This October 25, 2026 Africa security update covers clashes that drove more than 14,000 Ethiopians into Kenya, Mali’s army raising a massacre toll to 54 and a US airstrike in Somalia.[1] It follows the Oct 24 update; see the War Room, the Russia-Ukraine update and Seven Lenses.

Sudan

Sudanese army drones struck several parts of El Fasher on October 23, including the market, killing and wounding civilians and military personnel, according to medical sources and a resident cited by a Darfur outlet.[15] The resident said the strikes targeted RSF combat vehicles near the Sixth Infantry Division headquarters and the airport, and that a drone circled the city for more than six hours. The outlet could not verify the toll, and the RSF has restricted internet access in the city.

Amnesty International marked one year since the RSF captured El Fasher. Fewer than 70,000 people remain in a city that had more than a million before the war, Amnesty International said, citing figures from humanitarian groups.[16] No other new Sudan event with a sourced date in the window was found in the sources reviewed.

Ethiopia

More than 14,000 Ethiopians have fled fighting between Oromo and Somali communities into Kenya, the Kenya Red Cross said on October 24.[17] It said more than 10,900 people are staying in six temporary camps in the Kenyan town of Moyale and another 4,000 with relatives and host families. Update: our October 23 report said hundreds had crossed and that the cause was unclear. A Marsabit County official put the number at more than 2,000 on October 23, and a wire service now reports the clashes were sparked by a dispute over flying the Somali regional flag in an area run by Oromia.

At least nine people were reported killed on October 23, and humanitarian officials fear the toll has passed a dozen as gunfire and shelling continue, according to the same report.[18] Neither Ethiopia’s federal government nor either regional government had issued a toll in the sources reviewed.

Somalia

US Africa Command said it conducted airstrikes on al-Shabaab on October 23 near Bulo Bashiir, about 7 kilometers northeast of Janale, in coordination with Somalia’s government.[19] It did not say how many strikes it carried out or whether anyone was killed. On October 24, the state news agency said Danab commandos had launched Operation Banooda near Leego in the Bay region and killed seven al-Shabaab fighters who tried to block them.[20]

Federal troops also began a second advance on Buurhakaba on October 24, a regional outlet reported, after al-Shabaab reportedly destroyed or disabled three armored vehicles in an earlier convoy attack.[21] The government has not released casualty figures for that attack, and it is unclear whether it is the Lower Shabelle bombing covered in our October 24 report.

Sahel

Mali’s armed forces said on October 24 that a patrol had found 54 bodies in a camp at Tagadayat, about 50 kilometers from the town of Ménaka, raising the toll from attacks last weekend by six.[22] The army said nine survivors were evacuated and that witnesses blamed the Islamic State’s Sahel branch. The camps mainly housed members of the Daoussahak community, which gave rise to an armed group allied with Mali’s junta.

Nigeria

Gunmen on motorcycles raided the village of Binnari in the Karim Lamido area of Taraba state on October 23, killing at least 10 people, looting shops and burning houses, police said.[23] Eyewitnesses spoke of 20 dead and a non-governmental group of as many as 50. Police said the attackers had fled and that officers were searching the bush for more victims.

DR Congo and Ebola

Fighters of the Front for the Refoundation of the Nation, the rebranded rebel coalition, attacked army and allied militia positions at Kifune in Uvira territory, South Kivu, early on October 23, residents said.[24] No casualty figures were available. Government spokesman Patrick Muyaya said on October 24 that the front remains an arm of Rwanda’s military and that Kabila’s arrival does not change the nature of the conflict.[25]

Congo began the Tumaini trial of candidate Bundibugyo vaccines among contacts of confirmed cases in Bunia, the WHO Africa office said on October 23.[26] Update: Kenya’s Health Ministry said on October 23 that a 65-year-old woman had died, bringing Kenya to two deaths among nine confirmed cases, all in one cluster of known contacts.[27] Our October 24 report cited one death.

Domestic Affairs

In Somalia, critics quoted by a regional outlet warned that the federal advance on Buurhakaba could turn the dispute with South West State President Abdiaziz Laftagareen into a wider armed clash.[28] In Congo, Tshisekedi was due to receive lawmakers and senators of his Sacred Union coalition on October 24, after the ruling coalition called on its members to mobilize in support of the army.[29]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Amnesty International said residents who escaped El Fasher described schools used as detention centers, strict controls on movement and frequent unlawful killings by the RSF, which had not replied to the group’s findings.[30] In Taraba, Amnesty International accused Nigeria’s authorities of failing to protect rural communities, according to a news report.[31] The Ménaka attacks hit camps that mainly housed members of one community. These are allegations, not court findings.

What to Watch (Assessment)

  • The first anniversary of El Fasher’s fall to the RSF and any new strikes on the city.
  • Whether the Moyale clashes ease, and whether Ethiopia’s federal government releases a toll.
  • A clash between federal troops and South West State forces at Buurhakaba.
  • Kenya’s Ebola cluster and any case outside known contacts.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

The sharpest change in the window came on the Ethiopia-Kenya border, where fighting between two Ethiopian regions spilled thousands of civilians into the divided town of Moyale (see Ethiopia).[2] In Mali’s Ménaka region, near the Niger border, the army said it found 54 bodies in camps attacked last weekend, which shows how far the Islamic State’s Sahel branch can still reach (see Sahel).[3]

Military & Security

US Africa Command said it carried out airstrikes on al-Shabaab on October 23 near Janale in Lower Shabelle, while Somali commandos opened a new offensive in the Bay region (see Somalia).[4] The war.gov feed carried no Africa item in the window.[5]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Alliances & Diplomatic Networks

Congo’s government spokesman said on October 24 that the rebranded rebel front led by former president Joseph Kabila is still the forward brigade of Rwanda’s army, which keeps Kinshasa and Kigali on a collision course (see DR Congo and Ebola).[6] Kenya is now hosting more than 10,900 Ethiopians in six temporary camps, the Kenya Red Cross said.[7]

Economic & Industrial Power

The Moyale fighting has disrupted trade at a major crossing between Kenya and Ethiopia, about 780 kilometers north of Nairobi, a wire service reported.[8] In Nigeria, gunmen looted shops, cash and food in a Taraba village, police and a community leader said (see Nigeria).[9]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Technology & Critical Infrastructure

Congo began vaccinating contacts of Ebola patients in Bunia under a trial of candidate vaccines for the Bundibugyo strain, for which no vaccine is approved, the WHO said.[10] Drones remain the main weapon in Sudan’s war, with army drones reported over El Fasher for hours on October 23 (see Sudan).[11]

Domestic Politics & Information

Somalia’s federal army is advancing on Buurhakaba, where forces loyal to the South West State president are positioned, so a fight against al-Shabaab is tangled with a federal-state dispute (see Somalia).[12] In Congo, President Félix Tshisekedi was due to meet ruling-coalition lawmakers on October 24 after the launch of Kabila’s front.[13]

Strategic Leverage & Outcomes

No side in Sudan, Somalia or eastern Congo gained a decisive edge in the window, and the new violence came from local feuds and jihadist raids. Assessment: US interests are served by keeping pressure on al-Shabaab, as the AFRICOM strike shows, and by stopping the Moyale clashes before they unsettle Kenya, a key US partner.[14]

Score 2/5Evidence confidence: MediumTrend: Deteriorating

Strategic assessment

Relative advantage
Somalia’s federal forces are on the offensive in the Bay region, and US airstrikes continue in Lower Shabelle; no side leads in Sudan.
Critical vulnerability
Displaced civilians in Moyale, where aid workers warn of food and water shortages.
Decisive uncertainty
Whether federal troops and South West State forces clash at Buurhakaba.
Likely trajectory
More displacement across the Ethiopia-Kenya border and more raids in Mali and Nigeria.
Strategic outcome
Not yet determinable.
