This trade war news update for November 4, 2026, covers China’s move to slow the yuan’s rise, market swings after early US midterm results showed major Democratic gains, and euro zone inflation reaching 4 percent.[1][2][3] It follows the November 3 trade war update; all theaters are on the War Room.
China Currency
The People’s Bank of China said the increase is meant to tighten foreign currency liquidity, mainly in dollars, and is its first such hike since 2021.[13] The yuan rose for 14 straight days in offshore trading from October 14.[14] An analyst told Anadolu the move is meant to slow the yuan’s rise rather than halt it.[15] Chinese exporters said the move gives them a breather, the South China Morning Post reported.[16]
Markets and the Midterms
Investors expect a Democratic Congress to tighten oversight of artificial intelligence firms and limit tax cuts, Anadolu reported.[17] Chip and AI shares such as Kioxia and Taiyo Yuden fell more than 13 percent in Tokyo.[18] The euro rose 0.6 percent to about 1.125 dollars.[19]
Europe and Energy
Euro zone inflation rose from 3.8 percent in September, matching forecasts, and every member country stayed above the European Central Bank’s 2 percent target.[20] Lithuania had the highest rate at 6.1 percent.[21]
Energy and Shipping
Governor Mikie Sherrill wrote to operators on Monday, saying the Treasury license for Russian diesel imports, issued October 9, violates federal law.[22] At least one tanker carrying Russian diesel is heading for the US East Coast, gCaptain reported.[23]
QatarEnergy recently signed long-term deals to buy US liquefied natural gas from Woodside in Louisiana and from Cheniere, which will make it the largest buyer of US LNG once deliveries begin in 2030 and 2031, a Reuters column reported.[24]
Chips
Wingtech called the court-appointed administrators’ plan for Nexperia an “expropriation” driven by discrimination against Chinese investors.[25] Nexperia has filed a new lawsuit against Wingtech and its founder.[26]
Trade Remedies
The Commerce Department made preliminary findings that oil country tubular goods, steel pipe used in drilling, from Taiwan, the United Arab Emirates and Austria were sold in the United States below fair value.[27]
Domestic Affairs
United States
New Jersey pledged to use its legal and regulatory powers to keep the diesel from being unloaded at its terminals.[28]
China
A Citic Securities research note said a loop of appreciation expectations and exporters’ dollar sales had taken hold before the new policy.[29]
Statements by Government Officials on Trade
United States statements come first; statements by other governments are secondary and labeled. Quotes are verbatim and attributed.

What to Watch
- Final US midterm results and their effect on tariffs and trade bills.[31]
- The yuan before the reserve change takes effect on November 15.[32]
- Whether the Russian diesel tanker unloads on the East Coast.[33]
- The European Central Bank’s next rate decision after the inflation jump.[34]
