This China and Taiwan news update for November 4, 2026 covers a new North Korean missile launch, Kim Yo Jong’s latest message to Washington, 22 Chinese military sorties around Taiwan, and Taiwan’s frozen defense budget.[1][2] It follows yesterday’s Indo-Pacific update; every theater is on the War Room.
Korean Peninsula
South Korea’s Joint Chiefs of Staff said North Korea fired multiple missiles from the Sondok area of South Hamgyong Province toward the East Sea early Wednesday, Korea time. The JCS said the military “maintains the capabilities and readiness to respond overwhelmingly to any provocations.”[20] Yonhap reported that the missiles are believed to have flown less than 300 kilometers, and an analyst told the agency it appeared to be a Hwasong-11 type tactical ballistic missile.[21]
Kim Yo Jong said in a KCNA statement that “the choice for peace includes dialogue of course, but this is not surely equated with national interests for us.”[22] She said, “It is our clear stand that we have no need to sit face-to-face with such unreliable and hostile persons who refuse to abandon their policy of confrontation while talking about dialogue.”[23] A State Department spokesperson told Yonhap that North Korea “has increasingly turned to cybercrime to circumvent international sanctions” and fund its weapons programs.[24]
KCNA reported that Kim Jong Un inspected the Nampho shipyard on Monday and called for a rapid buildup of naval combat power; it gave no specifications for the new warship.[25] South Korea’s Navy is holding six-day maneuver drills off three coasts with nearly a dozen warships, including ballistic missile tracking.[26]
Taiwan
Taiwan’s Defense Ministry said it detected 22 sorties by Chinese military aircraft, 7 navy ships and 5 official ships in the 24 hours to 6 a.m. Wednesday, Taipei time; 14 of those flights entered its air defense zone.[27] That compares with 49 the previous day.[28] National Security Council head Joseph Wu disclosed a widespread Chinese naval deployment and wrote, “We won’t provoke, but we won’t bow to any pressure.”[29]
In the Legislative Yuan, lawmakers unfroze funding for 74 of 201 frozen Defense Ministry items, including money for more than 1,900 Stinger missiles. Funding for NASAMS air defenses and seven follow-on submarines remains unresolved.[30] Opposition lawmaker Ma Wen-chun said several US systems still lack sales offers, telling officials, “You couldn’t get them even if we give you the money.”[31]
Allies and Partners
Taiwan’s Foreign Ministry said Taiwan “has long enjoyed bipartisan support” in Congress and will work with both parties after the Democrats’ wins.[32] In Seoul, Deputy Foreign Minister Chung Eui-hae discussed the Korean Peninsula with Swiss official Markus Leitner after the Swiss foreign minister’s recent Pyongyang visit.[33] The Japan Times reported growing talk of Germany joining the Global Combat Air Program after German and British defense ministers discussed it in Berlin.[34]
China’s Military and Politics
Zhang Shengmin, vice-chairman of the Central Military Commission, met Russian Defense Minister Andrey Belousov in Beijing on Tuesday and pledged deeper military cooperation and strategic coordination.[35] A North Korean delegation led by Politburo member Kim Song Nam arrived in China at the invitation of the Chinese Communist Party, KCNA reported.[36]
Chinese Foreign Minister Wang Yi told Philippine Foreign Minister Theresa Lazaro that “some Philippine politicians have repeatedly attacked and smeared China,” according to the Xinhua readout cited by the South China Morning Post.[37] China’s embassy said it trained six Solomon Islands police officers to use water cannon vehicles under the two countries’ security pact.[38]
Domestic Affairs
North Korea’s leadership kept up its messaging at home: KCNA quoted Kim Jong Un as saying it is “vital” to “rapidly bolster up the surface and underwater combat power.”[39] In Taiwan, Army Chief of Staff Chen Chien-yi told lawmakers the sales offer for the Stinger missiles was “under review.”[40]
