Americas security news, October 30, 2026: Colombia is sending troops into the border city of Cúcuta after a killing and a bombing, and El Salvador’s president defended a large military rescue mission in Haiti.[1][2] It follows the Oct 29 Americas update, which covered the UN vote on the Cuba embargo and Flávio Bolsonaro’s arrival in Miami.
Regional Security
Ministers, defense chiefs and security leaders from 19 Western Hemisphere nations met in Santo Domingo, Dominican Republic, on October 27 for the Americas Counter Cartel Coalition forum, US Southern Command said on October 29.[3] They worked on an operational campaign plan and a governance charter covering shared intelligence and combined operations against cartel networks. Marine Corps Gen. Francis L. Donovan, the Southern Command commander, attended, and Dominican President Luis Abinader addressed the meeting.[4]
Eric Geressy, senior adviser to the secretary of war for strategy, said Operation Southern Spear had cut drug-trafficking sea corridors by 64% in the western Caribbean, 58% in the eastern Caribbean and 40% across the Galápagos route. He called the cartels “the al-Qaida and ISIS of the Western Hemisphere” and said they were turning to “lawfare” to “attempt to paralyze our decisions.”[5] The coalition was launched in Miami in March and met in Panama City in August.[6]
Cuba
Cuba’s national utility forecast a maximum shortfall of 1,990 megawatts at Friday’s evening peak, 50 megawatts more than its forecast for Thursday. Available generation was unchanged at 790 megawatts against expected demand of 2,800 megawatts.[7] In Havana, one circuit in the Arroyo Naranjo district had been without power for 64 hours by early morning, and the city’s utility reported 173 distribution circuits affected at 6 AM.[8]
Venezuela
Acting President Delcy Rodríguez named Oliver Blanco, until now the deputy minister for Europe and North America, as foreign minister. He replaces Félix Plasencia, who moves to the presidency’s international affairs office with the task of recovering Venezuela’s gold held at the Bank of England.[9] Blanco promised diplomacy that produces “concrete results” (translated).[10]
In her first news conference since returning to Venezuela on October 25, María Corina Machado said a negotiated, complete transition was “the best opportunity the regime has today” and that it would mean guarantees for those who help bring it about (translated). She also called for an independent truth commission to hear victims.[11] Portugal’s foreign minister, Paulo Rangel, said four Portuguese citizens held in Venezuela are political prisoners; the government in Caracas denies holding any.[12] Separately, the interim government lifted restrictions that had blocked access to the news sites El Nacional and La Patilla inside the country, El Nacional reported.[13]
Colombia
President Abelardo De La Espriella ordered the temporary militarization of Cúcuta, the capital of Norte de Santander on the Venezuelan border, on October 29. The army and national police will take over security in the metropolitan area.[14] The order followed the killing on October 26 of Miguel Castellanos Serrano, a retired police major and mayoral hopeful, and an explosion on October 27 near the international bridge to Venezuela that wounded four civilians and two police officers.[15] A security push called Operation Esparta is due to start on November 3, El Nacional reported.[16]
Haiti
El Salvador’s President Nayib Bukele said on October 29 that his deployment of more than 2,000 troops, including special forces, to Haiti is in its final phase. The mission is searching for four Salvadoran military aviation technicians of the Gang Suppression Force, missing since an October 18 ambush outside Port-au-Prince.[17] Bukele said the operation “is not an invasion” (translated). He also denied reports that remains of the missing technicians had been identified, El Nacional reported.[18] It is the largest foreign contingent sent to Haiti since the UN stabilization mission ended in 2017, and Prime Minister Alix Didier Fils-Aimé’s government has voiced reservations about the scope of the operation.[19]
Brazil
Luis Grande, owner of the Argentine charter company Baires Fly, said a broker based in the United States paid $150,000 from a US bank account for the jet that flew Flávio Bolsonaro from Puerto Iguazú to Miami, with a refueling stop in Guayaquil.[20] Update: g1 reported that State Department aides asked Bolsonaro to drop the phrase “true president-elect” from his letter, warning it could suggest US recognition; our October 29 report noted only that he changed the wording.[21]
Secretary of State Marco Rubio is chairing a meeting of G20 foreign ministers in Atlanta on October 30 and 31, with freedom of navigation in the Strait of Hormuz, the Red Sea, the Black Sea and the South China Sea at the top of the US agenda.[22] A g1 column citing unnamed officials said President Luiz Inácio Lula da Silva’s government wants to avoid a crisis with Washington over the flight, and that Foreign Minister Mauro Vieira may meet Rubio at the G20.[23]
Domestic Affairs
The State Department said on October 29 that it took steps in the past week to impose visa restrictions on more than 15 people involved in organizing or promoting recent migrant caravans, and that caravan participants who apply for US visas will face extra scrutiny.[24] EFE noted recent calls on social media for caravans from Honduras and El Salvador.[25]
War Crimes and Civilian Harm
Allegations are attributed; findings are not established unless stated.
No new attributed reports of war crimes in this theater were found in the window. The bombing in Cúcuta that wounded civilians is covered under Colombia.[26]

What to Watch (Assessment)
- The start of Operation Esparta in Cúcuta on November 3 and any spillover at the Venezuelan border.[32]
- Whether El Salvador ends its Haiti deployment and finds its missing personnel.[33]
- Whether Vieira and Rubio meet in Atlanta, and who paid for Bolsonaro’s flight.[34]
- Whether the counter-cartel coalition adopts its campaign plan and charter.[35]
Related War Room Reports
Geography & Strategic Position
Cúcuta sits on the main crossing between Colombia and Venezuela, so violence there tests both countries’ control of a long, porous border.[36]
Military & Security
Two armies are acting outside normal routines: Colombia’s inside a city and El Salvador’s in another country.[37] Washington is meanwhile organizing regional militaries around one campaign against cartels.[38]
Alliances & Diplomatic Networks
The coalition meeting in Santo Domingo shows Washington building a standing security bloc in the region.[39] Brazil is choosing calm with Washington over the Bolsonaro flight.[40]
Economic & Industrial Power
Venezuela’s new diplomatic team has been told to recover gold held in London, a sign that money for reconstruction is a top priority.[41]
Technology & Critical Infrastructure
Cuba’s grid can meet less than a third of expected peak demand, and some Havana circuits have been dark for more than two days.[42]
Domestic Politics & Information
Caracas lifted blocks on two independent news sites while Machado pressed for a negotiated transition, small openings that are still controlled by the interim government.[43]
Strategic Leverage & Outcomes
Washington gains influence as regional partners join its campaign against cartels, but its role in the Bolsonaro flight remains a political cost with Brasília.[44] Assessment: the region is leaning toward US-led security cooperation, while border violence and Cuba’s grid remain the main risks.
Score 3/5Evidence confidence: LowTrend: Stable

- Decisive uncertainty
- Whether Venezuela’s transition talks produce an election date.
- Likely trajectory
- More military roles in policing, from Cúcuta to Port-au-Prince.
