of any deal.[56]
Military & Security
Russia kept up mass drone attacks while using glide bombs on front-line cities such as Kramatorsk.[57] Ukraine answered with strikes on plants it says supply missile parts, aiming at Russia’s ability to produce the weapons used against Ukrainian cities.[58]
Alliances & Diplomatic Networks
Washington is mediating on several tracks at once: the Oleshky deal, the November talks and Starlink.[59] Moldova’s expulsion of a Russian diplomat shows how the air war keeps drawing in neighbors.[60]
Economic & Industrial Power
Kyiv is using sanctions and strikes against Russia’s arms makers, while reported US interest in fertilizer relief would ease pressure on Moscow.[61] Germany’s reported talks to buy Ukrainian Bars missiles point to Ukraine’s growing role as an arms supplier.[62]
Technology & Critical Infrastructure
The Starshield speeds reported on October 24 restore a link the Ukrainian military uses for drones and command, but the past week showed how one provider’s settings can affect the front.[63] Power cuts in occupied Crimea show that both sides are now hitting energy systems.[64]
Strategic assessment
The war’s diplomacy moved further than its front lines in this window. A local ceasefire, a planned November meeting and restored Starshield speeds all came while Russia launched 126 drones in one night and Ukraine struck missile-parts plants in Russia.[69] The next test is October 27, when both militaries say fire will stop around Oleshky. If that pause holds and aid moves on October 29, it would give the November talks a working example. If it fails, the case for the November talks would weaken.
