This China and Taiwan news update for October 28, 2026 covers Secretary of War Pete Hegseth’s meetings with five allied and partner defense chiefs at the Southeast Asian defense talks in Cebu, China’s decision to send its Manila defense attaché instead of its defense minister, a rise in Chinese air activity around Taiwan and a US base ban on vehicles made by China’s BYD.[1] It follows the Oct 27 Indo-Pacific update.

United States and Partners

Hegseth used the Cebu meetings to put money and planning behind US alliances along the First Island Chain, the line of islands from Japan through Taiwan to the Philippines. With Philippine Defense Secretary Gilberto Teodoro Jr. on October 28, he agreed to launch an “alliance command and control modernization sprint” for real-time coordination, welcomed progress on infrastructure and storage at the Enhanced Defense Cooperation Agreement sites, and announced an increase in War Department security cooperation funds for the Armed Forces of the Philippines. The readout did not give an amount.[2] The sites matter because they face the South China Sea and the southern approaches to Taiwan.

Japan was the second pillar of the day. Hegseth and Defense Minister Shinjiro Koizumi agreed to pursue “an effective denial defense in the First Island Chain,” more live-fire training across Japan, flexible use of facilities to rehearse distributed operations and close coordination on munitions production.[3] Japan’s Defense Ministry readout added an agreement to strengthen cooperation against cyberattacks after a run of large personal-data leaks in Japan.[4] The goals carry a price at home: a government advisory panel on October 27 discussed higher and more stable defense funding as Tokyo revises its three security documents by year-end, with some members keeping tax increases on the table.[5]

Australia, India and Singapore rounded out the bilateral meetings. Hegseth and Deputy Prime Minister Richard Marles met on October 27 and agreed to move quickly on investments at Australian air bases and in combined logistics, and noted munitions co-production under Australia’s Guided Weapons and Explosive Ordnance Enterprise.[6] With Indian Defense Minister Rajnath Singh on October 28, he marked the first anniversary of the framework for the US-India defense partnership and cited the recent Yudh Abhyas army exercise.[7] With Singapore’s Chan Chun Sing, he backed Singapore’s 2027 chairmanship of the regional bloc, the year of the 50th anniversary of US relations with the Association of Southeast Asian Nations (ASEAN).[8]

In public remarks in Cebu, Hegseth described the US approach as “strong, quiet and clear” and proposed a US-ASEAN framework for defense cooperation.[9] The defense chiefs of the United States, Japan, Australia and the Philippines, an informal group known as the Squad, were also scheduled to meet on October 28.[10]

At Kadena Air Base on Okinawa, the US Air Force’s 18th Wing banned all BYD vehicles from this week, including private cars, taxis and delivery vans. A wing spokesperson said the vehicles “present an unacceptable and unmitigable risk to our personnel and our mission.”[11] Kadena is the largest US Air Force base in East Asia. Separately, a Defense Intelligence Agency report published October 25 warned that China is expanding its ability to track US forces from space and could deploy space-based weapons by the end of the decade; it included a 2024 satellite image of China’s uncrewed spaceplane.[12]

Philippines and Southeast Asia

China’s defense minister stayed away from the Cebu talks. Beijing sent its defense attaché in Manila to the ASEAN Defense Ministers’ Meeting-Plus instead of Dong Jun, who attended the forum in the past two years. The meetings on October 28 and 29 overlap with the Communist Party’s fifth plenum in Beijing, and Beijing has not given a reason for his absence.[13] The expanded forum brings together ASEAN’s 11 members and eight partners, including China, Russia and the United States.[14]

Teodoro, who chairs this year’s meeting, opened it at the Mactan Expo in Lapu-Lapu City by urging the bloc to “not allow our differences to divide us from within” and to settle differences, “including in the South China Sea,” through “peaceful and legal means.”[15] Ahead of the meeting, the Philippine military said it monitored and shadowed China’s Liaoning carrier group as it passed off the southern Philippines toward the Celebes Sea.[16]

Taiwan

Chinese air activity around Taiwan rose while naval presence held steady. Taiwan’s Defense Ministry detected six Chinese military aircraft sorties, seven navy ships and one official ship in the 24 hours to 6 AM Taipei time on October 28 (6 PM ET October 27). The day before, it counted three sorties, eight navy ships and four official ships. Taiwan responded with combat air patrols, navy ships and coastal missile systems.[17]

The political pressure is aimed at Taiwan’s November 28 local elections. Mainland Affairs Council Deputy Minister Shen Yu-chung said on October 27 that Beijing would use disinformation to undermine confidence in the US commitment to defend Taiwan ahead of a planned Trump-Xi meeting. “Whenever Trump and Xi meet, Beijing launches a cognitive warfare campaign,” he said.[18] Interior Minister Liu Shyh-fang told lawmakers the same day that police will step up efforts against election interference by China, gangs and local collaborators.[19]

European lawmakers also came to Taipei. Rihards Kols, a member of the European Parliament and acting chair of the Formosa Club of European legislators, told a Taipei forum on artificial intelligence and drones on October 27 that Beijing has no say in Taiwan’s partnerships with Europe.[20]

Korean Peninsula

The update on the western border is about images, not new deployments. Images showing North Korean self-propelled guns and soldiers just outside a cafe at the Aegibong observatory in Gimpo are suspected to be manipulated. They appear to alter real photos of 122-millimeter guns deployed in Kaepung County across the border, making the weapons look much closer than they are. The cafe sits about 1.4 kilometers from Kaepung County.[21] Yesterday’s report covered the first wave of these fakes.

On alliance command, retired General Paul LaCamera, a former commander of US Forces Korea, said on October 28 that the combined US-South Korean command could be “suboptimal” after the transfer of wartime operational control to Seoul, because it would reflect political compromise rather than military needs.[22] North Korea opened its 18th Pyongyang International Autumn Trade Fair on October 26 with about 130 firms from China, Mongolia, Bangladesh and Thailand, according to state media (reported), though broadcast footage showed no apparent foreign staff.[23]

China and Europe

China’s military kept its channels open to Europe. A Chinese strategy consultation delegation visited France and Germany from October 21 to 28, according to China’s Defense Ministry (reported).[24] Asked on October 28 about German Chancellor Friedrich Merz’s call in Singapore for European and Asian middle powers to cut “one-sided dependencies,” Foreign Ministry spokesperson Guo Jiakun said China hoped Germany and the EU would “stay objective and rational.”[25]

Domestic Affairs

In Taiwan, Mainland Affairs Council Minister Chiu Chui-cheng said on October 27 that people of conscience should support a student petition, quickly taken down in China, that called for restoring presidential term limits. The petition appeared on Monday, October 26, the opening day of the party plenum.[26] In Japan, the funding debate over the defense buildup continues as the government drafts new security documents.[27]

War Crimes and Civilian Harm

Allegations are attributed; findings are not established unless stated.

No new civilian casualties tied to military action in this theater were reported in the window.[28]

What to Watch (Assessment)

  • The October 29 expanded meeting in Cebu, where China’s delegation is led below minister level.[35]
  • Whether the War Department names an amount for the new Philippine security cooperation funds.[36]
  • Whether other US bases in Japan follow Kadena’s BYD ban.[37]
  • Chinese air activity around Taiwan after the sortie count doubled.[38]

Seven lenses

Analysis

About the framework

Geography & Strategic Position

Every Hegseth meeting in Cebu tied back to the First Island Chain, from Japan to the Philippine access sites.[39] Kadena, the region’s largest US air base, now treats Chinese-made cars at its gates as a security risk.[40]

Military & Security

The command-and-control sprint with Manila and Japan’s live-fire training aim at faster combined operations near Taiwan.[41] Around Taiwan, more sorties and steady naval numbers show routine Chinese pressure rather than a surge.[42]

Alliances & Diplomatic Networks

Five bilateral meetings and a Squad session gave Washington a full allied calendar, while Beijing sent an attaché.[43] Chinese military talks in Paris and Berlin show Beijing working on Europe at the same time.[44]

Economic & Industrial Power

Munitions co-production featured in both the Japanese and Australian readouts, showing that munitions supply is a shared priority.[45] Tokyo’s own funding debate shows how hard it is to pay for faster buildups.[46]

Technology & Critical Infrastructure

The BYD ban treats connected cars as sensors, and the intelligence warning on Chinese space weapons puts US satellites and tracking at the center of the contest.[47]

Domestic Politics & Information

Fake images of North Korean guns and Taiwan’s warnings about election interference both show how information operations ride on real events.[48]

Strategic Leverage & Outcomes

Washington gained ground with allies this week, while China kept its top defense official at home for the plenum.[49] Assessment: US interests are best served if the new Philippine funds and command sprint produce measurable gains before the ASEAN chair passes to Singapore in 2027.

Score 3/5Evidence confidence: LowTrend: Stable
