This Africa war news update for October 30, 2026, covers a deadly drone strike on a displacement camp in Ethiopia, Congo’s appeal to Russia over Rwandan troops, rising displacement in Sudan’s Blue Nile state and a US genocide-related conviction.[1] It follows the October 29 Africa security update; see the War Room and the Africa News Hub.

Ethiopia

At least 16 civilians were killed and 22 injured on October 29 when a drone struck the Hayiq Jari 2 Turk camp for displaced people near Hayiq, about 430 kilometers northeast of Addis Ababa, Anadolu reported, citing local media and conflict monitors.[2] A witness told Addis Standard the drone hit the camp “five times, at least, at intervals of 15 minutes.”[3] The camp holds more than 1,800 people, many of whom fled violence in Oromia.[4] No party has claimed the strike; federal forces and Fano militias have fought in Amhara since 2023, with drone strikes part of the military’s operations.[5]

Congo and Rwanda

Speaking on the sidelines of the Russia-Africa summit in Moscow, Tshisekedi called on Russia to “support the implementation of Security Council resolutions as well as mediation efforts,” his office said.[6] Resolution 2773 of February 2025 condemns Rwanda’s alleged support for the M23 rebels and calls for Rwandan troops to withdraw.[7] His appeal came a day after the United States sanctioned Rwanda’s Defence Ministry and the Zigama Credit and Savings Society, covered in our previous report.[8]

Sudan

The International Organization for Migration said 119,782 people from 23,598 families were displaced across Blue Nile state between January 11 and October 15, up 21 percent from its August count.[9] Fighting in the state has escalated after attacks by the Rapid Support Forces and their ally, the Sudan People’s Liberation Movement-North.[10] Separately, senior Rapid Support Forces commander Siddiq Ander said he had defected, in a video obtained by Al Jazeera.[11]

Diplomacy

Secretary of State Marco Rubio is chairing a meeting of G20 foreign ministers in Atlanta on October 30 and 31, with freedom of navigation in the Strait of Hormuz, the Red Sea, the Black Sea and the South China Sea at the top of the US agenda.[12] China said it supports South Africa’s continued part in G20 events after reports that South Africa was left out of the Atlanta meeting.[13]

Domestic Affairs

In Nigeria, a presidential panel found that overcrowding, extreme heat, dehydration and neglect caused the deaths of 37 artisanal miners held by the Nigeria Security and Civil Defence Corps in Minna in September, Anadolu reported.[14] The panel recommended 1.4 billion naira, about $1 million, in compensation, and families said on October 30 that money could not make up for their loss.[15]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

The Amhara camp strike described above is an attack on displaced civilians; no investigation or finding has been announced.[16] In the United States, a federal jury convicted Eric Tabaro Nshimiye, 54, on four counts of perjury and one of obstruction for lying about his role in the 1994 genocide during a 2019 trial in Boston, the Justice Department said.[17] Sentencing is set for January 26, 2027.[18]

Seven lenses

Analysis

About the framework

This analysis applies the Seven Lenses of Geopolitical Power to the day’s African security news.[25]

Geography & Strategic Position

Fighting in Blue Nile, on Sudan’s southeastern edge, has now displaced people across seven locations, including the state capital Damazin.[26]

Military & Security

Drone strikes have been part of military operations in Amhara, and the strike on a camp of displaced families shows how exposed they remain.[27]

Alliances & Diplomatic Networks

Congo is pressing Washington, Doha and now Moscow at once, using every forum to push Rwanda on troops.[28]

Economic & Industrial Power

US sanctions on a Rwandan financial cooperative put money flows at the center of the M23 dispute.[29]

Technology & Critical Infrastructure

Drones let an attacker return to the same target several times, as the witness account from Hayiq describes.[30]

Domestic Politics & Information

Nigeria’s panel rejected earlier suggestions that disease killed the miners, a finding that puts pressure on the security agency involved.[31]

Strategic Leverage & Outcomes

Defections weaken the Rapid Support Forces’ claim to a united command, though one video does not show how many fighters followed.[32]
