Key Takeaways: 5 things to know

  1. Kim Yo Jong, sister of North Korea’s leader, called the US charge that North Korea stole $6.3 billion from Binance absurd, though the FBI and Secret Service blamed the North Korean hacking group TraderTraitor (see Media Lies and Propaganda by Country).[7][8]
  2. Iran’s Revolutionary Guards navy claimed three more tankers caught fire after hitting mines in the Strait of Hormuz, but named no ships and no outside source has confirmed it (see Media Lies and Propaganda by Country).[1][2]
  3. The FBI’s New Haven field office posted on X that Election Day was Wednesday; the fact-checking site Lead Stories called it false, and the post was later deleted (see Fact-checks of viral claims).[11][12]
  4. Viral election-eve posts about a pickup truck “carrying ballots” in California and a fake quote by Michigan Senate candidate Abdul El-Sayed were false, Lead Stories found (see Fact-checks of viral claims).[13][15]
  5. Russia’s statistics agency Rosstat confirmed a cyberattack claimed by Belarusian and pro-Ukrainian hackers but denied that any protected data leaked (see Cyber Front).[18]

In this November 3 information war update, written as US voting is under way today, North Korea rejected the FBI’s charge that it stole $6.3 billion from Binance, Iran’s Revolutionary Guards made new unconfirmed claims about burning tankers, and an FBI office posted the wrong Election Day.[5][1][11] The report builds on yesterday’s tanker claims and alert-app hacks (see yesterday’s information war update and the War Room).[25]

Media Lies and Propaganda by Country

Iran

Building on yesterday’s report of the Guards’ claim that 11 tankers had burned since October 25, the IRGC Navy said early on November 3 that three oil tankers burst into flames after mine explosions on “unauthorized” routes in the Strait of Hormuz, with their tracking systems switched off.[25][2] The Guards also claimed they shot down two US military drones.[1] ? Unproven. Rebuttal: neither SBS nor Ynetnews named a ship, flag, operator or casualty, and neither cited any confirmation from shipowners or maritime agencies.[1][2] The UK Maritime Trade Operations incident page could not be opened this morning, so no shipping notice was checked for this report.

North Korea

Kim Yo Jong, sister of leader Kim Jong Un, called the FBI’s Binance finding “a trite provocation” in a statement released through the state news agency KCNA.[5][6] ABC News (Australia) reported she accused the United States of “misleading international public opinion” by treating cybercrimes worldwide as North Korean acts.[7] Label: Disputed. Rebuttal: the FBI, Secret Service and IRS named the North Korean group TraderTraitor in messages on October 31 and November 1, and the FBI published crypto addresses it says the hackers are using to launder the money.[8] Her statement did not address that evidence in the sources checked.[5]

KCNA also said North Korea tested a cluster warhead for a strategic cruise missile on November 2.[26] ? Unverified: the claim comes from North Korean state media, and no independent confirmation appeared in the sources checked.[26][5]

Russia

TASS, a Russian state-owned agency, quoted Vincenzo Lorusso of the state-funded RT Doc as saying Ukrainian reporters moved freely in Oleshky during the evacuation, and that Russian reporters would hardly get such access if Ukraine held the town.[3] Label: Framing. The second point is a hypothetical that cannot be tested, and TASS gave no other voices.[3] Before this window, Ukraine’s Center for Strategic Communications accused Russian TV of staging Oleshky evacuation reports.[4]

China

No new false claim by Chinese officials or state media with a documented rebuttal was found in this window. For context, on October 30 the research firm Graphika reported China-linked Spamouflage accounts posing as US voters on X; the Chinese Embassy said China “has never and will never interfere” in US elections.[9]

United States

Fox News reported that Secretary of War Pete Hegseth’s September directive calls election security a “no-fail mission” for Pentagon intelligence agencies, including Cyber Command and the NSA; the department declined to detail how it is being carried out.[10] The same report said US officials have seen no evidence of foreign interference with voting machines, election infrastructure or vote counting before the midterms.[10]

Fact-checks of viral claims

The fact-checking site Lead Stories rated five viral claims false on November 2–3; two state claims are listed as unverified or disputed.

Cyber Front

The FBI, Secret Service and IRS urged crypto firms to block transactions linked to TraderTraitor, which they blame for the Binance theft; blockchain security experts said about $3 billion had been frozen.[8] Elliptic said the hackers used about 12,000 wallets across 11 blockchains.[8] Binance said it had recovered 90% of the stolen assets using company funds, and customers withdrew about $4.65 billion after withdrawals reopened on November 1.[7]

Rosstat, Russia’s statistics agency, confirmed a cyberattack that the Belarusian Cyber Partisans and the pro-Ukrainian group Silent Crow claimed; the groups said they destroyed servers and stole census and military casualty data.[18] Rosstat said it found no evidence that protected data leaked, and the hackers’ claims could not be independently verified.[18]

Building on yesterday’s report of the alert-app hacks, a previously unknown group called Hitcore Corp claimed the breach of Ukraine’s Air Alert app, and a group calling itself DC8044 claimed the hack of Russia’s emergency app; neither claim has been verified.[25][17] On Monday, Russia’s Emergency Situations Ministry acknowledged its app was hacked but said sirens, text messages and broadcasts were unaffected.[17]

Apple sent a new round of mercenary-spyware warnings to users in 99 countries, including a Turkey-based reporter and a Lebanese filmmaker, but did not name any actor or state.[19] OFAC posted no new cyber or election-interference sanctions in the window.[22]

Domestic Affairs

United States

Voting in the US midterm elections is under way today.[21] On the eve of the vote, Attorney General Todd Blanche warned that people trying to manipulate the election will be prosecuted and named voting by noncitizens, multiple voting and ballot stuffing as his concerns.[20] The Justice Department planned to send federal monitors to New Haven polling places, while the city’s registrars said monitors would not be allowed inside, Raw Story reported.[12]

HNGN reported that the Supreme Court denied, without explanation, a Justice Department request to set aside about 20,000 California ballots, and that a federal judge barred the department from threatening election workers with prosecution.[21]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

No war crimes or civilian harm tied to information operations were documented in this window. The Guards’ new tanker claims named no crews or casualties (see Media Lies and Propaganda by Country).[2]

What to Watch (Assessment)

  • Whether any shipowner, flag state or maritime agency confirms the three tanker fires the Guards claimed.[2]
  • Whether North Korea’s “issues to reconsider” warning leads to any step after the Binance charge.[5]
  • Fake images, quotes and wrong voting information as US voting continues today.[11][13]
  • Whether the Rosstat hackers publish data samples, as they said they would.[18]

Seven lenses

Analysis

About the framework

Geography & Strategic Position

The Guards’ claims cover a crowded strait where ships with tracking switched off are hard to check, which makes quick denials or confirmations rare.[2]

Military & Security

The Pentagon says election security is a “no-fail mission,” but it has not said what new people or tools it added.[10]

Alliances & Diplomatic Networks

Kim Yo Jong’s warning that North Korea has “issues to reconsider” ties a crypto theft case to wider US-North Korea relations.[5]

Economic & Industrial Power

Binance says it covered 90% of the stolen assets with company money, while US agencies try to freeze the rest as it moves.[7][8]

Technology & Critical Infrastructure

Hackers on both sides of the Russia-Ukraine war are now hitting civilian systems, from alert apps to Russia’s statistics agency.[17][18]

Domestic Politics & Information

An official FBI account posting the wrong voting day shows how a mistake can spread like disinformation, even without a foreign hand.[11][12]

Strategic Leverage & Outcomes

Assessment: state denials and unconfirmed battle claims cost little to issue, so Pyongyang and Tehran keep using them when evidence is thin or slow.[7][1]

Strategic assessment

Relative advantage
Fact-checkers and investigators who publish evidence, such as laundering addresses and source images.[8][14]
Critical vulnerability
Official accounts and alert apps that the public trusts, when they are wrong or hacked.[11][17]
Decisive uncertainty
Whether any of Iran’s new tanker claims are confirmed.[2]
Likely trajectory
More false voting claims while US voting continues today.[13]
Strategic outcome
Not yet determinable.
