This Africa security update for November 4, 2026, covers Ethiopia’s reported expulsion of Sudanese diplomats, a UN warning on drone strikes in Sudan, a US espionage plea tied to the Tigray war and a rebel threat to quit Congo’s peace talks.[1][2][3][4] It builds on yesterday’s Africa update on Sudan’s drone complaint against Ethiopia.[5]

Sudan and Ethiopia

Ethiopia has ordered six Sudanese diplomatic and consular officials to leave within 48 hours and ordered the closure of Sudan’s consulate in Assosa, the capital of the Benishangul-Gumuz region on the Sudanese border, Anadolu Agency reported on Wednesday, citing local media and diplomatic sources.[6] Ethiopian authorities have not publicly explained the decision.[7]

The move follows Sudan’s complaints to the UN Security Council and the African Union that drones launched from Ethiopian territory struck Sudanese cities, as covered in Monday’s and Tuesday’s reports.[8][9] Sudanese presidential adviser Amjad Farid alleged that 70 attacks with 187 explosive drones were launched from Ethiopia between February 15 and October 27, killing more than 400 civilians, Anadolu reported, and said Khartoum reserved the right to respond.[10] These figures have not been independently verified.[11]

Denise Brown, the UN Resident and Humanitarian Coordinator in Sudan, told UN News that an “intense pattern” of drone strikes over the past couple of weeks appears aimed at civilian infrastructure, and that energy and fuel sources “appear to be systematically targeted and destroyed.”[12] She said hundreds of aid trucks are stranded by fuel shortages and that a hospital outside Khartoum lost power, halting dialysis for 25 patients.[13] Brown did not say who launched the drones.[14]

Ethiopia and Tigray

Abraham Teklu Lemma, an Ethiopian-born American and former contractor at the State Department, Justice Department and National Reconnaissance Office, pleaded guilty to giving classified intelligence to Ethiopian officials, BBC News reported, citing the US Justice Department.[15] Prosecutors said the material included satellite imagery and details of military activity during the 2020–22 Tigray war, and the FBI said Ethiopian officials used it in military operations.[16] He faces up to 22 years in prison under a plea agreement.[17]

Fighting in Tigray resumed in September, and activist Jawar Mohammed said on Tuesday that government forces and allied fighters killed Col. Semere Teklu, a commander of the Tigray People’s Liberation Front (TPLF), in Bizet in eastern Tigray and captured another commander and a logistics chief.[18][19] The TPLF had claimed on Monday that its forces killed 500 Ethiopian soldiers near Aksum on October 31.[20] Neither claim has been independently verified.[21]

DR Congo

The Front for the Refoundation of the Nation (FRN), the coalition led by former President Joseph Kabila that replaced the AFC/M23, threatened on Tuesday to leave peace talks held under the Doha Framework Agreement if the government holds its proposed constitutional referendum, Anadolu Agency reported.[22] The group made the threat in Goma after meeting James Swan, head of the UN peacekeeping mission MONUSCO.[23] Congo’s Senate approved the referendum law last week, and critics say it could let President Felix Tshisekedi seek a third term.[24]

Somalia

Somalia’s Foreign Ministry condemned Israel’s “purported accreditation” of an ambassador in the breakaway region of Somaliland on Tuesday and called it a violation of Somalia’s sovereignty.[25] The ministry demanded that Israel reverse the step “immediately” and said Israel’s recognition of Somaliland in December 2025 had already been rejected by the African Union, IGAD, the Arab League and the Organisation of Islamic Cooperation.[26]

Nigeria

Suspected armed bandits on motorcycles killed at least four people and wounded five at a market in Abeda Shitile, Logo area of Benue State, on Tuesday, Premium Times reported, citing residents.[27] A resident suggested the attack was in retaliation for the killing of a local armed group leader by security forces, a claim the outlet could not confirm, and the state police spokesperson did not respond.[28]

In Niger State, police confirmed the October 31 abduction of 14 Islamic school pupils, all girls aged 10 to 15, from a farm in Rafi area, Anadolu Agency reported.[29] A parent said the abductors were demanding food and ransom.[30]

Domestic Affairs

In Tigray, the federally appointed interim administration introduced rules barring people involved in what it calls an illegal group’s previous war from local posts, Wazema Radio reported, according to Anadolu.[31] In Amhara, government forces retook the town of Wuchale from Fano rebels, the same report said.[32]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

Allegations are attributed; findings are not established unless stated.

Brown said the strikes on energy and fuel sites in Sudan are “an apparent violation” of international humanitarian law, which protects civilian infrastructure, but did not name a perpetrator.[33] The reports checked do not name the armed groups behind the Benue market attack or the Niger State abductions.[34][35]

What to Watch (Assessment)

  • Whether Ethiopia confirms the expulsions and whether Sudan responds in kind.[40]
  • Whether the UN Security Council or the African Union acts on Sudan’s complaint.[41]
  • Whether Congo’s government sets a referendum date, and how the FRN responds.[42]
  • Sentencing in the Lemma espionage case.[43]

Seven lenses

Analysis

About the framework

This analysis applies the Seven Lenses of Geopolitical Power to the day’s African security news.[44]

Geography & Strategic Position

Assosa lies in a region bordering Sudan, so the closure cuts Sudan’s diplomatic presence along the frontier its complaint concerns.[45]

Military & Security

Ethiopia’s forces are fighting in both Tigray and Amhara while the dispute with Sudan grows.[46]

Alliances & Diplomatic Networks

Somalia is again calling on the African Union and Arab and Islamic bodies to back its claim over Somaliland.[47]

Economic & Industrial Power

Fuel shortages in Sudan are halting aid convoys and daily wage work, the UN said.[48]

Technology & Critical Infrastructure

The Lemma case shows how classified satellite imagery can leak to a foreign government through an insider with IT access.[49]

Domestic Politics & Information

Congo’s referendum plan now ties a domestic constitutional fight to the fate of the eastern peace talks.[50]

Strategic Leverage & Outcomes

By threatening to quit the talks, the FRN links its participation to a constitutional change it opposes.[51]

Strategic assessment

Relative advantage
None clear. Sudan and Ethiopia are trading diplomatic blows, and neither has shown evidence that others have verified.
Critical vulnerability
Sudan’s civilians, as strikes on power and fuel cut services.
Decisive uncertainty
Whether the Sudan–Ethiopia dispute moves from diplomacy to open confrontation.
Likely trajectory
Further diplomatic steps between Khartoum and Addis Ababa, and pressure on Kinshasa over the referendum.
Strategic outcome
Not yet determinable.
