This trade war update for October 24, 2026, leads with a US proposal to keep port fees on China-linked ships suspended into January, a new oil price high and China’s warning over US limits on biotechnology investment.[1] It follows the October 23 trade war update; see the War Room, Trade War News Hub and Americas security update.

Port-Fee Pause Extended

The US Trade Representative proposed on October 23 to extend the suspension of its Section 301 action on China’s maritime, logistics and shipbuilding sectors by two months, from November 10, 2026, through January 9, 2027.[25] The current one-year pause, agreed under the November 1, 2025, trade deal, expires November 9. The notice is scheduled for Federal Register publication on October 26, with comments due October 30 at 5:00 PM ET.[26]

During the extension, no company would owe fees for maritime transport services under the action’s annexes or the related duties on ship-to-shore cranes and cargo-handling equipment, gCaptain reported.[27] The fees were collected for less than four weeks, from October 14, 2025, until they were suspended on November 10, 2025, and China also paused its own fees on US-linked ships. Some lawmakers and maritime unions have pressed to bring the fees back, arguing the pause weakens efforts to rebuild US shipbuilding.[28] The January 9 end date fits the January 10 truce date Bessent gave in September, which the October 23 report carried as attributed.[29]

Oil and Energy Supply

Brent crude settled at $116.72 a barrel on October 23, up $3.55, its highest close since April 29, while West Texas Intermediate closed at $103.27, Reuters reported.[30] This updates the October 23 report, which gave Brent’s October 22 close as $112.27 and noted prices passing $114 early on October 23. Reuters tied the rise to Houthi attacks on Saudi energy sites and an oil spill off the UAE.

The Energy Department authorized an emergency exchange of up to 400,000 barrels from the Strategic Petroleum Reserve to the Phillips 66 Lake Charles refinery in Louisiana, which faced a crude supply disruption.[31] The refinery must return the oil with additional premium barrels.

China and Europe

China’s Foreign Ministry spokesperson Mao Ning said on October 23 that “it serves no one’s interest to take discriminatory measures,” answering a question on Treasury’s proposal to treat biotechnology as a prohibited technology for US outbound investment.[32] She said China “will closely follow relevant developments and take necessary measures,” without naming any. The ministry also announced that German President Steinmeier will visit China from October 27 to 31, his first visit in nearly eight years, for talks with President Xi Jinping.[33]

Deals and Partners

Paraguay’s Foreign Minister Ramírez signed the Pax Silica declaration at the State Department on October 23 alongside Under Secretary for Economic Affairs Jacob Helberg, making Paraguay the 26th signatory.[34] The two governments said they would use Paraguay’s critical minerals and hydropower to build “super intelligence infrastructure in the Americas.”

In Venezuela, Prensa Presidencial said Interim President Delcy Rodríguez inspected oil projects with US partners and highlighted 17 agreements signed in August between PDVSA and NABEP, eight of them for new fields.[35] The Americas security update covers the political side.

Domestic Affairs

United States

The port-fee extension now faces a one-week comment period, and the Energy Department used reserve crude to keep a Louisiana refinery supplied.[36]

China

Beijing’s response to the biotechnology investment limits was a spokesperson’s warning, with no announced countermeasure in this window.[37]

Assessment

Assessment: Washington is buying time in its shipping dispute with China while tightening investment rules, and rising oil prices add pressure at home.[38]

  • Whether China extends its own pause on fees for US-linked ships.
  • Trade topics during Steinmeier’s October 27 to 31 visit to China.
  • Whether Brent holds above $115 a barrel next week.

Trade War lenses

Analysis

This analysis applies the Trade Lenses framework to the day’s trade news.[2]

Deals & Agreements

The US Trade Representative proposed on October 23 to extend the suspension of Section 301 port fees and crane duties on China from November 10 through January 9, 2027, so talks with Beijing can continue (see Port-Fee Pause Extended).[3] Paraguay became the 26th country to sign the State Department’s Pax Silica declaration, which ties its critical minerals and hydropower to US plans for advanced computing infrastructure (see Deals and Partners).

Imbalances & Impact

Higher oil prices raise import costs for fuel buyers worldwide, and Brent settled at $116.72 a barrel on October 23 (see Oil and Energy Supply).[4] At home, the Energy Department lent up to 400,000 barrels of reserve crude to a Louisiana refinery facing a supply disruption.

Chokepoints & Dependencies

Gulf shipping is the day’s main chokepoint, and the security risk around it is now priced into crude (see Oil and Energy Supply).[5] US shipbuilding remains a dependency: Senators Mark Kelly and Elizabeth Warren wrote in June that Chinese yards build more than half of the world’s commercial ships, against 0.1% for the United States.[6]

Negotiating Power

Washington is keeping its port-fee threat in reserve rather than giving it up, and the new end date sits one day before the January 10 truce date that Treasury Secretary Scott Bessent cited in September.[7] Beijing answered the US biotechnology investment limits with a warning but named no specific step (see China and Europe).

Policy & Economics

The port-fee notice opens a short comment window that closes October 30, and the Federal Register will publish it October 26.[8] The reserve loan must be repaid with extra barrels, which the Energy Department said will add to the reserve at no added cost to taxpayers.

Bloc Competition

Germany’s President Frank-Walter Steinmeier will make a state visit to China from October 27 to 31, Beijing announced, giving Europe’s largest economy a direct channel to Xi Jinping.[9] In Venezuela, the government highlighted 17 oil agreements between state firm PDVSA and US partner NABEP during an October 23 site visit, a sign of US-linked energy deals in the hemisphere (see Deals and Partners).

Business & Markets

Shipping firms would get more time without fees on Chinese-owned, Chinese-operated or Chinese-built ships calling at US ports.[10] Oil markets rose for the week, with Brent up 6% and West Texas Intermediate up 2.3%, according to Reuters.[11]

Trade assessment

Who has the leverage
Washington, which holds the suspended port fees as a bargaining chip through January 9.[12]
Biggest chokepoint
Gulf shipping, where Reuters linked the oil rise to Houthi attacks on Saudi energy sites.[13]
Likeliest deal
the two-month port-fee extension, which USTR has already proposed for comment.[14]
Main risk
sustained oil above $110 a barrel raising US fuel costs, after Brent’s highest close since April 29.[15]
US interest
using the pause to win Chinese concessions on shipbuilding practices, the stated aim of USTR’s talks with China.[16]
