The Air Force recorded drone hits at 19 locations and debris at 15; these count places, not munitions.[38] Russia’s 972 covers the past day; its separate 709 figure has no period stated and likely overlaps the 972, so the two should not be added.

This Ukraine war update for November 4, 2026, covers a 310-drone overnight attack on Ukraine’s power system, cuts at nuclear plants, the rising Komyshuvakha toll and the first Russian and Ukrainian reactions to the US midterm results.[1][2] It follows yesterday’s Ukraine war update; the War Room lists every theater.

Russian Strikes on Ukraine’s Grid

The Air Force said Russia launched 310 drones from 6 PM on November 3, from Oryol, Kursk, Shatalovo, Millerovo, Primorsko-Akhtarsk, occupied Donetsk and Hvardiiske in Crimea, and more than 20 were still in Ukrainian airspace at 8 AM Kyiv time.[39] Energy facilities were attacked in Ternopil, Kirovohrad, Rivne, Volyn, Odesa and Zhytomyr oblasts, and the city of Zhytomyr was left entirely without power on Tuesday evening.[40][41]

First Deputy Energy Minister Artem Nekrasov said nuclear plants were forced to reduce output because damaged substations limit how much of their power can be distributed, with the capital region in the worst position.[42] Shmyhal said three drones targeted a substation critical to the Khmelnytskyi plant during the November 3 attack and called it “a threat not only to Ukraine, but also to nuclear safety across Europe.”[43]

Elsewhere, two Russian strikes on Vilniansk killed a 52-year-old woman and a 63-year-old man, injured a 59-year-old man and set a five-story apartment building on fire.[44] Odesa Oblast head Oleh Kiper said Russian forces struck a shopping center in Odesa on Tuesday evening, causing a fire; a deputy mayor said homes were also damaged.[45]

Komyshuvakha Toll Rises

Building on yesterday’s report, acting Zaporizhzhia governor Mykhailo Semikin said the death toll from the November 2 strike on Komyshuvakha has risen to 37, with search operations continuing.[46] Latvian Foreign Minister Baiba Braže said Latvia called an extraordinary UN Security Council meeting over attacks on civilians, including the aid distribution center in the village, a school used to hand out aid.[47]

Ukraine’s Strikes on Russia and Crimea

The General Staff said Ukrainian forces struck a Pantsir-S2 and a Pantsir air defense system and a mobile fire group in occupied Crimea, plus a drone control station near Vladivka and a warehouse near Bilovodsk.[48] In Russia, Ozon said a drone hit its logistics center in Adygeysk and started a fire, and that staff were evacuated and no one was hurt.[49] Adygea head Murat Kumbilov said debris also damaged a gas pipeline.[50]

Russia’s Defense Ministry said it struck transport sites, drone and ground-robot workshops and troop areas in 153 locations, and claimed 972 Ukrainian fixed-wing drones downed over the past day.[51] It also claimed hits on substations in Kyiv and Zhytomyr oblasts and on a cargo ship near Odesa.[52] Crimea’s authorities imposed power limits after what an adviser called a new grid failure outside the peninsula.[53] An air traffic control source told TASS that a US-registered ARTEMIS II reconnaissance aircraft flew nine hours over the Black Sea on Tuesday.[54]

Front Line and Casualty Claims

The General Staff recorded 208 clashes over the past day, including 24 Russian attacks on the Kostiantynivka axis and 15 on the Pokrovsk axis.[55] It put Russian casualties over the past day at 2,180, plus one aircraft.[56] Russia’s Defense Ministry claimed about 1,160 Ukrainian casualties.[57] Neither side’s figures can be verified.

Talks and Diplomacy

Trump told the Financial Times that Russia and Ukraine are “at the point of saying, ‘Let’s make a deal'”; the paper said Ukrainian negotiators do not share his optimism.[58][59] Kremlin spokesman Dmitry Peskov said Russia hopes Trump “will continue his peace push” and that “another round of trilateral talks will be held pretty soon.”[60]

Chinese Foreign Ministry spokeswoman Mao Ning said Beijing is in contact with Washington and Moscow on a possible leaders’ meeting at the APEC summit in Shenzhen on November 18–19.[61] Bloomberg, citing a person close to the Kremlin, reported that Moscow will seek further easing of US sanctions after a deal on Russian diesel supplies to the US.[62]

At the Berlin Security Conference, Zelensky said Russia “has decided that a peaceful and united Europe is its enemy.”[63] He also awarded Melania Trump the Order of Princess Olha for her humanitarian work, by a decree dated November 2.[64]

Domestic Affairs

Kyiv and Kyiv Oblast remain under network restrictions, and some consumers in six oblasts, including Zaporizhzhia and Kherson, were without power on Wednesday morning, the Energy Ministry said.[65] In Dnipro, a drone strike on an enterprise injured two people, Governor Oleksandr Hanzha said.[66] In occupied Enerhodar, the Russian-installed management of the Zaporizhzhia nuclear plant said a plant employee was among two people killed when a drone hit their car, the third employee killed in two weeks and the 13th since April.[67]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

The bombing of the Komyshuvakha aid center, now with 37 dead, and the strikes on homes in Vilniansk are allegations by Ukrainian officials.[68][69] The plant’s communications director, Yevgenia Yashina, told TASS that Ukrainian troops are carrying out a “deliberate manhunt for nuclear workers,” a claim Kyiv did not address in the sources checked.[70] No court has ruled on these allegations.

What to Watch (Assessment)

  • The UN Security Council meeting Latvia requested on Komyshuvakha.
  • Repairs to substations and how quickly nuclear output can return to normal.
  • Any confirmed date for the next trilateral talks and for a leaders’ meeting at APEC.
  • Further Ukrainian strikes on Russian air defenses in Crimea.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

Russia’s strikes reached from Volyn and Rivne on the Polish border to Odesa on the Black Sea, while Ukraine hit air defenses in Crimea and an Ozon warehouse in Russia’s Republic of Adygea.[3][4][5]

Military & Security

Russia kept up a second straight night of mass drone attacks on the grid. Ukraine’s answer was to target the systems that protect Crimea, with the General Staff claiming two Pantsir units hit.[6][7]

Alliances & Diplomatic Networks

Diplomacy moved toward a top-level meeting. China confirmed talks with Washington and Moscow on a possible three-leader summit, and Latvia brought Komyshuvakha to the UN Security Council.[8][9]

Economic & Industrial Power

Ukraine’s nuclear plants had to cut output because damaged substations limit how much of their power can be distributed, and Kyiv faces network restrictions while Kharkiv Oblast has emergency cuts.[10] Russia’s own e-commerce logistics remained a target, with Ozon’s Adygeysk center set on fire.[11]

Technology & Critical Infrastructure

Energy Minister Denys Shmyhal said three drones were aimed at a substation that keeps the Khmelnytskyi nuclear plant stable, and the IAEA was informed.[12] On the Russian side, Crimea faced power limits after a grid failure outside the peninsula.[13]

Domestic Politics & Information

The US midterms gave both capitals a new talking point: Trump said both sides are ready for a deal, and the Kremlin said it hopes his peace push continues.[14][15] Bloomberg reported that Moscow will seek further sanctions relief.[16]

Strategic Leverage & Outcomes

Russia’s strikes on substations press Ukraine’s winter supply just as new trilateral talks approach.[17][18] US interests turn on whether a Democratic Congress changes Washington’s leverage over both sides before the planned talks.

Strategic assessment

Relative advantage
Russia holds the initiative in strikes on Ukraine’s grid.
Critical vulnerability
Ukraine’s substations, which limit how much nuclear power reaches consumers.
Decisive uncertainty
Whether a three-leader meeting at the APEC summit takes place.
Likely trajectory
More drone waves on energy targets and Ukrainian strikes on Russian air defenses and logistics.
Strategic outcome
Not yet determinable.
