Africa Security Update Oct 24, 2026: UN Says Sudan Drones Killed 306
Africa security: the UN says drones killed 306 in Sudan this month, Khartoum denies an Abyei strike and Tigray fighting flares.
Key Takeaways: 5 things to know
- The UN human rights chief said drone strikes killed at least 306 people in Sudan in October’s first three weeks, attributing strikes to both sides (see Sudan).
- Sudan’s Foreign Ministry denied the army struck Abyei’s market, though a senior army source said it hit paramilitary fuel trucks (see Sudan).
- Tigrayan forces reportedly retook Rama, a town near the Eritrean border that Ethiopia’s army left during a redeployment (see Ethiopia).
- Roadside bombs reportedly killed about 20 Somali soldiers on the Afgooye-Wanlaweyn road, according to local reports not independently verified (see Somalia).
- Congo’s Ebola outbreak reached 9,765 cases and 4,727 deaths, UN agencies said, with imported cases in Kenya and Nigeria (see DR Congo and Ebola).

This Africa security update for October 24, 2026 covers the UN human rights chief’s count of at least 306 people killed by drone strikes in Sudan this month, Khartoum’s denial of a deadly strike in Abyei, renewed fighting in Ethiopia’s Tigray and the spread of Ebola beyond Congo.[1] It follows the Oct 23 Africa security update; see the War Room and today’s Middle East war update.
Sudan
UN High Commissioner for Human Rights Volker Türk said on October 23 that drone strikes killed at least 306 people and injured hundreds more across Sudan in the first three weeks of October.[12] His office attributed the strikes to both the army and the RSF and said they hit homes, markets, hospitals, displacement sites, power stations and water sources in Kordofan, Darfur, Blue Nile and Khartoum. The worst single attack it listed came on October 18, when at least 139 people were killed in a “double tap” strike on a truck in Dibab, West Kordofan, an RSF-held area.
The October 19 strike in Abyei remains disputed. Sudan’s Foreign Ministry issued a statement early on October 23 regretting the casualties and denying the army was responsible, but a senior source in the army’s General Staff told Mada Masr that the military had targeted fuel trucks bound for the RSF and that those killed were RSF members.[13] Update: local officials quoted by the same outlet put the death toll above 150, in line with the 153 cited in our October 21 report, while UN News said the attack on Amiet market and the Todach area killed more than 80; the UN mission says verification continues.[14]
The North Kordofan state government accused the RSF on October 23 of drone attacks on service facilities and fuel stations in Al-Rahad and Umm Rawaba on October 22 and 23, without giving casualties.[15] It called the attacks “a war crime” and asked other governments to designate the RSF a terrorist organization. In Blue Nile, the RSF and its ally, the Sudan People’s Liberation Movement-North, tried to take two army bases in Kurmuk locality, while the army gained ground in neighboring Geisan, according to Mada Masr; accounts of the Kurmuk fighting conflict.[16]
Ethiopia
The Tigray Defense Forces, the armed wing of the Tigray People’s Liberation Front (TPLF), reentered Rama, about 25 miles north of Adwa near the Eritrean border, after the federal army withdrew from several border areas between October 17 and 19, the Critical Threats Project reported, citing the ACLED conflict database and an open-source mapper.[17] Federal forces continued to secure Tigray’s main towns and clear TPLF havens in the interior. Benishangul-Gumuz state television accused the TPLF of an incursion from Sudan, a claim the tracker relayed without confirming.
Somalia
Bomb attacks on the road between Afgooye and Wanlaweyn in Lower Shabelle killed about 20 Somali government officers and soldiers and wounded nearly 30 on October 22 and 23, according to local reports cited by a regional outlet.[18] One blast reportedly killed the commander of the 54th Unit of the army’s 7th Brigade near Wanlaweyn. Somalia’s government had not confirmed the toll in the sources reviewed, and the figures are not independently verified.
DR Congo and Ebola
UN agencies said on October 23 that Congo’s Bundibugyo Ebola outbreak has reached 9,765 cases and 4,727 deaths across eight provinces, with Nord-Ubangi in the northwest the latest affected, and that 30,000 contacts are being monitored daily.[19] Update: our October 23 report cited WHO Africa figures of more than 9,600 confirmed cases and 4,646 deaths as of earlier reporting. The WHO said Kenya had nine cases, including one death, as of October 20, all linked to one imported case, and that Nigeria confirmed an imported case in Abuja.[20] The CDC lists a Level 1 travel notice for Kenya and advises usual precautions.[21]
Domestic Affairs
In Sudan, the RSF’s parallel government is trying to take oversight of medical aid away from its health minister, who left for Nairobi in protest, Mada Masr reported.[22] In Ethiopia, the federal government is pressing plans for a new Tigray regional government before regional elections due within six months.[23]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
The UN human rights office documented strikes on displacement sites, including alleged army drone strikes on shelters in Ghubeish and El Nuhud in West Kordofan between October 6 and 10 that killed at least 25 civilians, and an alleged RSF strike near Abu Shendi in Blue Nile on October 9 that killed at least 31 people.[24] In a statement on October 23, the UN Security Council condemned the Abyei attack, said attacks on civilians could amount to war crimes and called for a full, transparent and prompt investigation.[25] These are allegations, not court findings.

What to Watch (Assessment)
- Whether Juba takes steps beyond summoning Sudan’s ambassador over the Abyei strike.
- A verified Abyei death toll from the UN mission.
- Whether Ethiopia’s army moves back toward the Eritrean border after the Rama report.
- Kenya’s Ebola contact tracing and any case outside the first cluster.
Geography & Strategic Position
Sudan’s drone war now reaches from Darfur and Kordofan to Blue Nile and the disputed Abyei area on the South Sudan border, the UN said, which pulls a second state into the conflict (see Sudan).[2] In the Horn, fighting in Tigray runs along the Eritrean border, where a conflict tracker reported that Tigrayan forces reentered a town the federal army had left (see Ethiopia).[3]
Military & Security
No US strike, deployment or operation in Africa appeared in the war.gov feed for the window.[4] The fighting that mattered was local: drones on both sides in Sudan, Tigrayan counterattacks in Ethiopia and roadside bombs that reportedly killed about 20 Somali soldiers in Lower Shabelle (see Somalia).
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Alliances & Diplomatic Networks
The Abyei strike has strained ties between Khartoum and Juba, which summoned Sudan’s ambassador on the day of the attack, according to an Egyptian outlet’s sources (see Sudan).[5] Khartoum’s government is courting UN-backed aid deliveries while rejecting truce terms that would bring the Rapid Support Forces (RSF) into talks, the same outlet reported.
Economic & Industrial Power
Drone strikes in Sudan hit fuel stations, markets and power substations, and the North Kordofan government accused the RSF of attacking service facilities in Al-Rahad and Umm Rawaba on October 22 and 23.[6] Ebola is costing Congolese families their livelihoods, UN agencies said, as they asked donors for more money to feed patients.[7]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Technology & Critical Infrastructure
Drones are now the main killer of civilians in Sudan this year, the UN human rights chief said, and an RSF drone knocked out a power substation in White Nile state, according to a military source cited by an Egyptian outlet.[8] Strikes on power and water leave whole towns without services long after the attack.
Domestic Politics & Information
Sudan’s Foreign Ministry denied that the army carried out the Abyei strike, while a senior army source told an Egyptian outlet the military had targeted RSF fuel trucks, two accounts that cannot both be complete (see Sudan).[9] Ethiopia’s federal government is moving to restore a Tigray regional administration ahead of planned regional elections.[10]
Strategic Leverage & Outcomes
Neither side in Sudan is close to a decisive win, and both are using drones to hit services in the other’s territory. Assessment: US interests are best served if the drone campaign is curbed, Abyei does not drag South Sudan into the war and Ebola is contained before it spreads further across East Africa.[11]
Score 2/5Evidence confidence: MediumTrend: Deteriorating
Strategic assessment
- Relative advantage
- No side holds a clear edge in Sudan; Ethiopia’s federal army holds Tigray’s main towns but faces counterattacks.
- Critical vulnerability
- Civilians and infrastructure in Sudan, where drones caused most conflict deaths this year, the UN said.
- Decisive uncertainty
- Whether South Sudan responds to the Abyei strike beyond diplomatic protest.
- Likely trajectory
- More drone strikes in Kordofan and Blue Nile, and more Ebola cases in Congo’s remote areas.
- Strategic outcome
- Not yet determinable.
