State of play, September 30, 2026
- Ground war: in its Sep 27 assessment, the Institute for the Study of War (ISW) said the front line is effectively static and that Russia’s net gains in recent months are near zero, according to our special report. Denmark’s defence intelligence service assessed on Sep 24 that there is “no prospect” of a significant Russian breakthrough in the next six months, Breaking Defense reported.
- Air war: Ukraine’s air force said Russia launched 188 drones plus anti-ship and ballistic missiles overnight on Sep 29–30, mostly at energy infrastructure around Kyiv. President Volodymyr Zelenskyy said seven civilians were killed, according to the Associated Press. Russia’s Defense Ministry says it hit military targets; its claims were not independently verified.
- Diplomacy: Russia’s Foreign Minister Sergei Lavrov told the UN Security Council that Moscow will not pause fighting during negotiations. Putin envoy Kirill Dmitriev held talks in Washington this week that a U.S. official called “constructive,” per Reuters. Zelenskyy has offered a reciprocal energy ceasefire.
- NATO: Secretary General Mark Rutte said on Sep 29 that NATO will build cheaper counter-drone defenses and prefers the term “grey-zone” activity to “hybrid,” per the NATO transcript.
The war and the diplomacy
Russia’s full-scale invasion began on February 24, 2022. Our [Russia–Ukraine War Report](%s/russia-ukraine-war-report-updated-to-june-2026/) sets out the background through June 2026. Since then the air war has intensified. BBC Verify, citing Ukraine’s military, reported that jet-powered Geran drone attacks grew from 350 in June to 1,600 in July and 2,800 in August. ISW assesses that Putin is betting on a winter campaign of ballistic missiles and jet-powered drones to force Ukraine to capitulate, a judgment we report as ISW’s, not as established fact. Ukraine, for its part, has struck Russian refineries, including Ilsky in Krasnodar Krai, which Ukraine’s General Staff said halted processing, and is racing to field interceptor drones.
On diplomacy, Zelenskyy said after meeting President Trump at the UN General Assembly on Sep 22 that the U.S. had proposed a technical-level, three-way meeting with Russia, possibly in the UAE. Moscow has not confirmed a venue. A declaration signed by 51 countries at the UN said Ukraine had accepted a full and unconditional ceasefire and called on Russia to do the same. Secretary of State Marco Rubio said both sides had voiced interest in limited ceasefires, such as on energy infrastructure and grain routes, without a breakthrough. ISW judges that Putin is unlikely to negotiate seriously until his strike strategy has “run its course.”
Russia and NATO: drones, sabotage and the eastern flank
Our special report on Russian hybrid attacks draws on ISW, European security services, NATO and datasets from CSIS and the International Centre for Counter-Terrorism (ICCT). CSIS counted 3 such attacks in 2022, 12 in 2023 and 34 in 2024; ICCT and GLOBSEC logged 151 cases through February 2026, according to that report. Recent incidents we have covered include a drone shot down over Lithuania, Russian drones entering Romanian and Moldovan airspace on Sep 24, Poland scrambling jets after a Russian Mi-8 breached its airspace and Germany’s attribution of a Leipzig airport drone attack to Russia. Moscow has repeatedly denied involvement in sabotage, Business Insider reported. Polish Prime Minister Donald Tusk warned on Sep 17 that Russia could present damaging incursions as accidents to test NATO’s Article 5 response; that is his assessment, attributed to allied intelligence.

Frequently asked questions
Is there a ceasefire in Ukraine?
No. Ukraine says it accepts a full ceasefire; Russia says it will not pause fighting during negotiations. Limited energy-infrastructure pauses have been discussed but not agreed, according to the reports above.
Is Russia attacking NATO countries?
NATO and European governments report drone incursions, sabotage and cyber activity, and some officials attribute them to Russia. Moscow has repeatedly denied involvement in sabotage. NATO’s Rutte said allies should attribute incidents to Russia when they are sure or almost sure. Attribution varies by incident, so we label who said what.
Who controls the front line?
ISW and Danish intelligence both describe the ground war as near-stalemate, while the air war has escalated. Neither side’s battlefield claims are independently verified in real time.
What is the “energy ceasefire”?
A proposal, backed by Zelenskyy and discussed by U.S. officials, under which Russia would stop striking Ukraine’s power, heating and water systems and Ukraine would stop striking Russian refineries and energy sites. Moscow has not accepted it.
