This Americas security update for November 1, 2026 leads with a reported Venezuelan army strike on a camp of the National Liberation Army (ELN), a Colombian guerrilla group, in Apure that rights monitors say killed between nine and 19 people, as President Trump said Cuba’s government “is not going to last much longer” and Havana’s blackouts deepened.[1][2] It follows the Oct 31 Americas update.

Venezuela

Fundaredes, a Venezuelan rights group, said the army bombed an ELN camp in Buena Vista del Meta, Apure, on Friday, leaving at least 19 dead; 10 bodies reportedly remained at the site.[16] Its Apure coordinator, former lawmaker Juan Francisco García Escalona, gave a preliminary toll of at least nine dead.[17] Rocío San Miguel of Control Ciudadano said residents reported the attack and that the dead were ELN members, and “official information from the state” was still awaited.[18]

Fundaredes shared with AFP a video showing several bodies, fallen trees and what appeared to be a ruined camp in a wooded area.[19] Venezuelan authorities have not confirmed the operation.[20]

Cuba

Asked whether the Castro system would survive his remaining two years in office, Trump said in an interview recorded in Florida: “I’d say it’s not going to last much longer. Look, it’s a failed country.”[21] He added, “We’re going to finish one and then maybe take a look at the other,” comparing Cuba with Venezuela.[22]

Cuba’s state power companies reported 168 circuits affected in Havana at the end of the afternoon on October 31, after 195 circuits and 460 megawatts out in the early hours.[23] Several provinces were cut off from the national grid during the week, and the Antonio Guiteras plant in Matanzas went offline on October 27 with three boiler faults.[24]

Colombia

Colombia formalized cooperation with the FBI and Europol to deploy intelligence and operational resources at informal border crossings in La Guajira, Arauca and Norte de Santander, El Nacional reported, citing El Heraldo.[25] The government of President Abelardo De la Espriella listed Norte de Santander among its public order priorities because of FARC dissidents and the ELN.[26]

Brazil

Asked whether Washington helped Flávio Bolsonaro flee Brazil, Rubio said, “We didn’t facilitate anything,” adding that Bolsonaro had held a US visa and that “the President made the decision to allow him to enter the country.”[27] Rubio said the US government “was not involved directly in any of the moves that were made.”[28] El Tiempo reported that Bolsonaro is in Miami.[29]

Haiti and Mexico

The US Embassy in Port-au-Prince said there were “ongoing security operations near the Tabarre bridge” and that gunfire had been reported in the area.[30] In Mexico, the Navy Ministry announced about 1,600 additional personnel for Sinaloa and stepped-up patrols in Mazatlán, where the Los Chapitos and Los Mayos factions of the Sinaloa Cartel are fighting.[31] The US Embassy in Mexico warned of protesters blocking Federal Highway 295 near Río Lagartos in Yucatán.[32]

Domestic Affairs

President Claudia Sheinbaum acknowledged a rise in homicides in Sinaloa “in the last two months and particularly in recent weeks,” EFE reported.[33] Trump has made several remarks about Cuba this month ahead of the November 3 midterm vote, 14ymedio noted.[34]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

No civilian deaths were reported in the Apure strike; rights monitors said the dead were ELN members, and the claims remain unverified.[35] Fundaredes said residents are under heavy pressure from the guerrillas, and “there is a lot of fear in the area,” San Miguel told AFP.[36]

What to Watch (Assessment)

  • Whether Venezuela’s armed forces confirm the Apure strike and publish a toll.
  • How the ELN responds along the border, and whether Colombia’s new FBI and Europol cooperation begins operations.
  • Havana’s power cuts while the Antonio Guiteras plant stays offline.
  • Cuba and Venezuela policy statements around the November 3 US midterm elections.

Seven lenses

Analysis

About the framework

Geography & Strategic Position

The reported strike hit Buena Vista del Meta in Apure state, on the Colombian border, where wounded fighters reportedly crossed into Colombia.[3] Colombia is reinforcing its side of the same frontier in La Guajira, Arauca and Norte de Santander.[4]

Military & Security

If confirmed, the Apure raid would be what Fundaredes’ leader called “the first bombing by Venezuela against the ELN.”[5] Mexico sent about 1,600 more navy personnel to Sinaloa as cartel factions fight over Mazatlán.[6]

Alliances & Diplomatic Networks

Colombia agreed to work with the FBI and Europol on border intelligence and operations, El Nacional reported.[7] Rubio said the United States “didn’t facilitate anything” in Flávio Bolsonaro’s departure from Brazil, though Trump had approved his parole into the country.[8]

Economic & Industrial Power

Cuba’s power shortfall looks structural rather than passing: its largest plant, Antonio Guiteras, has been offline since October 27, and several provinces lost their grid links during the week.[9]

Technology & Critical Infrastructure

The Havana grid figures come from state utilities and are compiled by an independent blackout tracker, so they are not independently verified.[10] The US Embassy in Haiti warned of security operations and gunfire near the Tabarre bridge in Port-au-Prince.[11]

Domestic Politics & Information

Trump’s Cuba remarks came two days before the November 3 US midterm elections and followed similar campaign-trail comments this month.[12] Fundaredes demanded an official account of the Apure operation, as the government has not confirmed it.[13]

Strategic Leverage & Outcomes

We assess that pressure on armed groups along the Colombia-Venezuela border is rising from both sides at once. Trump’s new timeline for Cuba, “within these two and a half years, even before,” signals patience rather than imminent action.[14]

Strategic assessment

Relative advantage
Colombia, which gains US and European police support on its eastern border.
Critical vulnerability
Cuba’s power grid, with its largest plant out of service.
Decisive uncertainty
Whether Caracas confirms the Apure strike and the death toll.
Likely trajectory
More border operations against the ELN and longer Cuban blackouts.
Strategic outcome
Not yet determinable.
