This Americas security update for November 6, 2026, covers fresh US designations aimed at Cuban military and energy shipping networks, Secretary of State Marco Rubio’s timeline talk on Venezuelan elections, and Defense Secretary Pete Hegseth’s call for more Pentagon funding.[1][2][3] It follows yesterday’s Americas update; see the War Room.

Cuba Sanctions Hit Military Revenue and Chinese Contractors

The State Department said designations target the Cuban military’s illicit revenue streams, energy supply networks, government elites and Chinese defense contractors supplying Havana’s armed forces.[13] Treasury’s OFAC concurrently expanded secondary sanctions authority against foreign persons operating in Cuba’s manufacturing, technology, electronics and marine sectors.[14]

Rubio said Cuba’s ruling elite is hoarding energy, shipping and technology resources while the public faces blackouts and shortages, and that Washington will not allow the island to serve as a platform for hostile actors.[15] The package designated two Chinese state-owned defense contractors linked through Sociedad Mercantil Duna S.A. and penalized Any Rodriguez Lastres, a former Mariel Container Terminal commercial director tied to the military conglomerate GAESA.[16]

Rodriguez wrote that Cubans have suffered an unprecedented reinforcement of the US economic blockade and an energy siege equivalent to a naval blockade over the past ten months.[17] President Trump separately said Cuba is a failed country and that “we’re going to get people back there very soon,” adding that Rubio was monitoring the situation.[18]

Venezuela: Rubio Floats a 2027 Vote

In a White House interview with the New York Times, Rubio said elections in Venezuela would ideally take place next year but that significant judicial, electoral and security reforms must come first, and he declined to guarantee a vote before Trump leaves office.[19] Background on the January 3 US operation that seized Maduro remains as previously reported; no new combat announcement appeared in this window.[20]

Domestic Affairs

No new mass unrest inside Cuba or Venezuela was independently confirmed in the opened sources beyond the ongoing shortage reporting cited by US officials and Cuban counter-statements.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

Washington’s latest Cuba package targets military revenue, energy and shipping networks and Chinese contractors tied to Havana, while Venezuela policy remains focused on a political transition after the January operation that removed Nicolás Maduro.[4][5]

Military & Security

war.gov’s window items included the ongoing Colombia Southern Vanguard context from earlier in the week and no new Cuba strike release; SOUTHCOM HTML was not reopened after prior blocks.[6]

Alliances & Diplomatic Networks

Rubio told the New York Times that Venezuelan elections would “ideally” occur in 2027 after judicial, electoral and security reforms, without guaranteeing a vote before President Trump leaves office.[7] Cuban Foreign Minister Bruno Rodriguez denounced what he called an intensified US blockade and energy siege.[8]

Economic & Industrial Power

Treasury’s OFAC expanded secondary sanctions authority against foreign persons in Cuba’s manufacturing, technology, electronics and marine sectors alongside State designations of Chinese defense contractors and Cuban military-linked figures.[9]

Technology & Critical Infrastructure

Designations of Chinese state-owned defense contractors and a Mariel terminal-linked commercial figure underline Washington’s claim that foreign tech and logistics sustain Cuban military capacity.[10]

Domestic Politics & Information

Hegseth defended Trump’s military agenda and called for about US$350 billion in additional Pentagon funding as a Republican lawmaker prepared an impeachment push; those domestic fights sit beside the Americas force posture debate.[11]

Strategic Leverage & Outcomes

Washington is stacking secondary sanctions and political timelines on Cuba and Venezuela while Havana denounces an energy siege; no new US combat deployment to either island was announced in the sources checked.[12]

Strategic assessment

Relative advantage
The United States keeps sanctions and recognition levers on Havana and Caracas.
Critical vulnerability
Cuba’s grid and fuel supply remain central pressure points for civilians.
Decisive uncertainty
Whether a 2027 Venezuela vote path survives reform conditions.
Likely trajectory
More secondary designations and more Cuban denunciations.
Strategic outcome
Not yet determinable.
