This trade war news update for October 30, 2026, covers new US tariff lists for Canadian goods, energy and minerals deals with Hungary and Finland, a US ban on Chinese testing labs, Russian diesel bound for the United States and the G20 push on shipping lanes.[1] It follows the October 29 trade war update; see the War Room and the Trade War News Hub.
Canada Tariff Lists
The revised product lists for the Section 338 duties on Canadian goods, first reported in the October 28 trade war update, took effect at 12:01 a.m. Eastern time on October 30.[9] President Trump signed the proclamation on October 23; it was published in the Federal Register on October 30 and keeps the additional duty at 50 percent for goods on the new lists, on top of any Section 232 tariffs.[10] The proclamation says officials advised that changing the product scope would still offset what Washington calls Canada’s discrimination against US commerce and would better serve the public interest.[11]
Energy and Minerals Deals
In Washington on October 29, Rubio and Hungarian Foreign Minister Anita Orbán signed two memorandums: one on law enforcement cooperation and one on energy infrastructure under the Trump Peace Pipelines framework, which Rubio described as a way to meet Central Europe’s energy needs with US energy.[12] The same day, Rubio and Finnish Foreign Minister Elina Valtonen signed a Critical Minerals Framework and a Technology Prosperity Deal; Rubio said critical minerals underpin everything from semiconductors and batteries to defense systems.[13]
China and Technology
The US Federal Communications Commission banned Chinese laboratories from testing electronic devices bound for the US market, weeks before President Donald Trump is due to meet Xi Jinping at the summit in Shenzhen.[14] China’s Foreign Ministry said the United States is “overstretching the concept of national security” and that China “firmly opposes and deplores” the move.[15] Today’s China Taiwan News report covers the security side.
Beijing also warned Brussels. Huang Ling, spokeswoman for China’s Ministry of Commerce, said possible new EU safeguards on Chinese exports may break World Trade Organization rules and vowed “all necessary measures” to defend Chinese firms.[16] In US trade remedies, the International Trade Commission found that revoking the anti-dumping order on diamond sawblades from China would likely lead to continued injury to US industry, and Commerce found that ending its anti-subsidy order on wind towers from Malaysia would likely lead to continued subsidies.[17][18]
Russian Diesel
The Washington Sun reported that the US administration is encouraging companies to accept Russian diesel.[19] Greenpeace Ukraine identified seven Russian tankers carrying 288,000 metric tons of diesel to the United States.[20] Today’s Ukraine War report has the wider picture. A State Department notice published on October 30 formally lists sanctions decided between May 8 and September 29, including on Russia’s Yakovlev design bureau, Iran’s state shipping line IRISL and Cuban military industry firms.[21]
Shipping Lanes and Hormuz
Secretary of State Marco Rubio is chairing a meeting of G20 foreign ministers in Atlanta on October 30 and 31, with freedom of navigation in the Strait of Hormuz, the Red Sea, the Black Sea and the South China Sea at the top of the US agenda.[22] The risk to Gulf shipping rose again on October 29, when Britain’s maritime trade office said a small boat approached an outbound tanker 25 nautical miles northeast of Khasab, Oman, and attached two explosive devices to its hull; the engine room caught fire, the fire was put out and the crew was safe.[23] Today’s Iran War Update has the details.
Energy Shock in Europe and Asia
German import prices rose 10.4 percent in September from a year earlier, the steepest increase since November 2022, as energy import prices jumped 61.8 percent, the Federal Statistical Office said.[24] The European Central Bank held its deposit rate at 2.5 percent on October 29 and warned that the energy shock is likely to raise inflation and lower growth.[25] In Tokyo, Prime Minister Sanae Takaichi said electricity and gas subsidies will resume in December, while gasoline subsidies will be scaled back by raising the reference price of ¥170 a liter by ¥5 each month.[26]
Domestic Affairs
United States
The Canada lists are the second change to the scope of the Section 338 duties since they took effect in August, following an earlier change on September 8.[27]
China
China’s Ministry of Commerce said EU curbs would raise costs for European industry and push up inflation in the EU.[28]

What to Watch
- Whether the G20 ministers in Atlanta agree on language about shipping lanes, including Hormuz.[32]
- Whether Beijing answers the testing-lab ban before the Trump-Xi summit.[33]
- How Canada responds to the new duty lists now in force.[34]

Analysis
Deals & Agreements
The Hungary and Finland memorandums show Washington using signed frameworks, not tariffs, to lock in energy exports and mineral supply.[35] The Finland deal pairs minerals with technology cooperation in one package.[36]
Imbalances & Impact
Europe is paying for the Gulf crisis through imports, with German energy import prices up sharply from a year ago.[37] Japan is spending public money to cushion households from the same shock.[38]
Chokepoints & Dependencies
The new Khasab attack shows that tankers can be hit at close range, not only by missiles or mines.[39] Testing labs are a quieter chokepoint, because devices must be certified before they can be sold.[40]
Negotiating Power
The lab ban gives Washington another lever before the Trump-Xi summit, and Beijing has framed it as an abuse of security claims.[41] Canada faces a revised duty list rather than relief, which keeps pressure on Ottawa in the talks.[42]
Policy & Economics
The ECB is holding rates while warning that the energy shock will lift inflation, so monetary policy is not offsetting the price rise.[43] Russian diesel cargoes test how far US fuel policy will go to ease prices.[44]
