This Americas security update for November 4, 2026 covers Colombia’s new law offering lighter sentences to armed groups that surrender, a second police death from the Algeciras bombing, and Venezuela’s troop deployment on the Colombian border.[1][2][3] It follows yesterday’s Americas update; every theater is on the War Room.

Venezuela

At a PSUV news conference on Monday, Interior Minister Diosdado Cabello declined to confirm the reported bombing of an ELN camp in Apure but said the armed forces and police were deployed.[21] The National Guard detained former PSUV lawmaker Richard Rosa in Anzoátegui after finding three pistols and 63 rounds in his vehicle.[22] Mercuria Energy Group and Heeney Capital are handling the aluminum talks, according to sources cited by El Nacional.[23]

Cuba

Police detained independent journalist Camila Acosta in Havana on Tuesday, and she said she spent the afternoon in a police cell before going home.[24] The new aid shipment holds 700 food kits and 700 hygiene kits, with handouts starting Wednesday in Cruces.[25] The August fuel figure may be revised, as July’s was in October.[26]

Colombia

The surrender law offers sentence cuts of up to 50 percent for rank-and-file members and up to 30 percent for leaders who hand over weapons and assets.[27] Officer Jaime Andrés García Moreno died of his wounds on Tuesday, Colombian police said.[28] Another officer and four civilians are still being treated, Infobae reported.[29] The attack is preliminarily blamed on FARC dissidents.[30] In Medellín, officer Jamilton Andrés Santa Aguirre was killed while chasing gunmen who had shot two people, Mayor Federico Gutiérrez said.[31]

Haiti

Bukele wrote that “the gangs no longer have the advantage.”[32] Chadian troops are among the contingents of the international anti-gang mission.[33]

Allegations are attributed; findings are not established unless stated.

Nurse Maribel Pupo died on November 1 after a man allegedly punched her during an argument over a child’s vaccinations in Cumanayagua, according to accounts cited by Infobae.[37] Four civilians were wounded in the Algeciras bombing.[38]

Seven lenses

Analysis

About the framework

Geography & Strategic Position

Colombia’s violence this week spans Huila in the south, Medellín in the northwest, and the Catatumbo region on the Venezuelan border.[4][5][6] Venezuela says its forces are deployed along that same border.[7]

Military & Security

On a visit to Cúcuta, President Abelardo de la Espriella ordered the security forces to retake the Catatumbo and to capture or kill the leaders of armed groups operating there.[8] In Haiti, President Nayib Bukele said Salvadoran attack helicopters drove off gangs that were attacking Chadian soldiers of the Gang Suppression Force.[9]

Alliances & Diplomatic Networks

El Salvador has deployed more than 2,000 soldiers to Haiti since four aviation technicians went missing on October 18, Infobae reported.[10] The second US aid package for central Cuba reached the Cienfuegos diocese on Tuesday, the Catholic charity Caritas said.[11]

Economic & Industrial Power

Traders are negotiating a second shipment of Venezuelan state aluminum to the United States, following a 15,000-tonne cargo that reached New Orleans in late September, El Nacional reported.[12] US Energy Information Administration data show 562,000 barrels of US fuel went to Cuba in August, 14ymedio reported.[13]

Technology & Critical Infrastructure

Women in Old Havana blocked a street on November 2 after more than 30 days without running water, and officials sent a water truck.[14]

Domestic Politics & Information

Colombia’s House passed the surrender law 95 to 10 on Tuesday night, a day before the old public order law expired.[15] Cuba’s government cut its central agencies from 27 to 21 by merging ministries.[16]

Strategic Leverage & Outcomes

Bogotá is pairing plea incentives with more force against armed groups.[17][18] Cuba’s chargé d’affaires in Washington told AFP that its contacts with the US government had not progressed.[19]

Strategic assessment

Relative advantage
Colombia’s government, which now has both a surrender law and a military order.
Critical vulnerability
Police in Colombian cities and towns, where two attacks killed officers.
Decisive uncertainty
Whether armed groups use the new law or keep fighting.
Likely trajectory
More Colombian operations in the Catatumbo and continued strain in Cuba.
Strategic outcome
Not yet determinable.
